Ornamental plaster installation covers the fabrication, handling and fixing of decorative fibrous plaster elements β€” cornices, ceiling roses, arches, corbels, domes and heritage mouldings β€” into residential, commercial and heritage buildings across NSW. The work combines wet trades, manual handling of long fragile sections, overhead fixing from platforms or trestles, adhesive and mechanical fastening, and often percussive tools used near existing substrates that may contain crystalline silica or bonded asbestos in pre-1990 buildings. Sections are frequently long, awkward and heavy, installed above head height with the installer's arms extended, which drives musculoskeletal injury, cuts from broken plaster, dust exposure and falls.

Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines high risk construction work (HRCW), and section 299 requires a Safe Work Method Statement to be prepared before HRCW commences. Ornamental plaster installation typically triggers HRCW where fixing occurs at a height where a person could fall more than two metres, and where work disturbs asbestos or generates respirable crystalline silica. Controls follow the hierarchy in section 36 β€” eliminate where practicable, then substitute, engineer, administer, and finally PPE.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate work at height where possible by pre-assembling large ornamental sections at ground level (mitred, jointed and pre-decorated) and lifting the completed module into position with mechanical aids.
  2. 2Substitute traditional plaster of Paris with pre-cast lightweight polyurethane or GRG (glass reinforced gypsum) profiles where the design brief permits, reducing weight, dust generation and manual handling load.
  3. 3Provide fit-for-purpose access β€” mobile scaffold compliant with AS/NZS 1576, or elevating work platforms compliant with AS 2550.10 β€” with edge protection and full working platforms in preference to A-frame ladders when working above 2 m.
  4. 4Before any work in pre-1990 buildings, review the asbestos register required under section 425 of the WHS Regulation 2025 (NSW); where an ACM is present or suspected, licensed removal must occur before plastering starts, in accordance with the Code of Practice: How to Manage and Control Asbestos in the Workplace.
  5. 5Use on-tool dust extraction (M-class or H-class) with HEPA filtration on all cutting, sanding and grinding tools; suppress dust with water where electrical hazards permit, in accordance with the Code of Practice: Managing the Risk of Respirable Crystalline Silica from Engineered Stone principles and AS/NZS 60335.2.69 for wet/dry extraction.
  6. 6Isolate electrical circuits in the ceiling space at the switchboard, apply lock-out/tag-out, and use a cable and stud detector before drilling; residual current devices (RCDs) tested to AS/NZS 3012 protect all portable tools on site.
  7. 7Establish exclusion zones beneath overhead fixing work using hard barriers and signage; sequence trades so no other workers are directly below active plaster fixing.
  8. 8Two-person lift for any ornamental section over 4 m or 16 kg, with proprietary cornice props or a T-brace supporting the section during adhesive cure; SDS-driven selection and handling of adhesives, bonding agents and jointing compounds under the Hazardous Chemicals framework (Chapter 7 of the WHS Regulation 2025).
  9. 9Administrative controls: task rotation to limit sustained overhead work to 20-minute blocks, daily pre-start briefings, health monitoring under section 435 where silica exposure is reasonably likely, and toolbox coverage of manual task risk.
  10. 10Housekeeping: HEPA vacuum debris at intervals rather than sweeping; contain and dispose of plaster waste in labelled bins; keep access paths clear of hoses, leads and off-cuts.
  11. 11PPE selected to AS/NZS 1715/1716 (P2 respirators minimum, half-face reusable for silica work), AS/NZS 1337.1 safety eyewear, AS/NZS 2210.3 safety footwear, AS/NZS 1270 Class 4 hearing protection during power tool use, and cut-resistant gloves for handling broken sections.
  12. 12All workers hold a current White Card (CPCCWHS1001); the SWMS is developed in consultation with workers under section 47 of the WHS Act 2011 (NSW), signed before work commences, and reviewed under section 302 of the WHS Regulation 2025 (NSW) whenever controls change, an incident occurs, or on request from an HSR.

Ornamental cornices, ceiling roses and dome elements are almost always fixed at ceiling height in dwellings (2.4–3.0 m) and much higher in commercial and heritage spaces, so installers routinely work from platforms where a fall of more than 2 m is foreseeable.

Fixing cornices and ceiling elements involves drilling and screwing into ceilings and wall heads where concealed 240 V wiring, downlight transformers and data cabling are routinely present.

Legal consequence

Section 299 of the WHS Regulation 2025 (NSW) requires a compliant SWMS to be prepared before HRCW starts, and section 302 requires review whenever controls change or an incident occurs. Failure to comply exposes the PCBU to enforcement under the WHS Act 2011 (NSW) β€” Category 2 offences under section 32 for failure to comply with a health and safety duty exposing a person to serious risk, and Category 1 offences under section 31 where the breach is reckless. Current maximum penalties are set out in the SafeWork NSW penalty schedule and are periodically indexed.

Worked example

A two-person plastering crew is engaged to install decorative fibrous cornices and two ceiling roses in a renovated federation terrace in Paddington. Ceiling height is 3.2 m and the original lath-and-plaster ceilings are being overlaid. The head contractor requires a SWMS before site access. The plasterer identifies HRCW under section 291 categories (fall more than 2 m) and 10 (work near energised services in the ceiling space), and the pre-1990 build triggers an asbestos register review under section 425 β€” confirming the original cornice cement was tested clear but backing paper on adjacent walls contains chrysotile, requiring a licensed removalist for that section. The crew hires a compliant mobile scaffold to AS/NZS 1576, isolates lighting circuits at the switchboard, uses M-class on-tool extraction when cutting mitres, and pre-assembles the 4.2 m runs at ground level. The SWMS is signed by both workers, the site supervisor countersigns, and it is posted at the site entry.

Frequently asked questions

Is ornamental plaster installation always high risk construction work?

Not automatically, but it very frequently is. If any part of the work involves a risk of falling more than 2 m β€” which applies to almost all ceiling and high-wall cornice work β€” it is HRCW under section 291 of the WHS Regulation 2025 (NSW) and a SWMS is mandatory under section 299. Working near energised electrical services in ceiling spaces is a separate HRCW trigger.

What if I discover suspected asbestos backing or substrate during the job?

Stop work immediately, isolate the area, and notify the PCBU and principal contractor. The asbestos register required under section 425 of the WHS Regulation 2025 (NSW) must be consulted, and any removal must comply with the SafeWork NSW asbestos Code of Practice. Only licensed removalists may remove more than 10 mΒ² of non-friable ACM.

Do I need health monitoring for silica exposure?

Where cutting, sanding or grinding of plaster, render or masonry substrates is reasonably likely to expose a worker to respirable crystalline silica above the workplace exposure standard, the PCBU must provide health monitoring under section 435 of the WHS Regulation 2025 (NSW). Effective on-tool extraction and P2 respiratory protection substantially reduce exposure.

How often must the SWMS be reviewed?

Section 302 of the WHS Regulation 2025 (NSW) requires review whenever the control measures are not adequately controlling the risk, a relevant change is proposed, a new hazard is identified, an incident occurs, or a health and safety representative requests it. A dated revision log should be maintained in the SWMS.
