Tunnelling & Underground SWMS

Tunnelling is one of the highest-risk activities in Australian construction. The model WHS Regulation classifies tunnelling, shaft sinking, and underground work as High Risk Construction Work under multiple Reg 291 categories: confined space (Cat. 6), use of explosives (Cat. 7), ground instability risk (Cat. 14), and pressurised environments in compressed-air tunnelling. State infrastructure regulators (Transport for NSW, Major Road Projects Victoria, TMR Queensland, MRWA) all apply additional contract specifications on top of the base WHS Regulation. This category covers TBM (earth-pressure balance and slurry) drives, conventional drill-and-blast, New Austrian Tunnelling Method (NATM) and sprayed concrete lining (SCL), ground support installation (rock bolts, shotcrete, spiling), microtunnelling and pipe jacking, and shaft sinking. Each SWMS references the relevant state WHS Regulation, codes of practice, and AS/NZS standards (explosives, ventilation, ground support).
