High risk construction work — loading and unloading plant onto a float is routinely carried out on or adjacent to a road or traffic corridor, involves the movement of powered mobile plant, and can involve a risk of a fall of more than 2 m from the trailer deck or the plant (s291); a SWMS is required (s299). The road transport itself is governed by the Heavy Vehicle National Law, under which every Chain of Responsibility party owes a primary duty to ensure safe loading, restraint and transport.
