Cornice installation involves measuring, cutting, adhering and finishing decorative plasterboard cornices at the junction of walls and ceilings in residential and commercial fit-outs. Work is performed overhead from step platforms, trestles or mobile scaffolds, using cornice cement, snap-off blade knives, mitre saws or hand saws, and requires sustained neck extension, awkward reaching and precise cutting of long, brittle plaster lengths. Hazards include falls from height, laceration from blade slip, dust exposure from cutting and sanding gypsum products, manual handling of long unwieldy sections, and β€” in older buildings β€” the potential for asbestos-containing materials in adjacent ceiling substrates or original cornice cement.

Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines high risk construction work, and section 299 requires a Safe Work Method Statement to be prepared before that work commences. Where cornice installation is performed at a height where a person could fall more than two metres β€” typical in stairwells, voids and commercial ceilings β€” a SWMS is mandatory. Controls are applied following the hierarchy of control in section 36 of the Regulation.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate work at height where practicable by pre-cutting and pre-mitring cornice lengths at ground level on a dedicated bench before elevated fixing.
  2. 2Substitute dry mechanical cutting with score-and-snap methods, or use shadow-line profiles that avoid overhead sanding, to reduce airborne dust generation.
  3. 3Prior to commencement, review the asbestos register for the workplace (required under section 425 of the WHS Regulation 2025) and, for pre-1990 structures, engage a licensed assessor before disturbing existing ceiling junctions.
  4. 4Provide edge-protected mobile scaffolds or certified fibreglass platform ladders compliant with AS/NZS 1892 series for all cornice work above 2 m; step platforms with guardrails are to be used in preference to leaning ladders.
  5. 5Isolate and lock out electrical circuits at the switchboard before fixing cornice near light fittings, ceiling roses or smoke alarms; verify de-energisation with a tested voltage indicator in accordance with AS/NZS 3012.
  6. 6Fit mitre saws and cornice cutters with local exhaust ventilation or on-tool dust extraction with H-class HEPA filtration compliant with AS/NZS 60335.2.69; wet-wipe residual dust rather than dry sweeping.
  7. 7Enforce a 'blade away from body' cutting rule, replace snap-off blades before dulling, and retract blades fully when not in use; issue cut-resistant gloves compliant with AS/NZS 2161.3 for trimming tasks.
  8. 8Apply two-person lifts for cornice lengths over 3 m or where the length exceeds worker reach; stage material within 5 m of the fixing location to reduce carry distance.
  9. 9Implement a task rotation schedule limiting continuous overhead work to 30-minute intervals with micro-breaks to manage cumulative neck and shoulder loading.
  10. 10Issue and enforce PPE compliant with AS/NZS 1337.1 (safety eyewear), AS/NZS 1716 (P2 respirators for cutting and sanding), AS/NZS 1270 (Class 4 hearing protection near saws) and nitrile gloves for wet cement handling.
  11. 11Establish exclusion zones beneath overhead cornice work using bunting and signage; barricade the drop zone to prevent other trades entering while lengths are being fixed.
  12. 12All workers must hold a current White Card (CPCCWHS1001); the SWMS must be developed in consultation with workers under section 47 of the WHS Act 2011 (NSW), signed before work commences, and reviewed under section 302 of the WHS Regulation 2025 if controls fail, an incident occurs, or work methods change.

Cornice is fixed at the wall-to-ceiling junction, routinely placing workers on platforms above 2 m β€” particularly in stairwell voids, double-height living areas, commercial foyers and raked ceilings. Any single moment where a fall of more than 2 m is possible engages section 291(1)(b) of the WHS Regulation 2025.

Legal consequence

Where high risk construction work is undertaken, section 299 of the WHS Regulation 2025 (NSW) requires a SWMS to be prepared before work commences, and section 302 requires the SWMS to be reviewed and revised if a control measure is revised, if an incident occurs, or at the request of an HSR. Failure to prepare, comply with or produce a SWMS is a prosecutable offence. Broader breaches exposing workers to serious risk may be prosecuted as Category 1 offences (reckless conduct) under section 31 of the WHS Act 2011 (NSW) or Category 2 offences under section 32. Worked example

A two-person plastering crew is engaged to install 90 mm cove cornice throughout a newly framed three-bedroom townhouse in Marrickville, Sydney. The stairwell void reaches 4.8 m from the lower landing to the upper ceiling junction, placing that section of work clearly within section 291(1)(b) of the WHS Regulation 2025. Before commencing, the site supervisor and both plasterers review this SWMS, confirm the White Card status of each worker, and consult on the fall prevention approach. The head contractor supplies an aluminium mobile scaffold with edge protection for the stairwell; step platforms are used in the bedrooms where ceiling height is 2.55 m. Cornice is pre-mitred at a dust-extracted mitre saw set up in the garage, and P2 respirators are worn during any on-site trimming and sanding. Electrical circuits to the stairwell pendant and upstairs lighting are isolated at the board before fixing cornice around the ceiling rose. Following a near-miss where a 3.6 m length fell during single-person handling, the SWMS is reviewed under section 302 and revised to mandate two-person handling for all lengths over 3 m.

Frequently asked questions

Is a SWMS legally required for cornice installation in a single-storey home with 2.4 m ceilings?

A SWMS is mandatory under section 299 of the WHS Regulation 2025 (NSW) only where the work meets the definition of high risk construction work under section 291. Fixing cornice at 2.4 m generally does not involve a fall of more than 2 m and, on its own, may not trigger a mandatory SWMS. However, a SWMS is strongly recommended as a documented risk assessment, and most principal contractors require one as a condition of site access regardless of ceiling height.

Do I need a separate asbestos SWMS if I encounter suspected ACM behind existing cornice?

Yes. If suspected asbestos-containing material is identified, work must stop immediately. Disturbance of ACM is a separate high risk construction work category under section 291 of the WHS Regulation 2025 and requires its own SWMS, and licensed removal is required for friable asbestos and for more than 10 mΒ² of non-friable ACM. This cornice SWMS covers identification and stop-work triggers only, not licensed removal.

How often must this SWMS be reviewed?

Section 302 of the WHS Regulation 2025 (NSW) requires the SWMS to be reviewed and, if necessary, revised whenever a control measure is revised, if an incident occurs, if a health and safety representative requests review, or if the work method changes. In practice, we recommend a documented review at the start of each new project and following any near-miss or notifiable incident.

Does every plasterer on site need to sign the SWMS?

Yes. Section 300 of the WHS Regulation 2025 (NSW) requires that the SWMS be prepared in consultation with workers who will carry out the work, and that the work be performed in accordance with it. Each worker β€” including apprentices and labour-hire staff β€” must review, understand and sign the SWMS before commencing cornice installation, and the signed register must be available for inspection by a SafeWork NSW inspector.
