Is fencing work classified as high risk construction work requiring a SWMS?
Fencing itself is not automatically HRCW, but most fencing jobs trigger at least one of the 18 HRCW categories under WHS Regulation 2025 Schedule 3 — typically work near powered mobile plant (post-hole diggers), work adjacent to road traffic, or excavation deeper than 1.5 m. When any HRCW trigger applies, a SWMS must be prepared, available on site, and reviewed if conditions change. Most commercial fencing contractors prepare a SWMS as standard practice regardless of trigger.
Do I need a separate SWMS for pool fencing installation?
Yes — pool fencing carries unique compliance obligations under AS 1926.1, including non-climbable zones, gate hardware and barrier height. A dedicated pool fencing SWMS captures glass panel handling risks, core-drilling into concrete, and the certification handover process. Generic fencing SWMS rarely address the AS 1926 dimensional checks or the manual handling controls for frameless glass panels, which can exceed 40 kg per panel and present cutting and crush hazards.
What are the main hazards when using a powered post-hole digger?
Powered augers — whether tractor PTO-driven, skid-steer mounted or hand-held two-person units — are a leading cause of entanglement fatalities in rural fencing. Hazards include clothing entanglement, kickback, underground service strikes and operator fatigue. Controls under the Model Code of Practice: Managing the Risks of Plant in the Workplace include guarding, emergency stops, exclusion zones, no loose clothing, and a Dial Before You Dig search before any post hole is started.
Are state-specific fencing SWMS required across Australian jurisdictions?
The model WHS Regulation has been adopted by all states and territories except Victoria, which operates under the OHS Act 2004 and OHS Regulations 2017. A SWMS prepared to the model WHS Regulation 2025 is accepted in NSW, QLD, SA, WA, TAS, ACT and NT. For Victorian sites, the equivalent document is a Safe Work Method Statement under the OHS Regulations Part 5.1, which uses similar content but different statutory wording — most templates can be adapted with minor edits.
What's the difference between a SWMS and a JSA for fencing crews?
A Safe Work Method Statement is a legally required document under WHS Regulation 2025 r.299 for high risk construction work, with prescribed content including hazards, controls, responsible persons and review triggers. A Job Safety Analysis is a broader risk-assessment tool with no statutory format. For fencing on construction sites or near traffic, a compliant SWMS is mandatory; a JSA alone does not satisfy the duty. Many contractors use the SWMS as their primary document and reference task-specific JSAs within it.
