Boiler installation and commissioning is the assembly, registration, hydrostatic testing, boil-out and cold and hot commissioning of fired and waste-heat boilers. It is high risk construction work under the WHS Regulation because it is carried out in or near a confined space, on or near pressurised gas mains and fuel lines, and in artificial extremes of temperature (s291), so a SWMS is mandatory (s299). The central hazard is the confined space: boiler shells, fireboxes, drums, headers and economiser cavities are all entered, and they can hold oxygen-deficient, oxygen-enriched or flammable atmospheres from residual fuel, dosing chemicals and refractory cure products. Layered onto that are the pressure hazards β a catastrophic boiler rupture during the hydrostatic test, or a pressure-relief device failing to open at set pressure β combustion and fuel hazards including furnace explosion during light-off and fuel-gas leaks, thermal burns from hot surfaces and steam during hot commissioning, boil-out and water-treatment chemicals, and welding fume and radiographic NDT during fabrication and repair. Boilers above the relevant AS 4343 hazard threshold require plant design registration and plant item registration, with hydrostatic testing witnessed by an Authorised Inspector. This SWMS supports the engineered and registered work to AS 1228 and AS 4343 β it does not replace the registrations, the engineer's procedures or the Authorised Inspector β and controls the confined-space, pressure, combustion, thermal and chemical envelope around it. It is supplied in eight jurisdiction editions, each citing its own Act, Regulation, regulator and plant-registration regime.

Worked example
At 6:00 am a commissioning crew from Thermal Dynamics begins hot commissioning a newly installed industrial steam boiler. The supervisor confirms the plant design registration is on file and the plant item registration was issued after the Authorised Inspector witnessed the hydrostatic test the week before. Before anyone enters the drum to remove blanking, it is treated as a confined space: isolated and locked out, atmosphere tested, forced ventilation running, a permit signed and a retrieval harness on the entrant with an attendant at the manway. The fuel-gas line is leak-tested and the burner management system runs its pre-purge before light-off, so no fuel can accumulate in the furnace. As the boiler is brought up to temperature, hot-surface and steam-burn controls keep the crew clear of uninsulated sections, and the relief-valve set pressure is verified. A welder repairing a small header weld works under local exhaust ventilation with fume monitoring, and the radiography contractor marks a controlled area per the ARPANSA code before shooting the weld. The boiler reaches operating pressure under the commissioning engineer's procedure with every hold point signed.

Frequently asked questions
Why does boiler installation trigger high risk construction work on four separate grounds?
Because the job genuinely does four hazardous things at once. Shells, fireboxes, drums, headers and economiser cavities are entered, which is work in or near a confined space, paragraph (f) of section 291. Fuel-gas connection and commissioning is work on or near pressurised gas mains and piping, paragraph (i). Fuel oil and chemical dosing lines make it work on or near chemical and fuel lines, paragraph (j). Hot commissioning brings the unit to operating temperature with uninsulated hot surfaces and live steam, which is an artificial extreme of temperature, paragraph (p). Any single one of these makes the SWMS mandatory under section 299.
Does this replace the plant registration or the Authorised Inspector?
No, and it should not be sold to a principal as though it does. Boilers above the relevant AS 4343 hazard threshold require plant design registration before construction and plant item registration after the hydrostatic test is accepted, with the test witnessed by an Authorised Inspector to 1.5 times design pressure under AS 1228. This document controls the confined-space, pressure, combustion, thermal and chemical envelope around that engineered and registered work. It sits alongside the registrations and the engineer procedures rather than substituting for them, and the pre-start check confirms both registrations are on file before the crew starts.
Does it cover entry into the drum and firebox?
Yes, and that is the central hazard rather than an add-on. Entry runs under a confined space permit to AS 2865 with continuous atmospheric monitoring and forced mechanical ventilation, a retrieval harness on the entrant and an attendant at the manway. The atmosphere is treated as capable of going three ways, not one: oxygen-deficient, oxygen-enriched from a leaking oxygen line, or flammable from residual fuel, dosing chemicals and refractory cure products. Isolation and lockout of the fuel, steam and feedwater paths is proved before the blanking comes out, not after the entrant is inside.
How is the risk of a furnace explosion at light-off controlled?
By making fuel accumulation impossible before an ignition source exists. The burner management system interlocks and a full pre-purge cycle run before light-off, and the fuel-gas line is leak-tested at the connection stage rather than proved by the flame. Gas-fitter and electrical licensing is verified for the people doing that work, and the commissioning sequence itself is permit-controlled so the steps happen in order and are signed off. The relief device set pressure is verified as part of the same sequence, because a pressure-relief valve that fails to open is the quiet failure mode behind the loud one.
