Is electrical work on energised installations classified as high risk construction work?
Yes. Work carried out on or near energised electrical installations or services is one of the activities listed in section 291 of the WHS Regulation, which is where high risk construction work is defined — it is a numbered provision, not a schedule. A SWMS must be prepared before the work starts, be available at the workplace, and be reviewed if the controls change or an incident occurs. Note that the trigger is the work being on or near energised equipment: an installation that has been isolated and proved de-energised may fall outside that particular item, though other section 291 items can still apply on the same job.
Do I need a separate SWMS for each electrical task or one general electrical SWMS?
Best practice and regulator guidance favour task-specific SWMS. A switchboard modification, a solar PV install, and underground cable pulling each involve distinct hazards, isolation points, and approach distances under AS/NZS 4836:2023. A single generic 'electrical work' SWMS rarely satisfies the requirement in WHS Regulation 2025 to identify hazards specific to the activity. Task-specific SWMS also make site inductions, toolbox talks, and HSR consultation more meaningful and defensible.
What is the difference between a SWMS and an electrical Safe Work Procedure or JSA?
A SWMS is a legally required document for High Risk Construction Work under WHS Regulation 2025 and must list hazards, control measures, and how controls are implemented and monitored. A Job Safety Analysis or Safe Work Procedure is an internal task-breakdown tool with no specific statutory format. For energised electrical work, a SWMS is mandatory; a JSA alone does not discharge the PCBU's duty under the Managing Electrical Risks Code of Practice.
Do electrical SWMS need to be state-specific for NSW, Victoria, Queensland and WA?
The harmonised WHS Regulation 2025 applies in most jurisdictions, so the SWMS structure is consistent nationally. However, electrical licensing, network operator access rules, and high voltage authorisation differ by state — for example, Victoria operates under the OHS Regulations 2017 and ESV requirements, while WA references its own Electrical Regulations. Our templates are state-neutral at the WHS level and prompt users to insert jurisdiction-specific licence numbers, network authorisations, and notifiable incident contacts.
What controls must an electrical SWMS include for working near overhead power lines?
The SWMS must reference the no-go and exclusion distances in the code of practice that applies in your state — commonly a Work Near Overhead and Underground Electric Lines code — and the conditions the network operator sets for the specific span. Controls typically include consulting the network operator before work starts, a trained spotter with no other duties, insulated tiger tails or line covers installed by the operator, physical goalposts on approach routes, and de-rating the reach of any plant that can enter the exclusion zone. Distances vary by voltage and by jurisdiction, so the SWMS records the figures for the actual span rather than a generic table.
Do I need a SWMS for electrical work that is isolated and de-energised?
Not automatically. The high risk construction work item at section 291 of the WHS Regulation is work on or near energised electrical installations or services, so once the installation is isolated, locked out and proved de-energised that item may not be engaged. Other items on the same job often are — working at height, entry to a confined space such as a ceiling void or pit, or work in a trench. The duty to manage electrical risk under Part 4.7 applies either way, and most principal contractors require a SWMS for electrical work regardless of whether the statutory trigger is met.
What does a SWMS need to say about isolation and lock-out/tag-out?
It needs to name the isolation point rather than describe isolation in general: which switchboard or device, who is authorised to operate it, the lock and tag arrangement, and how the de-energised state is proved. AS/NZS 4836:2023 sets out the test-before-touch sequence — prove the tester on a known live source, test the conductors, prove the tester again. The SWMS should also state who holds the key, how a multi-trade job uses a lock box, and what happens if the isolation is found compromised on return from a break.
How should fault finding and diagnostic testing be covered?
Fault finding is the task most likely to require live work, because the fault cannot always be found with the circuit dead. The SWMS should treat energised testing as a separate step with its own justification, since Part 4.7 permits energised work only where de-energising is not reasonably practicable. Record why the circuit cannot be isolated, the approach distances and insulated tools in use, the safety observer, and the point at which testing stops and isolation is imposed before any repair begins.
Does electrical work in a hazardous area need anything extra in the SWMS?
Yes. Electrical equipment in hazardous areas — fuel depots, paint booths, grain handling, some wastewater plant — is governed by the AS/NZS 60079 series in addition to the ordinary wiring rules, and the work usually requires a person holding an EEHA competency. The SWMS should record the area classification and zone, the equipment protection technique in use, the gas test and hot work permit arrangements, and the verification dossier entry made after the work. Treating a hazardous area job as ordinary electrical work is the common failure.
