Under WHS Regulation 2025 clause 291, a SWMS is mandatory where cleaning involves any of the 18 high-risk construction work (HRCW) categories — most commonly work at heights over 2m, exposure to silica dust, asbestos disturbance, energised electrical installations, or use of hazardous chemicals. A standard builders clean on a multi-storey site almost always triggers two or more HRCW categories, so a SWMS must be prepared, signed and held on site before work starts.

A SWMS is a legal document required under WHS Regulation 2025 specifically for high-risk construction work, and must identify hazards, assess risks, list controls and describe how controls will be implemented, monitored and reviewed. A JSA (Job Safety Analysis) is a broader risk-assessment tool with no specific regulatory format.
