Float and low-loader plant loading and transport is the work of loading heavy mobile plant β excavators, dozers, rollers β onto a float or low-loader trailer, restraining it, transporting it on public roads, and unloading it at the destination. The loading and unloading is high risk construction work under the NSW WHS Regulation 2025 because it is routinely carried out on or adjacent to a road or traffic corridor, involves the movement of powered mobile plant, and can involve a risk of a fall of more than 2 m from the trailer deck or the plant (s291), so a SWMS is mandatory under s299. The road transport itself is governed by the Heavy Vehicle National Law, under which every party in the Chain of Responsibility β consignor, packer, loader, operator and driver β owes a primary duty (s26C) to ensure the load is safely loaded, restrained and transported, with load restraint to Schedule 7 and the Load Restraint Guide 2018. The defining hazard is plant rollover on the loading ramps: a machine driven onto a float at the wrong angle, on greasy ramps, or with a high centre of gravity can tip and crush the operator. Inadequate restraint that lets plant shift in transit, falls from the deck during chaining, traffic exposure during roadside loading, and contact with overhead services on tall loads complete the picture. The SWMS controls the loading geometry, restraint, traffic and fall hazards, with SafeWork NSW the regulator for the WHS duties and the heavy-vehicle regulator for transport.

Worked example
At 6:15 am, a float driver from Ironline Haulage arrives to load a 22-tonne excavator for transport to a civil site. Rather than load on the road verge, the crew uses the depot's level hardstand bay, set back from traffic. The float is chocked and the prime mover's park brake set before the ramps go down. The plant operator walks the ramps first β they're clean and dry β then tracks the excavator on dead slow and straight, boom low and tucked to keep the centre of gravity down, with a spotter clear to one side guiding and all other ground workers excluded from the path. Once landed and centred, the crew chains the machine with rated dogs to the four lashing points, cross-chained front and rear to the Load Restraint Guide, and the driver checks each tension. A route check has already flagged a low rail bridge, so an alternate road is set. The loader signs the restraint and Chain-of-Responsibility check before the float pulls out, and the same controls run in reverse at the destination.
