Structural wall sheathing involves fixing plywood, OSB or fibre-cement bracing panels to timber or light-gauge steel wall frames to provide racking resistance and a substrate for external cladding. The work is typically performed at height on erected wall frames, from scaffolds, mobile platforms or the elevated slab edge, and involves repetitive nailing with pneumatic tools, handling of large sheets in exposed and often windy conditions, and manual sawing or routing that generates crystalline silica dust when fibre-cement is cut.

Under section 291 of the Work Health and Safety Regulation 2025 (NSW), sheathing that exposes workers to a risk of falling more than 2 metres constitutes high risk construction work, triggering the mandatory SWMS obligation in section 299. The SWMS must identify hazards, document control measures selected against the hierarchy in section 36, describe how they will be implemented, monitored and reviewed, and be prepared in consultation with affected workers under section 47 of the WHS Act 2011 (NSW).

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate work at height where practicable by sheathing wall frames on the slab prior to stand-up, using a tilt-up sequence engineered by the frame supplier and lifted mechanically.
  2. 2Substitute fibre-cement sheathing with pre-cut, factory-sized sheets to eliminate on-site cutting and associated silica dust generation wherever the design permits.
  3. 3Install perimeter edge protection compliant with AS/NZS 4994.1 (guardrail 900–1100 mm, mid-rail, toeboard) to every leading edge before sheathing commences; where edge protection is not reasonably practicable, use a scaffold designed to AS/NZS 1576 or an EWP operated by a licensed high risk work operator.
  4. 4Provide a working platform not less than 450 mm wide at sheathing height; prohibit use of ladders as work platforms for sheet fixing.
  5. 5Control silica dust at source using on-tool H-class dust extraction to AS/NZS 60335.2.69 or wet-cutting; establish exclusion zones and prohibit dry uncontrolled cutting, in line with the SafeWork NSW Code of Practice for managing the risks of respirable crystalline silica from engineered stone and construction work.
  6. 6Fit pneumatic nailers with sequential (not contact/bump) triggers for elevated work; disconnect airline before clearing jams; inspect hoses, couplings and safety clips each shift.
  7. 7Suspend external sheathing when wind speed at the work face exceeds the manufacturer's stated limit for sheet handling (commonly 10 m/s) or when gusts make load control unsafe; monitor with an on-site anemometer.
  8. 8Mechanically lift sheets to the working level using a crane, telehandler or hoist rated for the load; establish an exclusion zone below and use tag lines β€” do not carry full sheets up ladders.
  9. 9Enforce PPE minimums: safety helmet with chinstrap for work at height (AS/NZS 1801), safety eyewear (AS/NZS 1337.1), P2 respirator for cutting operations (AS/NZS 1716, fit-tested per AS/NZS 1715), Class 5 hearing protection (AS/NZS 1270), cut-resistant gloves and safety footwear (AS/NZS 2210.3).
  10. 10Isolate or de-energise overhead and temporary electrical services in the sheet handling path; maintain minimum approach distances specified in the SafeWork NSW Code of Practice: Work near overhead power lines.
  11. 11Conduct daily pre-start inspections of scaffolds, EWPs, fall arrest anchors and edge protection; document handover between trades where scaffold has been altered.
  12. 12All workers to hold CPCCWHS1001 (White Card); SWMS to be developed in consultation with workers under section 47 of the WHS Act 2011 (NSW), signed by all persons doing the work, and reviewed under section 302 of the WHS Regulation 2025 (NSW) whenever controls are revised, an incident occurs or the work method changes.

Sheathing is fixed to external wall frames from scaffolds, EWPs or the slab edge of upper storeys, with workers routinely exposed to fall distances exceeding 2 m to the slab, ground or lower level below.

Legal consequence

Because the work is high risk construction work under section 291(a), section 299 of the WHS Regulation 2025 (NSW) requires a SWMS to be prepared before work starts, kept available for inspection, complied with, and reviewed under section 302 whenever controls change or an incident occurs. Failure to prepare, comply with or produce a SWMS is a direct offence. Where a breach exposes a worker to a risk of death or serious injury, prosecution may proceed as a Category 2 offence under section 32 of the WHS Act 2011 (NSW), or Category 1 under section 31 where recklessness is established, with penalties as set out in the current SafeWork NSW penalty schedule.

Worked example

A framing subcontractor is engaged to sheathe the external walls of a two-storey Class 1a dwelling in Kellyville, NSW. The upper-storey wall frames stand 2.7 m above the first-floor slab, creating a fall distance of approximately 5.4 m to the ground-floor slab below. Before sheathing commences, a modular scaffold designed to AS/NZS 1576 is erected around the perimeter with fully planked platforms at sheathing height and compliant guardrails. Fibre-cement bracing panels are cut on the ground using a saw fitted with H-class on-tool extraction, with a 3 m exclusion zone marked in cones. Sheets are lifted to the working platform by telehandler in bundles of ten, tag-lined by a spotter. The crew β€” all holding CPCCWHS1001 β€” signs on to the SWMS at pre-start, where the supervisor confirms wind speed is below 10 m/s and reviews the rescue plan. When a change in sheet product mid-project increases cut frequency, the SWMS is reviewed under section 302 and re-signed before work resumes.

Frequently asked questions

Is structural wall sheathing always high risk construction work in NSW?

It is HRCW under section 291(a) of the WHS Regulation 2025 (NSW) whenever a worker is exposed to a risk of falling more than 2 metres. Sheathing performed on single-storey frames from a slab-on-ground with no fall risk exceeding 2 m may fall outside that trigger, but a SWMS is still strongly recommended given the silica, manual handling and nail-gun hazards.

Do I need a SWMS if the wall frames are sheathed while lying flat on the slab before tilt-up?

Sheathing on the slab eliminates the fall hazard for the sheathing task itself, however the subsequent stand-up creates crushing and dropped-load risks that must be documented. A SWMS remains best practice, and any residual work at height finishing the top plate connections still triggers section 291(a) if fall distance exceeds 2 m.

How is silica dust from fibre-cement sheathing controlled?

The primary control is elimination through use of pre-cut factory sheets. Where on-site cutting is unavoidable, use wet-cutting or on-tool H-class extraction to AS/NZS 60335.2.69, maintain exclusion zones, and provide P2 respirators fit-tested to AS/NZS 1715. Dry uncontrolled cutting with an angle grinder or circular saw is prohibited.

When must the SWMS be reviewed?

Section 302 of the WHS Regulation 2025 (NSW) requires review whenever the control measures are revised, the work method changes, a notifiable incident occurs, a new hazard is identified, or a health and safety representative reasonably requests it. The review must be undertaken in consultation with the workers doing the work.
