High risk construction work — installing small-cell equipment on a streetscape pole involves a risk of a person falling more than 2 m, work on or adjacent to a road or traffic corridor, work on or near energised electrical services, and the movement of powered mobile plant (an EWP) (s291); a SWMS is required (s299). The distinctive added hazard is radiofrequency electromagnetic energy: working close to a live antenna can exceed the occupational exposure limit, and RF EME is invisible, so antennas are powered down or their compliance zones managed before close work, to the ARPANSA Standard RPS S-1.
