Telecommunications & Tower SWMS
Telecommunications and tower work is federally regulated in Australia. Carrier accreditation and the Telecommunications Act 1997 set the primary compliance framework, supplemented by ARPANSA Radiation Protection Standard RPS S-1 for radiofrequency EME exposure and the Radiocommunications Act 1992 for spectrum management. Tower erection also intersects with state WHS Regulations — at-height work above 2 m triggers HRCW, and structural steel erection on towers falls within Reg 291 Cat. 8. This category covers tower construction and commissioning, antenna and dish installation, RF feeder and jumper cabling, microwave link commissioning, tower climbing and rescue, rooftop base-station work, small-cell and DAS installation, and decommissioning. Each SWMS is structured for the Telecommunications Industry Safety Scheme (TISS) and references the relevant carrier's site management requirements.
