Prefabricated wall panel installation involves the crane or telehandler lift, positioning and fixing of factory-built timber or light-gauge steel wall frames β often full-storey height and several metres long β onto slabs, bearers or lower floor structures. The work exposes carpenters, riggers and dogmen to falls from the leading edge, crush injuries from swinging or uncontrolled panels, structural collapse before permanent bracing is fitted, and struck-by incidents from powered mobile plant operating in tight residential lots.
Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines high risk construction work (HRCW) to include work with a risk of a fall of more than 2 metres, structural alterations requiring temporary support, and work involving movement of powered mobile plant β all of which apply here. Section 299 requires a SWMS to be prepared before this work commences, in consultation with workers, and kept available for inspection. Controls are applied via the hierarchy in section 36, prioritising elimination and engineering measures over administrative controls and PPE.

Control measures
Hierarchy-of-controls order: elimination β substitution β isolation β engineering β administrative β PPE.
- 1Eliminate leading-edge work where reasonably practicable by fully assembling and bracing panel groups at ground level before lifting, or by installing perimeter edge protection and floor decking before panels arrive on site.
- 2Substitute manual panel handling with mechanical lifting (crane, telehandler with fork or jib attachment) engineered for the panel weight and geometry; do not manhandle full-height panels into position.
- 3Engineer temporary bracing to a documented bracing plan prepared or reviewed by a competent person β minimum two braces per panel, fixed immediately on landing before slings are released, in accordance with AS 1684 (Residential timber-framed construction) and manufacturer's installation manual.
- 4Install compliant edge protection to slab perimeters and penetrations in accordance with AS/NZS 4994.1 Temporary edge protection, with mid-rails, toeboards and top rails, before panel erection commences.
- 5Use registered rigging/dogging personnel and engineered lifting points; inspect slings, shackles and chains before each shift in accordance with AS 2550.1 and AS 4991 Lifting devices; tag out defective gear.
- 6Establish exclusion zones under suspended loads with physical barriers and spotters; no personnel permitted under a load; use tag lines to control panel rotation.
- 7Maintain minimum approach distances to overhead powerlines per the SafeWork NSW Code of Practice β Work near overhead and underground electrical services; arrange isolation, tiger tails or relocation with the network operator where clearances cannot be maintained.
- 8Implement a traffic management plan separating pedestrians from powered mobile plant; use trained spotters, reversing alarms and defined exclusion zones per the Code of Practice β Managing the risks of plant in the workplace.
- 9Control silica dust from any cutting or grinding using on-tool water suppression or H-class dust extraction and wet methods, with P2/P3 RPE fit-tested per AS/NZS 1715 and AS/NZS 1716; comply with the workplace exposure standard of 0.05 mg/mΒ³ 8-hour TWA.
- 10Monitor weather conditions and cease panel erection when wind speed exceeds the bracing plan's designed limit; ensure all standing panels are fully braced before end-of-shift.
- 11Provide PPE: hard hat, safety eyewear (AS/NZS 1337), hi-vis (AS/NZS 4602.1), gloves, steel-cap boots (AS/NZS 2210.3) and hearing protection (AS/NZS 1270) as required; PPE is the last line of defence.
- 12All workers hold CPCCWHS1001 (White Card); crane and telehandler operators hold relevant HRW licences; SWMS is developed in consultation with workers per section 47 of the WHS Act, signed by all workers before commencing, and reviewed under section 302 whenever controls change, an incident occurs or the work method is altered.

High-Risk Construction Work triggered
Wall panel installation involves work at the perimeter of slabs and upper floors where workers are exposed to falls exceeding 2 m during panel landing, plumbing, bracing and top-plate fixing.
Erected panels rely on temporary bracing to remain stable until top plates, ceiling framing and permanent bracing are installed; premature removal of temporary support risks structural collapse.
Cranes, telehandlers and EWPs operate in the same zone as installers throughout panel unloading, lifting and positioning, creating struck-by and crush risks.
Under section 299 of the WHS Regulation 2025 (NSW), a SWMS must be prepared before HRCW commences, and under section 302 it must be reviewed and revised whenever controls are inadequate, an incident occurs, or the work changes. Failure to prepare, comply with or review a SWMS exposes the PCBU and officers to prosecution under sections 31 (Category 1 β reckless conduct) or 32 (Category 2 β failure to comply with a duty exposing a person to risk of death or serious injury) of the Work Health and Safety Act 2011 (NSW). Worked example
A framing subcontractor is engaged on a two-storey residential development in Kellyville, in Sydney's Hills district. Prefabricated timber wall panels β some up to 6 m long and 2.7 m high β are delivered by semi-trailer and lifted onto the upper-floor slab by a 25 t mobile crane. Before work commences, the site supervisor holds a toolbox talk, walks the crew through this SWMS, confirms perimeter edge protection is installed to the upper slab per AS/NZS 4994.1, and verifies the bracing plan with the builder. Two workers landing panels wear harnesses connected to engineered anchors as a secondary control. A registered dogman controls the lift with tag lines; an exclusion zone is enforced beneath the load. Each panel is braced with two temporary braces before slings are released. Mid-afternoon, forecast wind gusts exceeding 40 km/h prompt the supervisor to stop erection, complete bracing on all standing panels and stand the crew down β triggering a SWMS review under section 302 before recommencement the following morning.

Frequently asked questions
Is prefabricated wall panel installation always HRCW?
In almost all cases yes. If any part of the work exposes a worker to a fall of more than 2 m, requires temporary bracing to prevent collapse, or is carried out where powered mobile plant is moving, it meets one or more categories in section 291 of the WHS Regulation 2025 (NSW) and a SWMS is required under section 299 before work starts.
Do harnesses alone satisfy the fall control requirement?
No. The hierarchy in section 36 requires higher-order controls first. Edge protection to AS/NZS 4994.1 and full slab decking must be considered before fall-arrest harness systems. Harnesses are only acceptable where higher controls are not reasonably practicable, and require engineered anchors, rescue planning and worker training.
When must this SWMS be reviewed?
Section 302 requires review whenever controls are revised, an incident or near-miss occurs, the work method changes, a new hazard is identified, or a worker or HSR requests review. Reviews must be documented and workers re-consulted before revised work resumes.
Does the crane operator need to sign the framer's SWMS?
Any worker whose activity is covered by the SWMS β including the crane operator and dogman engaged in the lift β should be consulted on and sign the SWMS. Their own PCBU may also hold a separate SWMS for the crane operation; both documents should be aligned and available on site.
