Outdoor signage and billboard erection covers the fabrication support, transport, lifting and structural installation of illuminated and non-illuminated signs, pylon signs, static and digital billboards, and building-mounted advertising panels. Work typically involves elevated work platforms (EWPs) or truck-mounted cranes, welding or bolted connections to steel substructures, electrical connection of luminaires and digital display cabinets, and working adjacent to trafficked roads, footpaths and building facades. The combination of working at height, dynamic suspended loads, live traffic exposure and 240V/415V electrical work makes this one of the higher-risk activities in the sign trade.
Under the Work Health and Safety Regulation 2025 (NSW), this work meets the definition of high risk construction work under section 291 β specifically fall risk greater than 2 metres (291(a)) and work involving powered mobile plant (291(o)) β which triggers the mandatory Safe Work Method Statement obligation under section 299. Controls must follow the hierarchy in section 36, be developed in consultation with workers under section 47, and be reviewed under section 302 whenever the work method, plant or site conditions change.

- 1Eliminate at-height risk where practicable by ground-assembling sign modules and lifting complete units into position rather than working piece-by-piece on the structure.
- 2Substitute powered mechanical lift (EWP, crane) for ladder-based access on all installations exceeding 2 m; ladders permitted only for short-duration access tasks per the SafeWork NSW Managing the Risk of Falls Code of Practice.
- 3Engineer an exclusion zone beneath and around the lift area using physical barriers, traffic control devices and dedicated spotters; establish crane pads and outrigger mats confirmed against manufacturer ground bearing pressures.
- 4Maintain approach distances from overhead powerlines in accordance with SafeWork NSW Work Near Overhead Power Lines Code of Practice; where within the no-go zone, arrange isolation with Ausgrid/Endeavour/Essential Energy prior to works.
- 5Design working platforms and edge protection to AS/NZS 1576 (scaffolding) and select EWPs to AS 2550.10 with high-visibility harness anchor points; harness and lanyard systems to AS/NZS 1891 with documented rescue plan.
- 6Select lifting equipment and rigging to AS 2550.1 and AS 1418.1; all rigging conducted by ticketed dogger/rigger with lift study and wind cut-off (typically 10 m/s or manufacturer limit, whichever is lower).
- 7Implement isolation and Test Before Touch on all sign electrical circuits; connection work performed only by a licensed electrician per AS/NZS 3000 with RCD protection on portable tools to AS/NZS 3012.
- 8Manage silica dust by wet-cut or on-tool extraction (H-class) meeting the 0.05 mg/mΒ³ workplace exposure standard; before any facade penetration on pre-2004 buildings, review the building's asbestos register per section 425 of the WHS Regulation 2025.

High-Risk Construction Work triggered
Billboard and pylon sign erection routinely involves worker positions on EWPs, sign structures and facades at heights well in excess of 2 m, with a clear risk of falling to ground, roadway or footpath level.

Because the work is HRCW, section 299 of the WHS Regulation 2025 (NSW) requires a compliant SWMS to be prepared before work commences, complied with during the work, and reviewed under section 302 on any change of method, plant or personnel. Failure to prepare, comply with or review a SWMS is an offence carrying penalties under the Regulation. Where non-compliance results in exposure to death or serious injury, prosecution may proceed under section 31 (Category 1) or section 32 (Category 2) of the Work Health and Safety Act 2011 (NSW); current penalty units are set out in the SafeWork NSW penalty schedule as amended.

Worked example
A sign contractor is engaged to replace a 6 m x 3 m illuminated fascia billboard on a two-storey retail building on Parramatta Road, Leichhardt. The work involves removing the existing panel with a 20-tonne truck-mounted crane, welding replacement steel outriggers to the parapet, mounting the new LED display and completing the 415V electrical tie-in. A SWMS is required because the installer works from an EWP at approximately 7.5 m (s291(a)) and the site involves crane and EWP movement adjacent to workers and pedestrians (s291(o)). Controls include a Traffic Guidance Scheme closing the kerbside lane, exclusion barriers on the footpath, wind monitoring with a 10 m/s cut-off, Ausgrid-confirmed clearance from the LV mains crossing the street, harness anchorage inside the EWP basket, and Test Before Touch by the licensed electrician on the sign feed at the switchboard. The SWMS is signed on by all workers pre-start and re-reviewed on day two when a boom lift substitution is required.

Frequently asked questions
Is a SWMS mandatory for every sign installation, or only tall billboards?
A SWMS is mandatory whenever the work meets a section 291 HRCW category. In practice, most commercial sign installations trigger 291(a) (fall risk over 2 m) as soon as an EWP or ladder is used above that height, and 291(o) whenever a crane, EWP or forklift is on site. Shopfront signage installed from a step platform under 2 m with no powered mobile plant may not trigger HRCW, but a documented risk assessment is still required under section 19 of the WHS Act.
Who is responsible for the SWMS when a sign company sub-hires a crane?
The sign contractor performing the HRCW must prepare the SWMS under section 299. The crane hire company will typically supply its own operational SWMS for the lift, and the two documents must be consulted on and reconciled under section 46 (duty to consult with other duty holders) before work begins.
Do we need an asbestos clearance before drilling into an older facade?
Yes. Under section 425 of the WHS Regulation 2025 (NSW), the person with management or control of the workplace must maintain an asbestos register for buildings constructed before 31 December 2003. Review the register before any penetration; if the material is unknown or suspected ACM, stop work and arrange sampling by a licensed assessor.
How often should this SWMS be reviewed?
Section 302 requires review whenever the control measures are revised, a new hazard is identified, an incident occurs, a worker raises a concern, or work method, plant, personnel or site conditions change. As a minimum, reissue and re-sign the SWMS at the start of each new site or project even where the task is similar.
