High risk construction work — work on a roof involves a risk of a person falling more than 2 m (s291); a SWMS is required (s299). The defining hazard is the roof surface itself: fragile sheeting, skylights and aged or corroded roofing give no support and a worker can fall straight through, so the risk is managed across the whole roof area, not only at the edge.
