SWMS templates for Queensland

Queensland runs the model Work Health and Safety laws under the Work Health and Safety Act 2011 (Qld) and the Work Health and Safety Regulation 2011 (Qld). Two things catch interstate documents out: the regulation is the 2011 instrument, not New South Wales’s 2025 one, and electrical incidents are reported to the Electrical Safety Office under the Electrical Safety Regulation, not to the WHS regulator.

High risk construction work

Defined in section 291 of the WHS Regulation 2011 (Qld): 18 categories, paragraphs (a) to (r).

When a SWMS is required

Section 299: prepared before the work starts, and where a fall of more than 2 metres is controlled by administrative measures or PPE alone, section 299(4) requires the SWMS to address the fall duties in section 79(3).

Fall and trench thresholds

A fall of more than 2 metres, and a shaft or trench deeper than 1.5 metres, are among the 18 high risk construction work triggers.

Notifiable incidents

Workplace Health and Safety Queensland on 1300 362 128. Serious electrical incidents go to the Electrical Safety Office under the Electrical Safety Regulation.

Industrial manslaughter

An offence under Part 2A of the WHS Act 2011 (Qld), inside the Act itself rather than the Criminal Code.
