Internal signage installation covers the fabrication, transport and fixing of illuminated and non-illuminated signs, wayfinding panels, dimensional lettering, vinyl graphics and suspended ceiling-mounted signage within retail, commercial and institutional interiors. The work routinely requires elevated work platforms, step platforms or trestle systems working above 2 metres, drilling and fixing into substrates that may contain crystalline silica or bonded asbestos in pre-2004 buildings, energised 240V electrical connections for illuminated signage, and manual handling of awkward, oversized panels through occupied trading environments.

Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines high risk construction work, and installations involving a risk of a fall greater than 2 metres fall within that definition. Section 299 requires a Safe Work Method Statement be prepared before that work commences, kept available for inspection, and complied with. Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate work at height where practicable by pre-assembling signage at ground level, using floor-standing or low-mounted alternatives, or lowering suspension points via ceiling access
  2. 2Substitute solvent-based adhesives with low-VOC water-based products and substitute dry drilling with on-tool water suppression or H-class vacuum extraction to control silica dust in accordance with AS/NZS 60335.2.69
  3. 3Provide compliant elevating work platforms, mobile scaffolds erected to AS/NZS 1576.3, or podium steps with guardrails for all work above 2 m; prohibit use of ladders as a working platform where both hands are required for the task
  4. 4Isolate and lock out electrical circuits before connecting illuminated signage; testing, tagging and connection of 240V signage to be performed only by a licensed electrician in accordance with AS/NZS 3000 and AS/NZS 3012
  5. 5Conduct an asbestos register review for buildings constructed or refurbished before 2004; where suspect materials cannot be avoided, engage a licensed asbestos assessor and follow the SafeWork NSW Code of Practice: How to Manage and Control Asbestos in the Workplace
  6. 6Verify structural capacity of substrates and ceiling grids before fixing; use engineered anchors selected in accordance with manufacturer load data and AS 5216 for post-installed anchors in concrete
  7. 7Establish exclusion zones with hard barriers, spotters and signage in occupied trading areas; schedule high-risk installation outside trading hours where reasonably practicable
  8. 8Implement dropped-object controls: tool lanyards, tethered fixings, kick boards on platforms, and enclosed catch containment beneath overhead work
  9. 9Use mechanical lifting aids (panel lifters, vacuum cups, two-person lifts) for signage over 16 kg or awkward geometry; apply team-lift protocols consistent with the SafeWork NSW Code of Practice: Hazardous Manual Tasks
  10. 10Provide task-appropriate PPE: P2 respirators for dust tasks selected and fit-tested to AS/NZS 1715 and AS/NZS 1716, cut-resistant gloves to AS/NZS 2161.3, safety eyewear to AS/NZS 1337.1, and safety footwear to AS/NZS 2210.3

Internal signage is routinely fixed to walls, fascias, bulkheads and suspended from ceilings at heights well above 2 metres, requiring EWPs, mobile scaffolds or podiums where a fall from the working surface would exceed the 2 m threshold under section 291.

Legal consequence

Because the work meets section 291, section 299 of the WHS Regulation 2025 (NSW) requires a SWMS to be prepared before work starts, complied with during the work, and reviewed under section 302 if controls are revised or an incident occurs. Failure to prepare or comply with a SWMS is a strict-liability offence enforceable by SafeWork NSW. Where non-compliance exposes a worker to a risk of death or serious injury, prosecution may proceed as a Category 2 offence under section 32 of the WHS Act 2011 (NSW), or a Category 1 offence under section 31 where recklessness is established. Current maximum penalties are set out in the SafeWork NSW penalty schedule and are indexed periodically.

Worked example

A shopfitting contractor is engaged to install illuminated dimensional lettering and a suspended wayfinding sign in a two-level retail tenancy at Westfield Parramatta. The fascia signage sits 3.2 m above the polished concrete floor and the suspended sign is anchored to the concrete soffit at 4.1 m. Because the work involves a risk of falling more than 2 metres, section 291 is triggered and a SWMS is required under section 299 before work starts. The installer engages a licensed electrician for the 240V connection under AS/NZS 3000, uses a scissor lift certified to AS 2550.10, applies on-tool dust extraction when drilling the concrete soffit to control respirable crystalline silica, and coordinates with centre management to install after trading hours with hard barricades in place. The SWMS is signed by all workers, kept at the site office, and reviewed when the anchor specification is revised mid-installation.

Frequently asked questions

Is a SWMS required for internal signage installation if the sign is fixed below 2 metres?

A SWMS is only mandated when the work meets a section 291 high risk construction work category. If every task in the scope is genuinely below 2 metres and no other HRCW category applies, a SWMS is not legally required β€” however, a documented risk assessment is still expected under section 19 of the WHS Act. In practice, most commercial signage installations involve at least one element above 2 m, so a SWMS should be prepared.

Can a ladder be used to install signage above 2 metres?

A ladder may be used for brief access tasks where both hands remain free for the task and three points of contact are maintained. It must not be used as a working platform for fixing signage where drilling, holding panels or working two-handed is required. The SafeWork NSW Code of Practice: Managing the Risk of Falls requires selection of an EWP, mobile scaffold or podium in those cases.

Who is responsible for the SWMS when a signage subcontractor works under a principal contractor?

The signage subcontractor prepares and maintains the SWMS for their own work. The principal contractor must obtain a copy before work starts, ensure it is consistent with the site WHS management plan, and verify compliance during the work. Both parties hold concurrent duties under section 46 of the WHS Act.

How often should the signage SWMS be reviewed?

Under section 302 of the WHS Regulation 2025 (NSW), the SWMS must be reviewed and revised when control measures are revised, plant or the work environment changes, a notifiable incident occurs, or a health and safety representative reasonably requests it. It is also good practice to review the document at the start of each new site or tenancy.
