Joinery and cabinetry installation covers the on-site fixing of shopfronts, counters, wall panelling, reception joinery, kitchen and retail cabinetry, and integrated millwork. Work typically involves scribing and cutting MDF, HMR, laminated board and stone or engineered stone benchtops; handling long, heavy carcasses through active tenancies; using powder-actuated and cordless fixing tools; step platforms and mobile scaffolds for overhead cabinetry; and coordinating with electrical, plumbing and stone trades in confined shop tenancies. The dust generated from MDF, laminates and engineered stone is respirable and carcinogenic, and the physical loads, sharp edges and manual handling routinely cause musculoskeletal and laceration injuries.

Under the Work Health and Safety Regulation 2025 (NSW), section 291 lists the categories of high risk construction work, and section 299 requires a SWMS to be prepared before that work commences. Where installation involves work at height above two metres (overhead cabinetry, bulkheads, high shelving) or use of powered mobile plant in the tenancy, a SWMS is mandatory. Controls follow the hierarchy: eliminate silica-generating cuts on site, substitute low-formaldehyde board, engineer with on-tool dust extraction and mechanical lifting aids, and apply administrative controls and PPE.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate on-site cutting of engineered stone by ordering benchtops cut, polished and pre-drilled to shop drawings; where any modification is unavoidable, comply with the prohibition and licensing framework for engineered stone work under the WHS Regulation 2025 (NSW) and control silica to below the workplace exposure standard.
  2. 2Substitute standard MDF with low-formaldehyde (E0/E1) board and pre-machined flat-pack carcasses to reduce on-site cutting and dust generation.
  3. 3Use on-tool H-class dust extraction (compliant with AS/NZS 60335.2.69) on all track saws, routers, trimmers and sanders; wet-cutting for any stone modification; and shadow-vac at the cutting station.
  4. 4Provide mechanical lifting aids β€” panel lifters, benchtop trolleys, vacuum lifters and two-person carries for items over 25 kg β€” and pre-plan travel paths through the tenancy before delivery.
  5. 5Prevent falls above 2 m by using compliant mobile scaffold to AS/NZS 1576 or elevating work platforms in preference to ladders; ladders used only for access or short-duration light work per the Managing the Risk of Falls at Workplaces Code of Practice.
  6. 6Test-and-tag all electrical leads and tools to AS/NZS 3760, power all site tools through a portable RCD, and complete a live-services check (including behind existing wall linings) before any penetration is made.
  7. 7Restrict powder-actuated tool operation to licensed operators under AS/NZS 1873, establish an exclusion zone, confirm substrate suitability, and use the lowest effective charge; misfires quarantined and disposed of per the manufacturer's instructions.
  8. 8Handle adhesives, contact cements and two-pack products per current SDS; provide mechanical ventilation in enclosed tenancies; use nitrile gloves and organic-vapour respirators (AS/NZS 1716) selected in accordance with AS/NZS 1715.
  9. 9Brace and temporarily fix tall carcasses and pantry units to studs or adjacent cabinetry immediately on positioning; never leave freestanding units unrestrained overnight.
  10. 10Segregate the work zone in active retail centres with hoarding, signage and clean access paths; coordinate deliveries and hot work with centre management and other trades through daily pre-start briefings.
  11. 11Provide hearing protection to AS/NZS 1270, safety eyewear to AS/NZS 1337.1, cut-resistant gloves, and P2 respirators fit-tested in accordance with AS/NZS 1715 for dust-generating tasks.
  12. 12All workers hold a current White Card (CPCCWHS1001); the SWMS is developed in consultation with workers under section 47 of the WHS Act 2011 (NSW), signed before work starts, and reviewed under section 302 of the WHS Regulation 2025 (NSW) whenever controls change, an incident occurs, or the scope alters.

Legal consequence

Section 299 of the WHS Regulation 2025 (NSW) requires a SWMS to be prepared before high risk construction work commences and section 302 requires it to be reviewed and revised where controls are inadequate. A PCBU that fails to comply exposes itself to prosecution under sections 31 and 32 of the WHS Act 2011 (NSW) (Category 1 and 2 offences) with penalties set under the current SafeWork NSW penalty schedule.

Worked example

A shopfitting contractor is installing a new specialty retail tenancy at Westfield Bondi Junction over a 48-hour centre-shutdown window. Scope includes a full perimeter shopfront, overhead illuminated bulkhead at 2.7 m, wall-mounted display joinery, a stone-look reception counter (delivered pre-cut) and a rear-of-house kitchenette. The site supervisor identifies fall-from-height (bulkhead and overhead cabinetry) as the s291 trigger and prepares this SWMS before mobilising. Two Class 3A mobile scaffolds replace ladders for the bulkhead run; a track saw with H-class extraction is used for any on-site trim cuts; the pre-cut stone counter eliminates silica cutting on site; and a two-person vacuum-lifter is used to position the counter. The SWMS is signed by all four installers at pre-start, reviewed after day one when the electrical rough-in exposed a live circuit behind the shopfront return (section 302 trigger), and countersigned by the centre's fitout coordinator.

Frequently asked questions

Is a SWMS required if the cabinetry is only being installed at low level (base units, vanities)?

If no work is performed above 2 m and no other s291 category applies (e.g. powered mobile plant, energised electrical, confined space), the work is not high risk construction work and section 299 is not triggered. A safe work procedure or risk assessment is still required under the general duty in section 19 of the WHS Act 2011 (NSW). Most commercial fitouts, however, involve overhead work and remain HRCW.

Does this SWMS cover engineered stone benchtop installation?

It covers positioning, fixing and sealing of pre-fabricated stone benchtops that arrive cut and polished. It does not authorise on-site cutting, grinding or dry processing of engineered stone, which is subject to the engineered stone prohibition and licensing framework under the WHS Regulation 2025 (NSW). Any modification must be off-site by a licensed processor or eliminated by re-templating.

Who has to sign the SWMS?

Every worker performing the high risk construction work must be consulted in its development (section 47 WHS Act 2011) and sign the worker acknowledgement before starting. The principal contractor must be given a copy before work commences on a construction project, per section 300 of the WHS Regulation 2025 (NSW).

How often does the SWMS need to be reviewed?

Section 302 of the WHS Regulation 2025 (NSW) requires review whenever a control measure is revised, an incident or near miss occurs, the work method or site conditions change, or a health and safety representative requests it. In practice, we recommend a documented review at each new tenancy mobilisation and at any scope variation.
