Diving & Marine Operations SWMS

Commercial diving in Australian waters is governed by the AS/NZS 2299 series — the most comprehensive diving safety standard in the Southern Hemisphere — and AMSA Maritime Orders where vessel operations are involved. Diving is explicitly listed under WHS Regulation Reg 291 High Risk Construction Work (Cat. 6: work in or near confined spaces, which extends to hyperbaric environments). State regulators enforce the WHS Regulation for diving on construction and maintenance projects; AMSA holds concurrent jurisdiction over diving from commercial vessels. This category covers surface-supply and scuba diving for inspection, construction, and maintenance tasks; underwater welding and cutting; marine and wharf construction; dredging and seabed disturbance; and subsea pipeline and cable inspection. Each SWMS references AS/NZS 2299.1 (surface supply) or 2299.2 (scuba), the applicable AMSA Maritime Order, and state WHS Regulation provisions.
