Fragile roof, skylight and penetration cover work is any work carried out on a roof whose surface β fragile cement sheeting, fibreglass or polycarbonate skylights, corroded metal decking, or temporary penetration covers β cannot reliably bear a person's weight. It is high risk construction work under the NSW WHS Regulation 2025 because work on a roof involves a risk of a person falling more than 2 m (s291), so a SWMS is mandatory under s299. What sets this work apart from ordinary roof work is that the fall hazard is not just at the edge: the roof surface itself is the trap. A worker can step onto a skylight that looks like roofing, or onto aged asbestos-cement sheet that has lost its strength, and fall straight through to the floor below. Fragile roofs are responsible for a large share of fatal falls in construction precisely because the danger is hidden across the whole roof plane, not concentrated at the perimeter. The defining controls therefore manage the entire roof area: identifying fragile elements before access, covering or guarding skylights and penetrations, providing load-bearing crawl boards or platforms so workers never bear weight on the fragile surface, and arresting any fall that does occur. Older roofs frequently contain asbestos cement, so asbestos is treated as a live hazard. Fall protection is to AS 1657 and AS/NZS 1891, and SafeWork NSW is the regulator.

Worked example
At 7:30 am a maintenance crew from Apex Roofing is sent to replace a leaking flashing on a 1980s factory roof. Before anyone steps up, the leading hand walks the roof plan from the survey: the sheeting is aged asbestos cement, there are six fibreglass skylights, and two old penetrations are covered with plywood. Treating the whole surface as fragile, the crew sets crawl boards that span purlin to purlin so no one ever bears weight on the sheet itself, and lays secured covers and guardrails over every skylight along the route to the flashing. A static line is rigged and each worker clips on with a short restraint lanyard before leaving the access platform. The flashing is near a cement-sheet join, so the work is treated as potential asbestos disturbance: the area is wetted, minimal cutting, and a P3 respirator worn, with the offcut bagged as asbestos waste. One worker notices a plywood penetration cover has warped; it's barricaded and no one crosses it. The job is done from the crawl boards, the roof is left as found, and the harnesses come off only back on the platform.

Frequently asked questions
Is work on a fragile roof high risk construction work?
Yes. Under the WHS Regulation 2025 (NSW), roof work involves a risk of a person falling more than 2 metres, which is section 291(a), so a SWMS is required under section 299 before work starts. Where aged cement sheeting is likely to be disturbed during access or work, section 291(d) applies as well for work involving the disturbance of asbestos. That second trigger catches crews who never intended to touch the sheeting, because simply crossing a brittle asbestos-cement roof can break it. SafeWork NSW is the regulator, and the document has to be prepared with the workers doing the job and available on site.
We already have edge protection β isn't that enough on a fragile roof?
No, and this is the distinction that defines the work. On an ordinary roof the danger is concentrated at the perimeter. On a fragile roof the surface itself is the trap, so a worker can be well inside a guardrailed edge and still fall straight through to the floor below. The controls therefore have to cover the whole roof plane: load-bearing crawl boards, walkways or staging that span the structural members so weight never rests on the sheet, secured covers or guardrails over every skylight and penetration, and catch decks or safety mesh beneath fragile areas where that is practicable.
How do we know which parts of the roof are fragile?
By surveying before anyone steps up, and recording the result on a roof plan that goes out with the crew. The survey marks aged or corroded metal decking, cement sheeting, and every skylight, because fibreglass and polycarbonate domes weather to the same dull grey as the roofing around them and become genuinely hard to pick out under dust. Aged cement sheet is treated as containing asbestos until testing proves otherwise, rather than assumed safe. If you cannot establish that a section will bear a person, it is fragile and the crawl boards go over it.
Can the job be done without anyone going onto the roof at all?
That is the first control the document reaches for, and for inspections, minor services work and some solar and antenna tasks it is genuinely achievable. Working from below, or from an elevating work platform positioned so the operator never sets foot on the surface, eliminates the fall-through hazard rather than managing it. Where access is unavoidable, the next option is a mobile platform or scaffold deck placed on the roof so foot traffic is on the deck and not the sheeting. Harness and anchor come after those options, not instead of them.
What about temporary covers over roof penetrations?
They are only a control if they are load-rated, secured against displacement and clearly marked. A loose sheet of plywood laid over a penetration is a hazard in its own right, listed in the register, because it looks like a solution and shifts under load. In the worked example a crew spots a warped plywood cover mid-task, barricades it and routes around it rather than testing it.
