Do HVAC technicians need a SWMS for every refrigerant handling job?
A SWMS is mandatory whenever the work meets a High Risk Construction Work trigger under WHS Regulation 2025 clause 291 — for example, working above two metres on a rooftop unit, near energised electrical, or in a confined plant room. Routine refrigerant top-ups outside those triggers still require a documented safe work procedure under Part 4.5 (hazardous chemicals) and ARCtick licensing conditions. Most contractors prepare a SWMS for all refrigerant work to satisfy principal contractor requirements and AS/NZS 5149.1 risk-assessment obligations.
Is nitrogen purging of refrigeration pipework classified as confined space work?
Nitrogen-purged pipework and adjacent enclosures can become oxygen-deficient atmospheres meeting the AS 2865 confined space definition. If a worker's head or upper body could enter a purged space, or if leaked nitrogen could accumulate in a plant room, confined space controls under WHS Regulation 2025 Part 4.3 apply — entry permits, atmospheric testing, standby personnel and rescue arrangements. Your SWMS must document purge isolation, ventilation, gas monitoring (≥19.5% O₂) and exclusion zones around vent points.
What licences do I need for refrigerant handling SWMS to be valid?
A SWMS does not replace licensing. Workers handling fluorocarbon refrigerants need an ARCtick Refrigerant Handling Licence under the Ozone Protection and Synthetic Greenhouse Gas Management Regulations, and the business needs a Refrigerant Trading Authorisation. Electrical termination work requires a state electrical licence, and brazing with oxy-fuel requires gas-safety competency. The SWMS should list these licences in the worker-competency section and reference AS/NZS 5149.2 servicing requirements.
Are cooling tower SWMS different from chiller SWMS under WHS rules?
Yes — cooling towers introduce biological hazards (Legionella) regulated under state public health legislation in addition to WHS duties, requiring AS/NZS 3666.2 maintenance controls, chemical dosing risk assessment and respiratory protection during cleaning. Chiller SWMS focus on refrigerant containment under AS/NZS 5149, electrical isolation, pressure-vessel work under AS/NZS 3788, and oil handling. Both involve work at height and confined-space risks but the chemical, biological and pressure profiles differ, so separate SWMS are recommended.
What's the difference between a SWMS and a JSA for mechanical services work?
A SWMS is a legally required document under WHS Regulation 2025 clause 299 for High Risk Construction Work — it must identify hazards, controls, responsible persons and how the SWMS will be reviewed. A Job Safety Analysis (JSA) or Job Hazard Analysis is a broader risk-assessment tool that can be used for non-HRCW tasks like a service call to a residential split system. For HRCW such as rooftop unit installation, a JSA alone does not satisfy regulator requirements — a compliant SWMS is mandatory.
