Wall and ceiling panelling installation covers the measuring, cutting, lifting and mechanical fixing of decorative and functional panel systems β€” plywood, MDF, acoustic timber, PVC, aluminium composite and fibre-cement sheet β€” to internal wall framing, bulkheads and ceiling grids. The work combines repetitive overhead exertion, powered cutting tools, adhesive chemistry and elevated work from step platforms, mobile scaffolds and trestles. Panels are awkward, heavy and often handled overhead by two workers on a moving platform, creating simultaneous manual handling, crush, fall and dust hazards.

Under the Work Health and Safety Regulation 2025 (NSW), panelling installed at heights where a person could fall more than 2 metres is high risk construction work under section 291(a), and section 299 requires a Safe Work Method Statement to be prepared before the work commences. Controls follow the hierarchy in section 36 β€” eliminating work at height where possible, engineering safer access and dust extraction, and using competent, consulted workers with fit-for-purpose PPE as the final layer.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate work at height where practicable by pre-assembling panel modules at ground level and lifting completed sections with mechanical aids rather than fixing sheet-by-sheet overhead.
  2. 2Substitute high-silica fibre-cement panels with low-silica or timber-based alternatives where the design and fire rating permit; substitute solvent-based adhesives with low-VOC water-based products.
  3. 3Provide compliant elevated work platforms β€” mobile scaffold erected and inspected in accordance with AS/NZS 1576 and AS/NZS 4576, or a scissor lift operated to AS 2550.10 β€” for all ceiling and upper-wall fixing above 2 m.
  4. 4Use on-tool dust extraction (H-class vacuum, AS/NZS 60335.2.69) with track saws and circular saws when cutting fibre-cement or MDF; wet-cut where power tools permit to control respirable crystalline silica below the 0.05 mg/mΒ³ workplace exposure standard.
  5. 5Before any fixing into walls or ceilings, verify concealed services using as-built drawings and a cable/pipe locator; isolate and tag circuits in accordance with AS/NZS 4836 where penetrations are near known cabling.
  6. 6Use sequential-trip (not contact-trip) nail guns for panelling to AS/NZS 4024 principles; store with magazine empty and air disconnected during breaks and travel.
  7. 7Establish an exclusion zone below overhead installation with hard barricades and signage; two-person lifts for sheets exceeding 16 kg or 2400 mm using panel lifters or mechanical hoists.
  8. 8Ventilate enclosed rooms mechanically during adhesive application; review the Safety Data Sheet for each product and follow AS/NZS 60079 where flammable vapours may accumulate.
  9. 9Where refurbishment involves panels installed before 1990, obtain an asbestos register and clearance under the Work Health and Safety Regulation 2025 (NSW) Chapter 8 before disturbance; licensed removal for any friable material.
  10. 10Provide and enforce task-appropriate PPE: P2 respirators to AS/NZS 1716 (fit-tested per AS/NZS 1715), Class 5 hearing protection to AS/NZS 1270, medium-impact eye protection to AS/NZS 1337.1, and cut-resistant gloves.
  11. 11Housekeeping regime: continuous removal of offcuts, capped fastener boxes, cable management, and daily inspection of platforms, leads and RCDs before the shift.
  12. 12All workers hold CPCCWHS1001 (White Card) and relevant EWP/scaffold competencies; the SWMS is developed in consultation with workers under section 47 of the WHS Act 2011 (NSW), reviewed under section 302 of the WHS Regulation 2025 whenever the work method changes, an incident occurs, or a control is found ineffective.

Ceiling panels and upper-wall panels are routinely fixed from mobile scaffolds, trestles and EWPs at working heights above 2 m. Workers handle bulky sheets overhead while positioned on an elevated platform, creating a foreseeable risk of a fall greater than 2 m from the platform, through an unfinished ceiling grid, or over the platform edge during two-person manoeuvres.

Legal consequence

Section 299 of the Work Health and Safety Regulation 2025 (NSW) requires a SWMS to be prepared before HRCW commences and section 302 requires review whenever controls are revised, an incident occurs or a worker requests it. Failure to prepare, comply with or review the SWMS exposes the PCBU and officers to prosecution under sections 31 (Category 1 β€” reckless conduct) and 32 (Category 2 β€” failure to comply with a health and safety duty) of the Work Health and Safety Act 2011 (NSW). Current maximum penalties are set out in the SafeWork NSW penalty schedule in force at the time of the offence.

Worked example

A shopfitting subcontractor is engaged to install perforated acoustic timber panels across a 4.2 m suspended ceiling and full-height feature walls in a new cafΓ© tenancy in Parramatta. Panels are 2700 Γ— 600 mm at 14 kg each. The site supervisor identifies the work as HRCW under section 291(a) of the WHS Regulation 2025 (NSW) because ceiling fixing occurs at 3.8 m from a mobile scaffold. Before start, the SWMS is walked through with the two-person crew, the White Card and scaffold tickets are verified, the scaffold is inspected against AS/NZS 1576, an H-class vacuum is connected to the track saw for on-site cuts, and a floor exclusion zone is barricaded. Midway through the job an additional worker joins for a night shift; the SWMS is re-signed and reviewed under section 302 before that worker steps onto the platform.

Frequently asked questions

Is panelling installation always high risk construction work?

Not always. It becomes HRCW under section 291(a) of the WHS Regulation 2025 (NSW) whenever a worker could fall more than 2 metres β€” which is the norm for ceiling and upper-wall panels but not for low dado or wainscot work. When any part of the scope crosses that threshold, a SWMS must be in place for the whole task under section 299.

Do I need a licensed asbestos assessor before panelling refurbishment work?

If the building was constructed or last refurbished before 31 December 2003, you must consult the asbestos register before disturbing any wall or ceiling lining. Where friable material is suspected or confirmed, licensed removal under Chapter 8 of the WHS Regulation 2025 (NSW) is required before panelling work proceeds.

Does cutting fibre-cement panels trigger the silica crystalline silica requirements?

Yes. Fibre-cement sheet typically contains 20–50% crystalline silica. Cutting, drilling or sanding generates respirable dust that must be controlled below the workplace exposure standard of 0.05 mg/mΒ³ using on-tool extraction to AS/NZS 60335.2.69, wet methods, and P2 respiratory protection fit-tested to AS/NZS 1715.

How often must this SWMS be reviewed?

Section 302 of the WHS Regulation 2025 (NSW) requires review whenever the work method or controls change, plant is substituted, an incident or near-miss occurs, a worker requests a review, or the PCBU identifies that a control is not effectively managing the risk. In practice this means the SWMS is a live document across the duration of the fit-out.
