Rigging operations cover the slinging, lifting, guiding and landing of loads with cranes and lifting gear across construction and industrial work β structural steel erection, precast placement, plant installation and general lifting. It is high risk construction work under the NSW WHS Regulation 2025 because rigging routinely involves a risk of a person falling more than 2 m, the movement of powered mobile plant (cranes), work on or near energised electrical services, structural steel erection and the placement of precast or tilt-up concrete (s291), so a SWMS is mandatory under s299. Dogging (DG) and rigging (RB/RI/RA) high risk work licences, and the relevant crane high risk work licence, are required. The defining hazard is the dropped or swinging load: a sling rigged to the wrong configuration, a load with a mis-judged centre of gravity, an exceeded working load limit, or a snag can drop tonnes onto the crew below or swing into people and structures. Crane stability and ground conditions, contact with overhead powerlines, and falls during access to landing points complete the high-consequence picture. The SWMS controls the rigging configuration and lifting gear, the exclusion zone beneath suspended loads, crane set-up and powerline clearance, and the licensing and communication that keep the dogger, rigger and crane operator working as one. Worked example
At 6:30 am a rigging crew from Keystone Rigging is set to place precast wall panels with a mobile crane. The licensed rigger checks each panel's lifting inserts and the rated chains against the panel mass, and the crane operator confirms the set-up is level on packed mats and within the chart at the planned radius. A powerline survey flags an energised feeder near the slew arc, so a tiger-tail and a spotter are set and the approach distance marked. The dogger directs the lift on a dedicated radio channel, tag lines are clipped to control the panel's swing, and the landing crew stand clear of the exclusion zone until the panel is braced. As the first panel lifts, a gust starts it rotating; the dogger calls the stop, lets it settle on the tag lines, then continues. Riggers guiding the panel at the brace points are clipped to fall-arrest. The panel is landed onto its braces, the props secured before the chains come off, and only then does the crew approach. The sequence repeats, with the exclusion zone re-established for every lift.

Frequently asked questions
Is rigging high risk construction work, and what licences does the crew need?
Yes. Under section 291 of the NSW WHS Regulation 2025 rigging triggers falls above 2 metres at slinging and landing points, s291(a), movement of powered mobile plant where cranes operate, s291(o), work near energised electrical services, s291(k), and the placement of precast or tilt-up concrete, s291(m). Section 299 makes the SWMS mandatory. On licensing, the crew needs dogging (DG) and rigging (RB, RI or RA) high risk work licences at the class matching the work, plus the relevant crane licence for the operator, with competencies verified before the first lift.

By preventing it first and stopping it second. Tag lines are an engineering control clipped on before the lift to control orientation and prevent uncontrolled swing, and the rigging configuration and centre of gravity are checked against the working load limit before the load leaves the ground. If a gust starts the load rotating anyway, any crew member holds stop authority: the dogger calls the stop, the load is allowed to settle on the tag lines, and only then does the lift continue. Personnel stay outside the hard-barricaded exclusion zone throughout.
What lifting gear checks does this require before a lift?
Rated gear matched to the load and the slinging configuration, inspected and tagged before use, with the working load limit verified against the actual load rather than estimated. Slings, shackles and below-the-hook devices are specified against AS 4991, and crane use follows AS 2550.1 for set-up, load chart and exclusion zone duties. Gear used beyond its working load limit or without inspection is carried as a high-priority hazard leading to sling or shackle failure under load. The pre-lift inspection and documented sequence are recorded so the check is evidenced, not assumed.
How do the dogger, rigger and crane operator stay coordinated?
Through a single documented lift plan and a dedicated two-way radio channel used only by those three roles, briefed before the lift and not shared with general site traffic. The dogger directs the lift, the rigger controls the load at the slinging and landing points with fall protection where access is above 2 metres, and the operator works to the chart. Radio and hand-signal protocol, the barricaded exclusion zone and stop authority for any crew member are all administrative controls in the document, so a communication breakdown halts the lift rather than continuing on assumption.
