Gate and automatic gate installation combines heavy manual handling of steel or aluminium panels with structural post-setting, electrical connection of gate motors, control boards and photocells, and the commissioning of powered moving plant that can crush, shear or entrap a person. The work typically occurs at driveway entries where vehicles are moving, in confined side-setback strips, and often involves excavation for motor pads and cabling, low-voltage DC and 230 V AC wiring, and integration with intercoms and access-control systems. Uncontrolled swing gates, unbalanced cantilever sliders and unguarded pinch points have caused fatalities in Australia β€” including to children β€” and remain a focus of SafeWork NSW compliance activity.

Under the Work Health and Safety Regulation 2025 (NSW), gate automation work meets section 291 High Risk Construction Work where it is carried out on or near energised electrical installations (s291(k)) and where powered mobile plant is in movement (s291(o)). Section 299 therefore requires a Safe Work Method Statement to be prepared before work commences, applying the hierarchy of control from elimination through to PPE, and consistent with AS 5142.1 and AS/NZS 3000.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate live electrical work β€” isolate the 230 V supply at the switchboard, apply lock-out/tag-out and prove dead with a tested voltage indicator before terminating gate motors or controllers, in accordance with AS/NZS 4836.
  2. 2Substitute manual gate handling with mechanical lifting β€” use a suitable crane, telehandler or gate-lifting trolley for panels exceeding 25 kg or awkward geometry; never rely on 'team lift' as the primary control.
  3. 3Engineer safety edges and photocell beams into every automated gate in accordance with AS 5142.1 (Power operated gates and doors β€” safety) and AS 4687 where applicable, with force limits verified using a calibrated force-measuring device at commissioning.
  4. 4Locate all underground services before excavation using Before You Dig Australia (BYDA/DBYD) plans, cable locator and non-destructive digging (hydro/air) within 500 mm of any identified service, consistent with SafeWork NSW guidance on excavation work.
  5. 5Control respirable crystalline silica by using on-tool water suppression or H-class HEPA extraction on concrete saws and core drills; enforce the 0.05 mg/mΒ³ workplace exposure standard and prohibit uncontrolled dry cutting.
  6. 6Establish a vehicle exclusion zone across the driveway with barriers, cones and signage; coordinate with the occupier so no vehicle movements occur across the work area during installation and commissioning.
  7. 7Guard all pinch, shear, crush and draw-in points on cantilever sliders and swing gates with mesh infill, roller covers and finger-clearance gaps as specified in AS 5142.1; test hold-to-run and automatic reversal functions before handover.
  8. 8Manage hot works with a hot work permit, fire blanket, extinguisher within 5 m, welding screens and local exhaust ventilation; wear PPE compliant with AS/NZS 1337.1 (eye) and AS/NZS 1337.5 (welding filters).
  9. 9Isolate stored energy before servicing β€” disconnect batteries, discharge capacitors and mechanically block the gate leaf before removing motor covers or drive components.
  10. 10Wear task-appropriate PPE: safety footwear to AS/NZS 2210.3, hi-vis to AS/NZS 4602.1, cut-resistant gloves to AS/NZS 2161.3, hearing protection to AS/NZS 1270 and P2 respirators to AS/NZS 1716 when cutting concrete.
  11. 11Only licensed electrical workers (NSW electrical licence) may perform 230 V terminations; extra-low-voltage work on 24 V DC motor circuits must still follow manufacturer instructions and AS/NZS 3000.
  12. 12All workers hold a White Card (CPCCWHS1001), the SWMS is developed in consultation with workers under section 47 of the WHS Act, signed on site, reviewed under section 302 whenever controls change or an incident occurs, and kept until the work is complete (or 2 years if a notifiable incident occurs).

Legal consequence

Section 299 of the WHS Regulation 2025 (NSW) requires a SWMS before HRCW commences, and section 302 requires review whenever controls are revised or an incident occurs. Failure to prepare, comply with or review a SWMS is an offence, and exposing a person to a risk of death or serious injury may be prosecuted as a Category 1 or Category 2 offence under sections 31 or 32 of the WHS Act 2011 (NSW). Worked example

A fencing contractor is engaged to install a 6 m cantilever sliding gate with a 24 V DC motor and 230 V AC supply at a new industrial unit in Wetherill Park. The driveway crosses a public footpath and the site has forklift traffic. The SWMS identifies s291(k) (energised electrical installation of the motor controller) and s291(o) (powered movement of the gate leaf during commissioning). Before excavation, BYDA plans are obtained and a cable locator identifies a Telstra pit within 1.2 m of the proposed motor pad β€” non-destructive hydro-excavation is used. A licensed electrician isolates and tags the switchboard breaker before terminating the controller. Safety edges and photocells are installed and force-tested against AS 5142.1 limits. A vehicle exclusion zone is set up during commissioning, and forklift movements are suspended. The SWMS is signed by all workers on site and reviewed after the electrician recommends relocating the isolator, in accordance with section 302.

Is a SWMS legally required for automatic gate installation in NSW?

Yes. Where the work involves connection to energised electrical installations or the movement of powered mobile plant (including the automated gate itself during commissioning), it is High Risk Construction Work under section 291 of the WHS Regulation 2025 (NSW), and a SWMS must be prepared before work starts under section 299.

Do I need a licensed electrician to complete the wiring?

Yes. Any work on 230 V AC mains supply β€” including terminating the gate motor controller, isolator and intercom β€” must be performed by the holder of a current NSW electrical licence, in accordance with AS/NZS 3000 and the Electricity (Consumer Safety) Act 2004 (NSW).

How do I demonstrate compliance with AS 5142.1 at handover?

Commission the gate by measuring closing and opening forces with a calibrated force gauge at the specified test points, verify photocell and safety edge operation, and record results in the SWMS commissioning log. Provide the operator with written instructions and the manufacturer's declaration of conformity.

What triggers a SWMS review under section 302?

The SWMS must be reviewed if control measures are revised, a notifiable incident occurs, work methods change, new hazards are identified, or a health and safety representative requests a review. All workers must be re-consulted and the revised SWMS re-signed before work resumes.
