Plasterboard finishing and taping covers the wet-trade sequence that follows board fixing: setting joints, applying base and topping compounds, sanding to level 4 or 5 finish, and preparing surfaces for paint. The work looks benign but concentrates several serious exposures β€” respirable dust from joint-compound sanding, repetitive overhead loading of the shoulders and cervical spine, work from stilts or mobile platforms, and manual handling of 13 kg sheets and full compound buckets. Silica-bearing setting compounds and gypsum dust can drive chronic respiratory disease, and stilt use on unlevel or cluttered slabs is a recurrent cause of head-strike injuries on NSW residential sites.

Under the Work Health and Safety Regulation 2025 (NSW), section 291 lists the categories of high risk construction work, and section 299 requires a SWMS to be prepared before that work starts where any category applies (for taping, most commonly work at height greater than 2 m from stilts or platforms). Controls follow the hierarchy in section 36 β€” elimination, substitution, engineering (dust extraction, low-dust compounds), administration and PPE β€” supported by consultation under section 47 of the WHS Act 2011 (NSW).

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate work at height where practicable by finishing lower ceilings from the floor using extension poles and pole sanders before considering stilts or platforms.
  2. 2Substitute standard joint compound with pre-mixed, low-dust compounds and avoid silica-bearing setting compounds where a ready-mix product achieves the required finish.
  3. 3Before work in any structure built before 31 December 2003, review the asbestos register (WHS Regulation 2025 s422); if not available or lining is suspect, arrange sampling and do not sand until cleared.
  4. 4Use orbital and pole sanders fitted with on-tool HEPA (H-class) dust extraction compliant with AS/NZS 60335.2.69 for M/H-class vacuums; discharge outside occupied areas.
  5. 5Where extraction is not reasonably practicable, wet-sand or sponge-finish joints to suppress dust at source; isolate the work area with plastic sheeting and signage.
  6. 6Erect mobile scaffolds to AS/NZS 1576.3 with fully planked platforms and guardrails for work above 2 m; permit stilt use only on level, dry, uncluttered slabs with edge protection to AS/NZS 1892.
  7. 7Protect all portable electrical tools and lighting through RCDs to AS/NZS 3012, and inspect and tag leads before each shift.
  8. 8Apply team-lift and mechanical aids: use panel trolleys and lifters for sheet handling; decant compound into smaller pails; rotate taping and sanding tasks to limit sustained overhead loading.
  9. 9Issue P2 respirators to AS/NZS 1716, fit-tested to AS/NZS 1715; safety eyewear to AS/NZS 1337.1; nitrile gloves; and non-slip footwear. Upgrade to full-face P3 where dry-sanding setting compounds.
  10. 10Conduct atmospheric monitoring to AS 2985 where sanding setting compounds in enclosed spaces and compare against the WES for respirable dust and crystalline silica.
  11. 11Provide task lighting to AS/NZS 1680.1 (minimum 160 lux for finishing) and schedule sanding away from other trades to limit cross-exposure.
  12. 12All workers to hold CPCCWHS1001 (White Card); consult the SWMS with the crew under WHS Act 2011 (NSW) s47 before commencement, sign on, and review under WHS Regulation 2025 s302 whenever controls, personnel or conditions change.

Ceiling and upper-wall taping, coating and sanding is routinely performed from stilts, trestles or mobile scaffolds where the potential fall distance from the working surface exceeds 2 m, engaging WHS Regulation 2025 (NSW) s291.

Legal consequence

Where HRCW applies, WHS Regulation 2025 (NSW) s299 requires a SWMS to be prepared before the work starts, and s302 requires it to be reviewed and revised where controls are inadequate or conditions change. Failure to prepare, comply with or review a SWMS is enforceable by SafeWork NSW and, where a person is exposed to risk of death or serious injury, may be prosecuted as a Category 1 or Category 2 offence under sections 31 and 32 of the Work Health and Safety Act 2011 (NSW). Current maximum penalties are published in the SafeWork NSW penalty schedule and are indexed periodically.

Worked example

A three-person taping crew is engaged to finish a two-storey townhouse development in Marrickville. Ceilings are 2.7 m and stairwell voids exceed 4 m. The crew plans to work from adjustable trestles in bedrooms and from a mobile scaffold in the void. Before starting, the leading hand walks the SWMS with the crew, confirms White Card currency, checks that leads are tagged and RCD-protected at the temporary board, and verifies the mobile scaffold has been erected and handover-tagged to AS/NZS 1576.3. Because the builder specifies a Level 5 finish, the crew uses a pole sander with H-class extraction for base coats and switches to wet-sponging around cornices to limit dust. The asbestos register confirms the build is post-2015 β€” no ACM present. Mid-project the builder requests additional bulkhead detailing above the stair, triggering a section 302 SWMS review; the crew adds an edge-protected platform and re-signs before proceeding.

Frequently asked questions

Is plasterboard taping always high risk construction work?

Not always. It becomes HRCW under WHS Regulation 2025 (NSW) s291 when there is a risk of falling more than 2 m β€” typically stilt work in high-ceiling rooms, trestle or scaffold work in stairwells, and voids. For low-ceiling work performed entirely from the floor using pole tools, HRCW may not be triggered, but a documented risk assessment is still expected.

Do I need to treat joint-compound sanding as a silica task?

Ready-mixed lightweight compounds are generally low in crystalline silica, but setting-type ('hot mud') compounds, cornice cement and some fillers can contain silica. Check the SDS for each product used and, where silica is present, apply on-tool H-class extraction, wet methods where feasible, P2 or P3 respirators fit-tested to AS/NZS 1715, and consider air monitoring to AS 2985.

What do I do if I suspect asbestos in existing linings I'm about to re-tape?

Stop work. Under WHS Regulation 2025 (NSW) Chapter 8 the person with management or control of the workplace must maintain an asbestos register for structures built before 31 December 2003. Review the register, or arrange sampling by a competent person, before disturbing any suspect lining, backing board or textured ceiling. Do not sand or cut until the material is confirmed non-ACM or licensed removal has occurred.

How often must this SWMS be reviewed?

WHS Regulation 2025 (NSW) s302 requires review whenever controls are found to be inadequate, an incident occurs, the work method changes, new plant or substances are introduced, or a health and safety representative requests it. In practice, review at the start of each new project, on personnel change, and after any near-miss involving a fall, dust event or manual-handling injury.
