Small cell and 5G streetscape pole installation is the mounting of compact mobile-network radio equipment and antennas on streetscape poles, light columns and similar structures. It is high risk construction work under the NSW WHS Regulation 2025 because it involves a risk of a person falling more than 2 m, work on or adjacent to a road or traffic corridor, work on or near energised electrical services, and the movement of powered mobile plant β an elevating work platform (s291) β so a SWMS is mandatory under s299. The distinctive added hazard is radiofrequency electromagnetic energy (RF EME). Working close to a live antenna can exceed the occupational exposure limit, and RF EME is invisible and gives no sensation at exposure levels that still cause harm, so antennas are powered down or their compliance zones managed before any close work, to the ARPANSA Standard RPS S-1. Around the RF hazard sit the ordinary but serious risks of this work: falls from the EWP or the pole, exposure to traffic in a live streetscape, contact with the energised supply to the pole and overhead lines, and the movement of the EWP itself among pedestrians and vehicles. The SWMS manages RF EME exposure first β power-down or zone control and verification β then height, traffic, electrical and plant, with the public a constant presence in the work area. Worked example

The first job is RF: the supervisor confirms with the carrier's network operations centre that the two existing antennas on the pole are powered down for the work window, and a personal RF monitor is clipped on as a check before anyone goes up. The EWP is set on level ground away from the kerb with outriggers down, a lane is closed under a traffic plan, and barriers keep early pedestrians clear of the basket's swing and the drop zone. The installer harnesses to the basket anchor and pre-assembles the radio unit at ground level so time at height is short. The pole's power supply is isolated and proven dead by a licensed electrical worker before the cell is wired in. When the install is done, the carrier is asked to re-energise only after everyone is clear of the compliance zone, and the RF monitor confirms exposure is back within limits before the crew packs up and reopens the lane.
