Wall and ceiling lining covers the installation of plasterboard, fibre-cement sheeting, villaboard and decorative linings to internal walls, bulkheads and ceilings on residential and commercial construction sites. The work involves manual handling of large, heavy sheets, cutting with utility knives and power tools, screw and adhesive fixing, and sustained work from stilts, trestles, hop-ups and mobile scaffolds. Setting and jointing generates respirable dust from joint compounds and sanded plaster, while cutting cement-based linings can release respirable crystalline silica. Overhead ceiling fixing produces sustained awkward postures and fall exposure, and older substrates may contain asbestos-containing materials.
Under the Work Health and Safety Regulation 2025 (NSW), work carried out where a person could fall more than 2 metres is high risk construction work under section 291(a), and a Safe Work Method Statement must be prepared before the work commences under section 299. Controls follow the hierarchy in section 36 β eliminate the fall exposure through platform selection where reasonably practicable, otherwise engineer fall prevention, and support with administrative measures and PPE.

Control measures
Hierarchy-of-controls order: elimination β substitution β isolation β engineering β administrative β PPE.
- 1Eliminate work at height above 2 m where reasonably practicable by using pre-lined panels at ground level, ceiling lifters and factory-set modular systems; sequence sheeting before penetrations and services congestion.
- 2Substitute stilts with certified mobile scaffold or podium steps for ceiling fixing above 2 m; stilts must not be used where a fall from height into voids, stairwells or over edges is possible.
- 3Erect mobile scaffold to AS/NZS 1576.3 with fully planked platform, mid-rail, top-rail and toe-boards; scaffolds providing a fall of more than 4 m require a licensed scaffolder under section 291(g).
- 4Use a panel lifter (Gyprock lifter or equivalent) for all ceiling sheets to eliminate overhead manual carry; two-person lift minimum for wall sheets over 15 kg with mechanical aids for sheets over 25 kg where reasonably practicable.
- 5Control silica dust by using shadow-line scoring and snapping in preference to power cutting; where power cutting of fibre-cement is unavoidable, use tools fitted with on-tool extraction to an M-class or H-class vacuum meeting AS/NZS 60335.2.69, and manage in accordance with the Managing the risks of respirable crystalline silica from engineered stone in the workplace and Working with silica and silica containing products Codes of Practice.
- 6Presume asbestos in linings, backing boards and texture coatings in structures constructed or refurbished before 31 December 2003 until an asbestos register (section 422) and, where applicable, a licensed removal under section 458 confirm otherwise; refer to the How to manage and control asbestos in the workplace Code of Practice.
- 7Isolate and lock out circuits in the work area before drilling or cutting into walls; use a cable/stud detector on every penetration and comply with AS/NZS 3012 for construction wiring.
- 8Use dust-controlled sanding systems (pole sander with HEPA vacuum extraction) for jointing and cornice; wet-sponge finishing where practicable to eliminate airborne dust.
- 9Provide respiratory protection selected to AS/NZS 1715 and manufactured to AS/NZS 1716 β minimum P2 for jointing dust, P3 with full-face or PAPR for silica and asbestos-suspect work; safety eyewear to AS/NZS 1337.1; cut-resistant gloves; hearing protection to AS/NZS 1270 when using power tools in enclosed spaces.
- 10Implement task rotation, micro-breaks every 30 minutes for overhead work, and job rotation between fixers and setters to reduce cumulative postural load; provide cool water and rest areas during heat.
- 11Health monitoring under section 368 for workers with ongoing silica or asbestos exposure; induct all workers to the site emergency and rescue plan for falls from mobile scaffold.
- 12All workers must hold a General Construction Induction (White Card, CPCCWHS1001); the SWMS must be developed in consultation with workers under section 47, signed on before work commences, kept accessible on site, and reviewed under section 302 on any change, incident or near-miss.

High-Risk Construction Work triggered
Ceiling and upper-wall lining is routinely performed from stilts (300β1000 mm elevation added to worker height), trestles, hop-ups and mobile scaffold in rooms with ceiling heights of 2.4 m and above, and in stairwell voids, atriums and split-level dwellings where the fall distance from the working platform to the lower level readily exceeds 2 metres.
Under section 299 of the Work Health and Safety Regulation 2025 (NSW), a SWMS must be prepared before this high risk construction work commences, must be complied with, and must be reviewed under section 302 whenever controls are revised, an incident occurs, or a person with control requests review. Failure by a PCBU to comply with WHS duties may constitute a Category 2 offence under section 32 of the Work Health and Safety Act 2011 (NSW), or a Category 1 offence under section 31 where the duty holder was reckless as to the risk of death or serious injury. Worked example
A three-worker plastering crew is engaged to line the walls and raked ceilings of a two-storey residential renovation in Marrickville. The upper-level ceiling reaches 3.6 m at the ridge, and a stairwell void creates a potential fall of 4.2 m to the ground-floor slab. Before work begins, the site supervisor and the crew review this SWMS at a pre-start meeting, confirm the White Card status of each worker, and sign on under section 47. The crew eliminates stilt use over the stairwell void by hiring a mobile scaffold to AS/NZS 1576.3 with a fully planked platform and mid-rails, and uses a panel lifter for all ceiling sheets. Because the dwelling was built in 1978, a licensed asbestos assessor confirms the original wall linings have been previously removed and issues a clearance; new fibre-cement lining to the wet areas is scored and snapped rather than power-cut. When the crew identifies the need to core-drill for a rangehood flue mid-project, work stops and the SWMS is reviewed under section 302 to add on-tool extraction and P2 respiratory protection before resuming.

Frequently asked questions
Are stilts permitted for ceiling lining under NSW WHS law?
Stilts are not prohibited, but their use must be justified under the hierarchy of control in section 36. Where a fall from stilts could exceed 2 metres β for example over a stairwell, into an unprotected void, or from a raised floor β a higher-order control such as a mobile scaffold or podium is required. Stilts are only acceptable on level, obstruction-free floors where the working height above the floor combined with worker stature does not create a fall risk into penetrations or over edges.
Does jointing and sanding plasterboard require silica controls?
Standard gypsum plasterboard and joint compound are not classified as crystalline-silica-containing under most manufacturer safety data sheets, but many texture coatings, backing boards and fibre-cement products do contain crystalline silica. This SWMS requires the SDS to be reviewed for every product used, and applies dust extraction and P2 respiratory protection to all sanding as a general control against nuisance and respirable dust.
When must this SWMS be reviewed?
Under section 302 of the Work Health and Safety Regulation 2025 (NSW), the SWMS must be reviewed and, if necessary, revised whenever the control measures are not adequately controlling the risk, before a change to the work is made, if a notifiable incident occurs, or when requested by a health and safety representative. All revisions must be re-communicated to workers and re-signed on.
Do all workers on the crew need a White Card?
Yes. Every worker who carries out construction work in NSW must hold a General Construction Induction card (CPCCWHS1001), including apprentices, labourers and sole traders. The White Card number should be recorded on the SWMS sign-on register and sighted at induction.
