What a Job Safety Analysis Is
A job safety analysis takes one task and breaks it into the sequence of steps a worker will actually perform. For each step, it asks three questions: what could go wrong here, how badly, and what will we do about it before the step starts. The output is a table — step, hazards, risk rating, controls, residual risk — that the crew reviews and signs before work begins.
The power of the method is its granularity. A risk assessment of "replace the pump motor" produces generalities. The same task broken into isolation, draining, unbolting, rigging, lifting, setting, reconnection and testing produces specific hazards at specific moments — and controls that name what happens, when, and who is responsible.
Across Australian industry the same tool travels under several names — JSA, JHA (job hazard analysis) and JSEA (job safety and environmental analysis, which adds an environmental column). The method is identical: steps, hazards, controls, sign-on.
What a JSA Is Not — the SWMS Boundary
A JSA is a general risk-management tool under the duty of care in your state's WHS or OHS Act. It is not, on its own, a legislated document — no regulator prescribes its format, and no law requires one by name.
That changes the moment the task is high-risk construction work. Regulation 291 of the model WHS Regulations (adopted in every state and territory except Victoria, which covers the same ground in regulations 322 to 327 of the OHS Regulations 2017) defines the classes of HRCW — work at height over 2 metres, excavation deeper than 1.5 metres, work on or near energised electrical services, confined spaces and the rest. For that work, a Safe Work Method Statement is mandatory before work starts, and a JSA does not discharge the duty. The honest position: JSA for task-level analysis, SWMS where the law requires it, and on many construction sites, both — the SWMS for the HRCW, JSAs for the everyday tasks around it.

How to Run a Job Safety Analysis, Step by Step
1. Pick the task and the crew. One JSA covers one task. The people who do the work belong in the room — the analysis is only as good as the experience feeding it.
2. Break the task into steps. Walk it in work order, from arrival to clean-up. Most tasks resolve into six to ten steps; fewer usually means steps are hiding, more usually means two tasks are being analysed at once.
3. Identify hazards at each step. Be concrete. "Saw kickback striking the thigh" leads to a control; "injury" leads nowhere. Look for the energy in the step — gravity, electricity, pressure, momentum, chemistry — and where a person meets it.
4. Rate the risk before controls. A simple High / Medium / Low scale is enough at task level. The rating's job is to force priority, not to fake precision.
5. Choose controls down the hierarchy. Eliminate or substitute first, isolate or engineer next, and only then rely on procedure and PPE. Tag each control with its level — it exposes an analysis leaning entirely on "be careful" and gloves.
6. Rate the residual risk. If a step still sits at High with controls applied, the method is telling you to change the method, not to proceed.
7. Brief and sign on. Every worker on the task reviews the analysis, raises what it missed, and signs. An unsigned JSA is a document; a signed one is a briefing that happened.
8. Stop and revise when conditions change. Weather, a new trade alongside, different plant, an unexpected service — any of them reopens the analysis before work resumes.
