Ornamental and wrought iron installation covers the fabrication, delivery and fixing of decorative steelwork β€” balustrades, balcony infill panels, pool fencing, security grilles, gates, staircases, handrails and architectural screens. The work combines hot work (arc welding, oxy-cutting, grinding) with mechanical fixing into masonry, concrete or existing steel substrates, frequently at height on balconies, stair voids and elevated walkways. Sections are heavy, sharp-edged and awkward to manoeuvre, and finished coatings (galvanising, powder coat, epoxy primers) generate hazardous fume when heated or cut. Falls of workers or dropped sections, hot metal ejecta, silica dust from masonry drilling, hexavalent chromium and zinc oxide fume, and crush injuries during panel handling are the dominant causes of serious harm on these jobs.

Under the Work Health and Safety Regulation 2025 (NSW), work with a risk of a fall of more than 2 metres is high risk construction work under section 291(a). Section 299 requires a Safe Work Method Statement to be prepared before the work commences, kept available for inspection, and complied with on site. This SWMS applies the hierarchy of controls β€” eliminating work at height where prefabrication allows, engineering edge protection and mechanical lifting, and using tested fall arrest and hot work controls where residual risk remains.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate at-height installation where feasible by prefabricating balustrade and gate assemblies at ground level and lifting the completed unit into position with mechanical means.
  2. 2Substitute percussion drilling of masonry with pre-cast or cored anchor pockets, or use chemical anchors installed with low-vibration rotary tools, to reduce silica generation.
  3. 3Install perimeter edge protection to AS/NZS 4994.1 on all balconies, stair voids and elevated walkways before commencing installation; where edge protection must be removed to fix the final balustrade section, deploy a travel-restraint or fall-arrest system anchored to a rated anchor to AS/NZS 5532.
  4. 4Use mobile scaffolds erected to AS/NZS 1576.3, or EWPs operated by HRW ticket holders (WP/YL), for access to external balustrades and fascia-mounted screens β€” do not work from ladders where both hands are needed.
  5. 5Provide mechanical lifting (Genie lifts, panel hoists, chain blocks on rated I-beam trolleys) for gates and panels over 25 kg per person; establish exclusion zones with hard barriers and spotters beneath any overhead lifting or work.
  6. 6Control hot work under AS 1674.1 (fire) and AS 1674.2 (welding): remove combustibles within 11 m, deploy fire blankets and welding screens, station a fire watch with an appropriate extinguisher, and maintain the watch for 60 minutes after hot work ceases.
  7. 7Control welding fume using local exhaust ventilation (on-torch or portable LEV) and half-face respirators with P2/A1 cartridges to AS/NZS 1716; strip galvanising, powder coat and primer back 50 mm from the weld zone by mechanical means with dust extraction before welding. Air-monitor for hexavalent chromium and zinc where fume is visibly generated in enclosed areas.
  8. 8Control silica when drilling masonry by using on-tool water suppression or M/H-class dust extraction to AS/NZS 60335.2.69, with P2 RPE for the operator; comply with the workplace exposure standard of 0.05 mg/mΒ³ (8-hour TWA) for respirable crystalline silica.
  9. 9Protect against electric shock: inspect and tag all leads to AS/NZS 3012, protect the circuit with a portable RCD (≀30 mA), use welding return leads directly to the workpiece (never through structural steel), and isolate before any lead repair.
  10. 10Provide PPE to the tasks: long-sleeve FR welding jacket and leathers, welding helmet with appropriate shade filter (AS/NZS 1338.1), safety glasses to AS/NZS 1337.1, cut-5 gloves for handling, steel-cap boots to AS/NZS 2210.3, Class 5 hearing protection to AS/NZS 1270, and respiratory protection selected and fit-tested to AS/NZS 1715.
  11. 11Establish public exclusion at street-frontage installations using A-frame barriers, hoarding and signage; where work is directly above a public thoroughfare, use catch platforms or overhead protection and schedule high-risk lifts outside peak pedestrian times.
  12. 12All workers to hold CPCCWHS1001 (White Card); operators of EWPs >11 m to hold the WP HRW licence. The SWMS must be developed in consultation with workers under section 47 of the WHS Act 2011 (NSW), signed on by every person doing the work, and reviewed under section 302 of the WHS Regulation 2025 whenever controls are revised, an incident occurs, or the work method changes.

Ornamental and wrought iron balustrades, balcony infill panels and stair handrails are installed at the very edges of balconies, mezzanines and stair voids that are, by definition, more than 2 metres above the lower level. The act of fixing the final section frequently requires temporary removal of existing edge protection, exposing the installer to an unarrested fall.

Legal consequence

Because this work is high risk construction work under section 291 of the WHS Regulation 2025 (NSW), section 299 requires a compliant SWMS to be prepared before work starts, kept available for inspection by an inspector, and complied with on site. Section 302 requires the SWMS to be reviewed and, if necessary, revised whenever the work method changes, controls are found inadequate, or a notifiable incident occurs. Failure to prepare, comply with or review the SWMS is an offence and, where a breach exposes a worker to a risk of death or serious injury, can be prosecuted as a Category 1 (reckless conduct) or Category 2 offence under sections 31 and 32 of the Work Health and Safety Act 2011 (NSW). Refer to the current SafeWork NSW penalty schedule for maximum penalties applicable to individuals, officers and body corporates.

Worked example

A two-person crew from a Wetherill Park fabricator is installing a wrought iron balustrade to the first-floor balcony of a townhouse development in Parramatta. The balcony sits 3.4 m above the paved courtyard, placing the work squarely inside s291(a) HRCW. The lead installer prefabricates the four balustrade sections in the workshop, powder-coats them, and delivers them to site strapped to a purpose-built A-frame. Existing scaffold edge protection is retained on three sides; on the open edge where the balustrade will land, both workers clip into a temporary horizontal lifeline anchored to two AS/NZS 5532-rated eyebolts fixed into the slab. Baseplates are chemical-anchored using a rotary tool with on-tool extraction, and a fire watch is set for the two tack welds required to align the top rail. A P2/A1 half-face respirator is worn during welding after 50 mm of powder coat is mechanically stripped from the weld zone. The SWMS is signed by both workers, the site supervisor and the builder's site manager before work commences, and is reviewed at smoko when the crew agrees to move to mechanical bolting of the second balcony after finding the powder-coat stripping slower than expected.

Frequently asked questions

Is installing a 900 mm-high balcony balustrade actually HRCW if I stand on the balcony floor?

Yes. The trigger under section 291(a) is the risk of a person falling more than 2 metres, not the worker's stance. Because the balcony edge itself is more than 2 m above the ground and the installer works within reach of that edge β€” particularly during fitting of the final section, when edge protection is often compromised β€” the work is HRCW and a SWMS is required under section 299.

Can I weld powder-coated or galvanised wrought iron without stripping the coating?

Not safely. Heating powder coat, epoxy primer or galvanising generates isocyanates, zinc oxide and β€” where chromate primers are present β€” hexavalent chromium, a Schedule 10 carcinogen. The SWMS requires mechanical removal of the coating from the weld zone (typically 50 mm each side) with dust extraction, plus local exhaust ventilation and P2/A1 respiratory protection selected under AS/NZS 1715.

Do my workers need a High Risk Work licence for this job?

A White Card (CPCCWHS1001) is required for all construction workers. A HRW licence is not required for the ornamental iron installation itself, but is required for any operator of a boom-type EWP with a boom length of 11 m or more (Class WP), or a scaffolder erecting scaffold from which a person or object could fall more than 4 m (Class SB/SI/SA).

How often does the SWMS need to be reviewed?

Section 302 of the WHS Regulation 2025 (NSW) requires review whenever control measures are revised, the work method changes, a new hazard is identified, a notifiable incident occurs, or a health and safety representative reasonably requests it. In practice, we recommend reviewing at each new site, at the start of each shift where conditions change (weather, adjacent trades, public access), and after any near miss.
