Is commercial cleaning classified as high-risk construction work under WHS Regulation 2025?
General commercial cleaning is not HRCW, but specific cleaning tasks become HRCW under WHS Regulation 2025 clause 291 when they involve work at heights over 2 metres (window cleaning, high-level dusting), confined space entry (tank or duct cleaning), or hazardous chemicals at scheduled concentrations. A SWMS is mandatory for those tasks. Routine office and public-area cleaning still requires documented risk assessment under the Hazardous Manual Tasks Code of Practice, but a SWMS is best practice rather than legally compelled.
Do I need a separate SWMS for each cleaning chemical we use on site?
No — one chemical cleaning SWMS can cover a product family if hazard classes, exposure routes and controls are consistent. However, the SWMS must reference the current SDS for each product, list GHS hazard classifications, and specify ventilation, PPE to AS/NZS 1716, and spill response. The Managing Risks of Hazardous Chemicals Code of Practice requires the SDS register to be accessible on site, and any product change with a different hazard class needs the SWMS reviewed before use.
What's the difference between a SWMS and a JSA for cleaning work?
A JSA (Job Safety Analysis) is a hazard-identification tool that breaks a task into steps and lists controls — useful for any cleaning job. A SWMS (Safe Work Method Statement) is a legally specified document under WHS Regulation 2025 clauses 299–300, mandatory before high-risk construction work begins, and must include hazards, controls, responsible persons and how controls will be monitored. For cleaning at heights, confined spaces or with scheduled hazardous chemicals, a SWMS — not just a JSA — is required.
Does mould remediation require a specific SWMS or will a general cleaning SWMS cover it?
Mould remediation requires its own SWMS aligned to IICRC S520 because the hazards — bioaerosol exposure, respiratory sensitisation, cross-contamination — are not addressed by general cleaning controls. The SWMS must specify containment zoning, negative air pressure, HEPA filtration, P2/P3 respirators selected per AS/NZS 1715, disposal of contaminated materials, and clearance verification. WorkSafe inspectors increasingly request the IICRC S520 reference and competency records during audit of remediation contractors.
Are state-specific SWMS templates needed or does one document work nationally?
Australia operates harmonised WHS laws across all jurisdictions except Victoria and Western Australia, which have variations. A well-drafted SWMS citing the model WHS Regulation 2025 and Safe Work Australia Codes of Practice is accepted nationally, but Victorian OHS Regulations 2017 and WA WHS Regulations 2022 have differing notification, licensing and high-risk work definitions.
