Solid plastering and rendering involves the manual application of cement-based, lime-based or acrylic-modified renders to internal and external substrates using hawks, trowels, darbies and mechanical spray pumps. The work is physically arduous, involves prolonged elevated postures on trestles, mobile scaffolds or single-plank staging, and routinely exposes workers to wet cementitious materials, silica-bearing sands and cements, mechanical mixing equipment and high-pressure spray plant. Serious harm arises from falls from height during external façade work, crystalline silica exposure when cutting or dry-mixing sand/cement, chemical burns and allergic contact dermatitis from wet cement (pH >12), musculoskeletal injury from sustained overhead trowelling, and hose whip or projectile injury from render spray equipment operating above 40 bar.
Under the Work Health and Safety Regulation 2025 (NSW), rendering to façades, parapets, balconies and stairwells where a person could fall more than 2 metres is high risk construction work under section 291(a). Section 299 requires a Safe Work Method Statement to be prepared before that work commences, kept available for inspection, and complied with on site. Controls are selected by applying the hierarchy of control in section 36, with elimination of the fall risk (ground-level pre-fabrication, edge protection, working platforms) prioritised over administrative measures and PPE.

Control measures
Hierarchy-of-controls order: elimination → substitution → isolation → engineering → administrative → PPE.
- 1Eliminate work at height where possible by pre-rendering panels at ground level, pre-fabricating decorative elements off-site, and sequencing solid plastering before removal of perimeter edge protection.
- 2Substitute dry powdered cement/sand with pre-blended, factory-bagged wet-mix or pumpable render products to reduce airborne RCS at mixing points; substitute chromate-reduced cement (Cr(VI) <2 ppm) to lower sensitisation risk.
- 3Provide compliant working platforms with guardrails, mid-rails and toeboards for all rendering above 2 m in accordance with AS/NZS 1576 (scaffolding) and AS/NZS 4576; single-plank staging on trestles is not permitted where the fall distance exceeds 2 m.
- 4Where edge protection cannot be installed, use a travel-restraint or fall-arrest system anchored to a certified anchor rated in accordance with AS/NZS 1891.4, with harnesses and lanyards to AS/NZS 1891.1; anchor and rescue plan documented before work.
- 5Control RCS at the source: use damp sand delivered wet, mix inside a ventilated bagging enclosure or outdoors upwind, use LEV on cut-off saws when trimming beads, and wet-sweep or vacuum with an H-class unit — never dry sweep. Air monitoring against the 0.05 mg/m³ WES where exposures are uncertain.
- 6Isolate live electrical circuits in the work area under a permit before dubbing out or fixing metal beads near switchboards, GPOs or ceiling fittings; verify de-energisation with a tested voltage indicator and apply lockout in accordance with AS/NZS 4836.
- 7Operate render spray pumps only after nozzle-blockage clearance procedures (depressurise, isolate, lock the trigger); use whip-checks on all hose couplings, inspect hoses each shift, and never point the lance at any person. Operators trained by the pump manufacturer.
- 8Manage manual handling by rostering task rotation between mixing, applying and finishing; provide mechanical mortar hoists and wheeled hawks; limit continuous overhead work to no more than 30 minutes without break; two-person lift for any load >20 kg.
- 9Mandatory PPE (last line of defence): P2 respirators (fit-tested to AS/NZS 1715/1716) during mixing and cutting; chemical-resistant nitrile gauntlets and long sleeves against wet cement; safety eyewear to AS/NZS 1337.1; Class 5 sun protection to AS/NZS 4399; safety footwear to AS/NZS 2210.3; Class 5 hearing protection to AS/NZS 1270 near mixers and pumps.
- 10Establish exclusion zones beneath elevated rendering with hard barricades and overhead protection where persons pass below; display SWMS at the work area and brief all workers before shift.
- 11Health monitoring for workers with ongoing RCS exposure in accordance with WHS Regulation 2025 (NSW) sections 368–378, including baseline and periodic low-dose HRCT chest imaging arranged through a registered medical practitioner.
- 12All workers hold CPCCWHS1001 (White Card); scaffolders, EWP operators and pump operators hold the relevant high risk work licence or VOC. SWMS developed in consultation with workers under section 47 of the WHS Act 2011 (NSW), signed prior to commencement, and reviewed under section 302 of the WHS Regulation 2025 (NSW) whenever controls are revised, an incident occurs, or the work method changes.

High-Risk Construction Work triggered
External solid plastering and rendering routinely occurs from trestles, scaffolds, EWPs and staging positioned above 2 m against façades, parapets, stairwells and to soffits, and internal rendering to double-height walls exceeds the 2 m threshold. Any credible risk of a fall from that height engages section 291(a) regardless of whether edge protection is present.
Because this work is high risk construction work under section 291, section 299 of the WHS Regulation 2025 (NSW) requires a SWMS be prepared before work starts, kept available for inspection, and complied with. Section 302 requires the SWMS to be reviewed and revised when controls are inadequate, the work method changes, or an incident occurs. Failure to prepare, comply with or review a SWMS is enforceable under the WHS Act 2011 (NSW), and conduct exposing a person to a risk of death or serious injury may constitute a Category 2 offence under section 32, or a Category 1 offence under section 31 where reckless conduct is proved. Worked example
A three-storey residential development in Marrickville requires external cement render to the front and rear façades. The plastering subcontractor uses a modular aluminium scaffold to AS/NZS 1576 with fully decked platforms, guardrails and toeboards at each lift, and a mechanical render pump fed from a ground-level bagging station enclosed on three sides with LEV extraction to control RCS at the mix point. Because workers will render from platforms 3.6 m, 6.2 m and 8.9 m above ground, the work is HRCW under section 291(a) of the WHS Regulation 2025 (NSW). Before work commences, the subcontractor prepares this SWMS, consults the two rendering crews under section 47 of the WHS Act 2011 (NSW), obtains sign-on from each worker (all holding CPCCWHS1001), and provides the signed SWMS to the principal contractor. When a hose whip incident occurs on day three, work stops, the SWMS is reviewed under section 302, whip-checks are added to every coupling, and the crew is re-briefed before recommencement.

Frequently asked questions
Is a SWMS required for internal rendering where there is no fall risk over 2 metres?
A SWMS is only mandatory under section 299 of the WHS Regulation 2025 (NSW) where the work is HRCW under section 291. Internal rendering below 2 m generally does not trigger section 291(a), however other categories may apply (for example, work near energised electrical services). The PCBU still has a primary duty under section 19 of the WHS Act to manage risks, and this SWMS is written to be used as the risk management document for both HRCW and non-HRCW plastering.
Does this SWMS cover crystalline silica requirements for cement rendering?
Yes. Wet cement, sand and pre-blended renders contain crystalline silica, and cutting, dry mixing and clean-up can generate respirable dust above the 0.05 mg/m³ workplace exposure standard. The SWMS incorporates source controls, wet methods, H-class vacuuming, P2 RPE with fit testing to AS/NZS 1715, and health monitoring obligations under sections 368–378 of the WHS Regulation 2025 (NSW). It does not, however, replace an engineered dust control plan required for high-energy processing of engineered stone.
Who must sign the SWMS?
Every worker who will carry out the plastering or rendering work must be consulted on, understand and sign the SWMS before commencing, in accordance with section 47 of the WHS Act 2011 (NSW). The person preparing the SWMS (usually the plastering PCBU) also signs, and the principal contractor is entitled to a copy under section 300 of the WHS Regulation 2025 (NSW).
When does the SWMS need to be reviewed?
Section 302 of the WHS Regulation 2025 (NSW) requires the SWMS to be reviewed and, if necessary, revised whenever the control measures are not adequately controlling the risk, a relevant change is proposed to the workplace or work method, a new hazard or risk is identified, or a notifiable incident occurs.
