Plasterboard and drywall installation involves lifting, positioning and fixing gypsum sheets to wall and ceiling framing, then setting joints with compounds. The work routinely places installers on trestles, mobile scaffolds or platform ladders above 2 metres for ceiling fixing, exposes workers to repetitive overhead loading of sheets weighing 25–40 kg, generates respirable dust from sanding jointing compound and cutting sheets, and requires powered fastening tools operating near live electrical services concealed within stud walls. Fall from height, musculoskeletal injury, hand-arm vibration, laceration and dust inhalation are the dominant residual risks.

Under the Work Health and Safety Regulation 2025 (NSW), ceiling fixing and any wall work performed from a platform above 2 metres constitutes high risk construction work under section 291(a). Section 299 therefore requires a Safe Work Method Statement to be prepared before the work commences, kept available for inspection, and complied with. Controls follow the hierarchy in section 36 β€” eliminating the fall exposure through mobile scaffold or elevating work platforms before relying on administrative measures or PPE.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate work at height where practicable by pre-fabricating wall panels at ground level and using panel-lifting jacks (Gyprock lifters) rather than manual overhead placement.
  2. 2Substitute dry sanding with wet sanding sponges or pole sanders fitted with HEPA-filtered on-tool extraction complying with AS/NZS 60335.2.69 to control respirable dust at source.
  3. 3Provide mobile scaffold erected and inspected in accordance with AS/NZS 1576.1 and AS/NZS 1576.3 for all ceiling fixing above 2 m; prohibit use of drywall stilts where a compliant platform can be provided.
  4. 4Where trestles or stepladders are used below 2 m, comply with AS/NZS 1892.5 and maintain three points of contact; ladders are never a primary work platform for overhead fixing.
  5. 5Isolate and lock out electrical circuits in the work zone under AS/NZS 4836; verify de-energisation with a tested voltage indicator before penetrating linings, and use a stud/wire scanner for concealed services.
  6. 6Use residual current devices (max 30 mA) on all portable electrical equipment on site in accordance with AS/NZS 3012, with leads inspected, tested and tagged.
  7. 7Manage asbestos risk under Chapter 8 of the WHS Regulation 2025 (NSW): review the asbestos register before refurbishment, and engage a licensed asbestos removalist for any friable or bonded ACM disturbance.
  8. 8Control manual handling by two-person lifts for sheets over 16 kg, mechanical panel lifters for ceiling installation, and job rotation to limit sustained overhead work.
  9. 9Provide respiratory protection to AS/NZS 1716 (minimum P2) with fit testing to AS/NZS 1715 for dust-generating tasks; hearing protection to AS/NZS 1270; safety eyewear to AS/NZS 1337.1; and cut-resistant gloves to AS/NZS 2161.3.
  10. 10Implement housekeeping controls: continuous removal of offcuts and screws, taped-down leads, and prohibition on sanded material accumulating on scaffold decks.
  11. 11Establish exclusion zones beneath overhead fixing work and communicate via toolbox talk before each shift; SWMS to be reviewed under section 302 whenever the work method, workgroup or environment changes, or after any incident.
  12. 12All workers to hold a current General Construction Induction Card (CPCCWHS1001 White Card); SWMS developed in consultation with affected workers under section 47 of the WHS Act 2011 (NSW), signed on, and kept accessible on site until the work is complete.

Ceiling plasterboard fixing, cornice installation and upper-wall sheeting are routinely performed from mobile scaffold, trestles or stilts at working heights exceeding 2 metres, creating a foreseeable fall risk under section 291(a).

Legal consequence

Section 299 of the WHS Regulation 2025 (NSW) requires a SWMS to be prepared before HRCW commences, complied with, and kept available for inspection; section 302 requires review on change or incident. Failure to prepare, comply with or produce a SWMS is a direct offence under the Regulation. Where the failure exposes a worker to a risk of death or serious injury, prosecution may proceed as a Category 2 offence under section 32 of the WHS Act 2011 (NSW), or a Category 1 offence under section 31 where reckless conduct is established. Worked example

A two-person plastering crew is contracted to install and set 240 mΒ² of 13 mm plasterboard to walls and ceilings in a new two-storey residence at Kellyville in Sydney's north-west. The ceiling height is 2.7 m, placing all ceiling fixing above the 2 m threshold and triggering section 291(a). The PCBU prepares this SWMS in consultation with both workers, nominates a mobile aluminium scaffold to AS/NZS 1576.3 as the primary ceiling platform, prohibits stilts on the timber-framed ground floor, and specifies a panel lifter for all ceiling sheets. Dust control uses pole sanders with HEPA extraction; RPE is P2 half-face with prior fit testing to AS/NZS 1715. The SWMS is signed by both workers, provided to the principal contractor before mobilisation, and kept in the site container. When the electrician re-routes a circuit through a partition mid-project, the SWMS is reviewed under section 302 before penetration recommences.

Frequently asked questions

Does a SWMS need to be prepared if ceiling height is exactly 2 metres?

Section 291(a) applies where there is a risk of a person falling more than 2 metres. Ceiling fixing is performed from a platform, so the working height of the worker's feet β€” not the ceiling β€” determines exposure. In almost all standard ceiling installations the fall distance exceeds 2 m and a SWMS is required under section 299.

Can drywall stilts be used instead of a mobile scaffold?

Stilts are a permitted platform in some circumstances but they do not eliminate the fall risk and are not compatible with edge protection. A mobile scaffold or elevating work platform is the higher-order control under the hierarchy in section 36. Where stilts are used, the SWMS must justify the selection, confirm the substrate is level and clear, and prohibit their use on stairs, near penetrations or below 2 m of headroom.

How is silica exposure managed during plasterboard sanding?

Jointing compound contains variable amounts of silica; fibre-cement linings and some backing boards contain higher concentrations. The SWMS mandates wet sanding or on-tool HEPA extraction, P2 respiratory protection fit-tested to AS/NZS 1715, and prohibits dry power sanding without extraction. Air monitoring is required where exposure to respirable crystalline silica may exceed the workplace exposure standard.

When must this SWMS be reviewed?

Section 302 of the WHS Regulation 2025 (NSW) requires review whenever the control measures are revised, the work method or workgroup changes, a notifiable incident occurs, or a health and safety representative reasonably requests it. Review is documented in the SWMS review log and re-communicated to affected workers before work resumes.
