Detailed excavation near services is excavation carried out close to live underground utilities — gas mains, electrical cables, water, and fuel or chemical lines. It is high risk construction work under the WHS Regulation because it is carried out in a trench deeper than 1.5 m, on or near pressurised gas mains and chemical or fuel lines, on or near energised electrical services, and with the movement of powered mobile plant (s291), so a SWMS is mandatory (s299). The central hazard is the trench itself — collapse once depth exceeds 1.5 m buries workers in seconds — but the defining feature of this work is the proximity of live services. An excavator bucket or hand tool striking a pressurised gas main causes fire and explosion; striking an energised cable electrocutes the operator and crew; striking a fuel or chemical line releases hazardous product. Because the services are buried and not always where the plans say, the controls turn on knowing exactly where each service is before any machine digs near it. The SWMS sequences services location, hand and vacuum excavation in proximity zones, trench support, and plant separation. Worked example
At 7:00 am a civil crew from Gridline Civil is set to dig a service trench across a footpath beside a busy road. Before the excavator starts, the supervisor reviews the dial-before-you-dig plans and a ground-penetrating survey, then the crew potholes by vacuum excavation to physically expose a gas main and an electrical cable shown crossing the trench line. Both are marked, and a proximity zone is set within which only hand and vacuum digging is allowed — the machine stays out. The trench is battered as it passes 1.5 m, and a spotter keeps the excavator clear of workers and the exposed assets. When the bucket nears the marked gas main, work switches to hand digging until the pipe is fully exposed and protected. A barrier and traffic plan keep the public and passing vehicles clear of the open trench. The atmosphere is tested before anyone enters to lay the new service, and the trench is reinstated rather than left open at the end of the shift.

Frequently asked questions
Is detailed excavation near live services high risk construction work?
Yes, and it usually satisfies five separate paragraphs of WHS Regulation s291 at once. Service trenches routinely exceed 1.5 metres, which is s291(g). Digging on or near pressurised gas distribution mains is s291(i), near fuel, chemical or refrigerant lines is s291(j), and near energised underground electrical services is s291(k). How close can the machine dig before we have to switch to hand or vacuum excavation?

Collapse once depth exceeds 1.5 metres is listed as the central hazard, and the controls require battered or shored faces designed for the actual soil class, not a default profile. Undermining an exposed service is what turns a wall failure into a second incident during rescue. Service asset duties themselves are left to the applicable state legislation and the relevant network operators, so obtain their requirements before you rely on this SWMS alone.
