Acoustic ceiling tile installation involves working overhead from mobile scaffolds, trestles or elevating work platforms to suspend a grid system and drop lay-in tiles into place. Installers cut mineral fibre, fibreglass or gypsum tiles, drill anchors into concrete soffits or steel deck, run suspension wires, level main runners and cross tees, and dress tiles into a completed ceiling plane. The work exposes workers to falls from height, falling tools and offcuts, overhead drilling and dust exposure, sustained neck and shoulder loading, laser and cutting injuries, and β€” where legacy ceilings are being modified β€” potential asbestos and respirable crystalline silica hazards from disturbed substrates.

Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines this work as high risk construction work where there is a risk of a fall of more than 2 metres, which is typical for ceilings above 2.4 m finished height. Section 299 requires a Safe Work Method Statement to be prepared before the work commences, kept available for inspection, and complied with. Controls must be applied in accordance with the hierarchy in section 36, with elimination and engineered fall prevention prioritised over administrative measures and PPE.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate work at height where possible by pre-assembling grid sections at ground level and using tile-lifter jacks so workers avoid unnecessary overhead handling.
  2. 2Substitute high-silica cementitious tiles and legacy asbestos-suspected substrates with modern mineral fibre tiles; where asbestos is suspected, cease work and engage a licensed asbestos assessor under Part 8.10 of the WHS Regulation 2025 before proceeding.
  3. 3Provide compliant mobile scaffolds erected to AS/NZS 1576.3 with fully planked platforms, mid-rails, top-rails, toe-boards and locked castors; where reach exceeds practical scaffold height, use a scissor lift or vertical mast lift with harness attached to the designated anchor to AS/NZS 1891.4.
  4. 4Install perimeter edge protection or use elevating work platforms selected and operated in accordance with AS 2550.10; prohibit standing on ceiling grid, tile boxes, drums or unrated stepladders above 2 m.
  5. 5Control airborne dust and RCS using on-tool dust extraction with H-class HEPA vacuums on all rotary and percussion drilling, wet-cutting for cementitious tiles, and enclose the work area to prevent migration; monitor against the workplace exposure standard for RCS of 0.05 mg/mΒ³ 8-hour TWA.
  6. 6Isolate and lock out electrical circuits above the ceiling line before penetrating or accessing the ceiling void, verify de-energisation with a tested voltage indicator, and only allow licensed electrical workers to disconnect luminaires or cabling.
  7. 7Establish exclusion zones beneath overhead work using hard barricades, signage and spotters; require tool lanyards for all hand tools above 2 m and hard hats compliant with AS/NZS 1801 for all persons in the area.
  8. 8Restrict powder-actuated tool use to operators holding the SafeWork NSW high risk work licence-equivalent training; enforce hearing protection to AS/NZS 1270 (SLC80 class 4+), safety glasses to AS/NZS 1337.1 and correct cartridge selection per manufacturer.
  9. 9Implement task rotation, mechanical tile lifters and adjustable-height platforms to limit continuous overhead work to no more than 30 minutes per cycle, addressing the hazardous manual task risks under sections 60 and 61 of the WHS Regulation 2025.
  10. 10Provide and enforce PPE: cut-resistant gloves to AS/NZS 2161.3, P2 respirators to AS/NZS 1716 fit-tested to AS/NZS 1715, sealed safety eyewear, long-sleeve clothing for MMMF, and laser safety eyewear where Class 3R or higher lasers are used.
  11. 11Position rotating and line lasers below eye height, fit warning signage at room entries, and select Class 2 (≀1 mW) devices where practicable in accordance with AS/NZS IEC 60825.1.
  12. 12All workers must hold a current General Construction Induction (White Card, CPCCWHS1001); the PCBU must consult with workers under section 47 of the WHS Act 2011 (NSW) during SWMS development, and the SWMS must be reviewed under section 302 of the WHS Regulation 2025 whenever controls change, an incident occurs, or a new hazard is identified.

Acoustic ceiling grid and tile installation is routinely performed at finished ceiling heights of 2.4 m and above, from mobile scaffolds, trestles, ladders or EWPs, exposing workers to a fall of more than 2 metres to the floor below.

Legal consequence

Section 299 of the WHS Regulation 2025 (NSW) requires a SWMS to be prepared before HRCW commences, kept accessible, and complied with; section 302 requires review whenever controls are revised or an incident occurs. Failure to prepare or comply with a SWMS is a strict-liability offence. A breach causing risk of death or serious injury may be prosecuted as a Category 2 offence under section 32 of the WHS Act 2011 (NSW), or, where reckless conduct is established, a Category 1 offence under section 31. Current maximum penalties are set out in the SafeWork NSW penalty schedule and are indexed periodically.

Worked example

A Parramatta-based plastering subcontractor is engaged to install approximately 1,400 mΒ² of mineral fibre acoustic tiles in a new fit-out at a commercial tower in North Sydney. Finished ceiling height is 2.7 m over a polished concrete slab, rising to 4.1 m in the reception atrium. The crew will use compliant mobile scaffolds in the general office areas and a hired scissor lift in the atrium. Because the fall risk exceeds 2 m, section 291(1)(a) of the WHS Regulation 2025 (NSW) is triggered and a SWMS is prepared under section 299 before mobilisation. The site supervisor confirms all workers hold a current White Card, the scissor lift operators hold verified competency, and powder-actuated tool users are trained to manufacturer specification. An asbestos clearance certificate is obtained for the existing soffit before drilling. Hilti-drilling of hangers into the concrete soffit is performed with H-class on-tool extraction to control respirable crystalline silica. The SWMS is signed on by all workers, reviewed at the daily prestart, and re-issued when the crew transitions from the office grid to the atrium bulkhead where lift-based work replaces scaffold work.

Frequently asked questions

Is acoustic ceiling tile installation always high risk construction work in NSW?

It is HRCW whenever there is a risk of a fall of more than 2 metres, which applies to virtually all commercial ceiling installations because finished ceiling heights are typically 2.4 m or above. Section 291(1)(a) of the WHS Regulation 2025 (NSW) is triggered and a SWMS is mandatory under section 299 before work commences.

Do I need to test for asbestos before installing new acoustic tiles in an existing building?

Yes. Where the building was constructed or refurbished before the end of 2003, or where the composition of existing ceiling linings, backing sprays or wall junctions is unknown, Part 8.10 of the WHS Regulation 2025 (NSW) requires the material to be assumed to contain asbestos or assessed by a competent person before disturbance. Drilling into asbestos-containing soffits or removing legacy ceilings without clearance is a serious offence.

Can workers stand on the ceiling grid to install tiles?

No. Suspended ceiling grid is not a rated working surface and will not support a person's weight. All work must be performed from a compliant mobile scaffold to AS/NZS 1576.3, an EWP operated to AS 2550.10, or a platform ladder appropriate to the reach. Standing on grid, boxes, drums or unrated ladders is prohibited and would breach both Part 4.4 of the WHS Regulation 2025 (NSW) and the Managing the Risk of Falls Code of Practice.

How often must the SWMS be reviewed?

Section 302 of the WHS Regulation 2025 (NSW) requires review whenever controls are revised, a notifiable incident occurs, a new hazard is identified, or workers raise concerns during consultation. A version-control log is included in the document. As a minimum practical standard, review at each new site mobilisation and at any change of crew, plant or ceiling configuration.
