Bulk earthworks is large-scale cut-and-fill: stripping, excavating, hauling, placing and compacting earth across a site. It is high risk construction work under the WHS Regulation because cut faces and excavations exceed 1.5 m and the work is dominated by the movement of powered mobile plant — excavators, dozers, scrapers, dump trucks and rollers operating together (s291), so a SWMS is mandatory (s299). The dominant hazard is plant-pedestrian interaction: a bulk-earthworks site concentrates the largest fleet of powered mobile plant on any project, and a ground worker struck by a reversing dump truck or a slewing excavator counterweight is the characteristic fatality. Running with it are plant rollover on batter traverses and haul roads, contact with overhead powerlines by tipping bodies, cut-face and bench instability collapsing onto plant or workers, and the health and environmental hazards of respirable crystalline silica from silica-bearing rock, dust to workers and neighbours, and noise. The SWMS controls plant-pedestrian separation, exclusion zones, haul-road design, batter stability, silica and dust suppression. It supports the earthworks specification to AS 3798 and does not replace the geotechnical design. It is supplied in eight jurisdiction editions, each citing its own Act, Regulation and regulator.

Control measures

Hierarchy-of-controls order: elimination → substitution → isolation → engineering → administrative → PPE.

  1. 1Elimination — Design haul routes and work areas so plant and people are physically separated and reversing is minimised (one-way loops, drive-through loading)
  2. 2Substitution — Substitute remote/GPS machine control and camera/proximity systems for reliance on line-of-sight where practicable

Worked example

At 6:30 am a bulk-earthworks crew from Terra Civil starts a cut-to-fill operation with excavators loading a fleet of dump trucks. The supervisor's first concern is keeping people and machines apart: the haul road is a one-way loop, pedestrian walkways are delineated and fenced off from it, and no ground worker enters the 30 m haul-unit exclusion zone without positive comms. Loading is drive-through so trucks rarely reverse. A surveyor who needs to set out near an active excavator uses the call-acknowledge-isolate-approach protocol, and the operator stops and locks out the slew before the surveyor approaches. The cut face is benched to the geotechnical design and re-checked after overnight rain. A tipping truck near the boundary is kept clear of the overhead line by goalposts and a spotter. Because the rock is silica-bearing, water carts run continuously and the exposed crew are in P2 respirators and on health monitoring. Everyone on the ground is in day/night high-visibility. The shift closes with the faces stable and the plant parked in the designated laydown.

Frequently asked questions

Is bulk earthworks high risk construction work if we are not digging a trench?

Yes. Movement of powered mobile plant in the work area is a high risk construction work trigger in its own right under WHS Regulation s291(o), and bulk earthworks concentrates the largest plant fleet on any project — excavators, dozers, scrapers, dump trucks and rollers working together. Separately, cut faces and excavations on a cut-to-fill job routinely exceed 1.5 metres, which engages s291(g). Either one makes a SWMS mandatory under s299 before the work starts, so the absence of a formal trench does not take the job out of scope. Most earthworks sites meet both triggers on day one.

What exclusion zones does this set between plant and people on the ground?

The controls work off separation first and zones second. Haul routes and work areas are designed so plant and people are physically apart, with one-way loops and drive-through loading so trucks rarely reverse, and delineated pedestrian walkways kept off the haul road. Where people must be near plant, the document uses typical exclusion zones of 30 metres for haul units and 15 metres for excavators and dozers unless positive communication is established. Approach runs on a call, acknowledge, isolate, approach protocol: in the worked example the operator stops and locks out the slew before a surveyor steps inside the radius.

Does this cover respirable crystalline silica when we are cutting rock?

Yes. Working silica-bearing rock is listed as a high priority hazard because respirable crystalline silica exposure can exceed the workplace exposure standard of 0.05 mg/m3 and cause silicosis. The controls run water carts and dust suppression continuously on haul roads and working faces, specify P2 respiratory protection where dust or silica exposure is credible, and require exposure and health monitoring where silica-bearing rock is actually being worked. Dust drift to neighbouring sensitive receivers is treated as a separate line item, since it is both a worker exposure issue and a community and environmental one.

What operator competencies and plans need to sit behind this SWMS?

Three things the document expects you to hold and reference. First, documented competency per plant type, typically the relevant RIIMPO units for each machine an operator runs, rather than a blanket sign-off. Second, a site traffic management plan covering haul road design, windrows, grades and passing bays, and any interface with public roads where AS 1742.3 applies. Third, batter and bench design by a competent person with re-inspection after rain. A fatigue management plan for operators and spotter or dogger controls for blind-side movements complete the set. The SWMS coordinates these; it is not a substitute for them.
