Flagpole installation involves excavating a footing, erecting a vertical mast (typically 6β12 metres of aluminium or fibreglass), plumbing and grouting the base, and rigging the halyard, finial and flag. The work sits at the intersection of civil, structural and rigging trades: crews handle long, top-heavy sections that must be lifted into place β commonly by crane, telehandler, EWP or tilt-frame β while workers guide the pole from height or from within the fall zone. Struck-by, crush, fall-from-height and overturning risks compound rapidly if the pole contacts overhead powerlines, if the base plate or footing is under-designed, or if the lift plan does not account for wind loading on the unerected mast.
Under the Work Health and Safety Regulation 2025 (NSW), flagpole installation is high risk construction work under section 291(a) (risk of a fall greater than 2 metres when working aloft on or from the pole, EWP or plant) and section 291(o) (movement of powered mobile plant β crane, telehandler or EWP used to erect the mast). Section 299 therefore requires a Safe Work Method Statement to be prepared before work commences, kept available for inspection, and complied with on site. Controls must follow the hierarchy in section 36, with elimination and engineering measures prioritised over administrative controls and PPE.

Control measures

- 1Eliminate the fall and lift hazard where feasible by using a hinged/tilt-base flagpole system that is assembled at ground level and winched into position, removing the need to work at height on the pole itself.
- 2Where overhead powerlines are within the fall zone or exclusion distance, relocate the flagpole to a compliant site; if unavoidable, engage the network operator to isolate/de-energise or install tiger-tails, and maintain approach distances in accordance with SafeWork NSW Code of Practice 'Work near overhead power lines'.
- 3Engineer the footing to a structural engineer's design (base plate, holding-down bolts or in-ground sleeve) with certified concrete strength, and use 'Dial Before You Dig' plus on-site potholing/service locating before excavation, complying with AS 5488 Classification of subsurface utility information.
- 4Plan the lift with a documented lift study: verified pole mass and centre of gravity, certified lifting lugs or slings to AS 4497, rated crane/telehandler with current inspection, exclusion zone barricaded, and a nominated dogger/rigger holding a HRW licence issued under Chapter 4 Part 4.5 of the WHS Regulation 2025 (NSW).
- 5Impose a wind speed cut-off (typically 10 m/s or manufacturer limit) measured with an on-site anemometer; suspend lifting operations above the threshold and secure the partially erected mast.
- 6Provide fall protection compliant with AS/NZS 1891 series for any work above 2 m β first preference EWP with harness and lanyard to the designated anchor, only using pole-mounted work positioning where an SWMS-specific risk assessment justifies it.
- 7Control respirable crystalline silica by using on-tool water suppression or H-class dust extraction when drilling/cutting masonry or concrete, air-monitoring where the workplace exposure standard (0.05 mg/mΒ³ 8-hour TWA) may be exceeded, and providing P2 RPE selected and fit-tested to AS/NZS 1715 and AS/NZS 1716.
- 8Assume asbestos-containing material may be present in pre-2004 structures or ground; where suspected, cease work and engage a licensed assessor/removalist in accordance with Chapter 8 of the WHS Regulation 2025 (NSW).
- 9Establish a physical exclusion zone around the drop radius (pole length + 2 m minimum) using barriers, spotters and public signage; schedule installations outside school/public operating hours where practicable.
- 10Manage manual handling with mechanical aids (pole trolleys, sling carts), two-person lifts for sections over 25 kg, and PPE including gloves, safety footwear (AS/NZS 2210.3), high-visibility clothing (AS/NZS 4602.1) and hard hats (AS/NZS 1801).
- 11Provide wet concrete PPE β chemical-resistant gloves, eye protection to AS/NZS 1337.1, and immediate wash-down facilities on site.
- 12Verify all workers hold a current General Construction Induction card (CPCCWHS1001 β White Card); consult the work group on the SWMS prior to commencement under section 47 of the WHS Act 2011 (NSW) and review the SWMS under section 302 of the WHS Regulation 2025 (NSW) whenever the plant, site conditions, wind assessment or work method changes.

High-Risk Construction Work triggered
Fitting the finial, halyard, truck and flag, and any inspection or work at the top of a 6β12 m mast β whether performed from an EWP basket, scaffold or pole-mounted work platform β places workers at a fall risk substantially greater than 2 metres.
Erection of the pole requires powered mobile plant (crane, telehandler or EWP) to lift the mast into the footing; workers guide the load, dog the lift and work adjacent to travelling and slewing plant throughout the operation.
Because the work is high risk construction work, section 299 of the WHS Regulation 2025 (NSW) requires a SWMS to be prepared before work starts, complied with, and kept available for inspection; section 302 requires review whenever a control is revised or an incident occurs. Failure to prepare, comply with or produce a SWMS is a regulatory offence prosecuted by SafeWork NSW. Where non-compliance exposes a worker to a risk of death or serious injury, the person conducting the business or undertaking and its officers may be prosecuted under sections 31 (Category 1 β reckless conduct), 32 (Category 2) or 33 (Category 3) of the WHS Act 2011 (NSW). Worked example
A fencing contractor is engaged by a public school in Penrith to install a 9-metre aluminium flagpole in the front forecourt for ANZAC Day. Site assessment identifies a 33 kV overhead feeder running parallel to the fence line, roughly 8 metres from the proposed footing. The SWMS is reviewed under section 302: the pole location is shifted 4 metres to remove the powerline from the fall zone, Endeavour Energy is engaged to confirm approach distances, and a hinged tilt-base system is substituted for the fixed-base design so final assembly of the halyard and finial occurs at ground level. Excavation is preceded by a Dial Before You Dig search and hand-potholing. A 5-tonne franna crane with a licensed dogger performs the erection lift within a barricaded 11-metre exclusion zone during school holidays. An on-site anemometer records wind at 6 m/s β below the 10 m/s cut-off. All four workers sign onto the SWMS after a toolbox talk, and the completed document is retained for the two-year period required for HRCW records.

Frequently asked questions
Is a SWMS legally required for every flagpole installation in NSW?
Yes, wherever the work meets the definition of high risk construction work under section 291 of the WHS Regulation 2025 (NSW). Flagpole erection almost always triggers section 291(a) (fall over 2 m) and section 291(o) (powered mobile plant), so a SWMS must be prepared before work commences under section 299 and kept available for inspection by SafeWork NSW.
Who needs to sign the SWMS?
Every worker involved in the installation β including the crane operator, dogger, EWP operator, concreter and fencing crew β must be consulted on the SWMS and sign on before starting work. This satisfies the consultation duty in section 47 of the WHS Act 2011 (NSW) and demonstrates the SWMS is being complied with as required by section 299.
Do I need a High Risk Work Licence to erect the flagpole?
The crane or non-slewing mobile crane operator, and the dogger directing the lift, must hold current High Risk Work Licences issued under Chapter 4 Part 4.5 of the WHS Regulation 2025 (NSW). EWP operators of boom-type EWPs with a boom length of 11 metres or more also require a WP licence. Copies of licences should be attached to the SWMS.
When must the SWMS be reviewed?
Section 302 of the WHS Regulation 2025 (NSW) requires the SWMS to be reviewed and, if necessary, revised whenever the control measures change, a notifiable incident occurs, a new hazard is identified (for example, powerlines discovered during set-up, or a wind change), or a worker raises a concern. The review must be documented and re-signed by affected workers.
