Shop joinery installation covers the on-site fitting of purpose-built cabinetry, shopfronts, counters, wall panelling, display fixtures and bulkheads in retail, hospitality and commercial fit-outs. The work combines heavy manual handling of pre-assembled units, working from step platforms and mobile scaffolds to install ceiling-height joinery and bulkheads, powered fastening and trimming, adhesive and solvent application, and interfacing with live electrical and plumbing rough-ins. Crews frequently work in occupied or partially-occupied premises with restricted egress, shared with other trades on compressed programmes.
Where any element of the installation involves a risk of a person falling more than 2 metres, the activity is high risk construction work under section 291 of the Work Health and Safety Regulation 2025 (NSW), and a Safe Work Method Statement must be prepared before work commences under section 299. Controls follow the hierarchy in section 36 β elimination of working-at-height risk through pre-assembly at bench height where practicable, then engineered access, administrative sequencing and PPE as the residual layer.

Control measures
Hierarchy-of-controls order: elimination β substitution β isolation β engineering β administrative β PPE.
- 1Eliminate at-height cutting and assembly by specifying full pre-fabrication and pre-finishing of joinery modules in the shop; deliver ready-to-fix components so on-site work is limited to positioning and fastening.
- 2Substitute engineered stone benchtops with permitted alternatives (natural stone, compact laminate, solid surface, timber) β engineered stone is prohibited under the Work Health and Safety Regulation 2025 (NSW); confirm all benchtop products comply prior to delivery.
- 3Erect a compliant mobile scaffold to AS/NZS 1576.3 or a proprietary work platform with guardrails for all installation above 2 m; step platforms and A-frame ladders are used only for light, short-duration tasks in accordance with the SafeWork NSW Code of Practice β Managing the risk of falls at workplaces.
- 4Isolate and prove dead all circuits in the work zone before penetrating walls; obtain as-built drawings, use a stud/cable detector, and apply lockout-tagout in accordance with AS/NZS 4836 before fixing to occupied walls.
- 5Review the asbestos register (mandatory for buildings constructed before 31 December 2003 under section 425) before any penetration; if ACM is suspected or confirmed, stop work and engage a licensed asbestos removalist under Part 8.10 of the Regulation.
- 6Control wood and silica-adjacent dust with on-tool H-class extraction (AS/NZS 60335.2.69), wet-cutting of stone/porcelain, and enclosed cutting stations positioned outside occupied areas; monitor to the workplace exposure standards published by Safe Work Australia.
- 7Mechanically handle joinery modules using panel trolleys, stair-climbers, suction lifters for glass and mirror, and two-person lifts for units above 25 kg; brace tall units immediately on positioning and fix to structure before releasing.
- 8Guard all powered hand tools to AS/NZS 62841; disconnect from power before blade or bit changes; use push sticks and clamps rather than freehand cuts; inspect and tag electrical leads and tools quarterly to AS/NZS 3760.
- 9Apply solvents, contact adhesives and two-pack finishes only with mechanical ventilation, appropriate organic-vapour respiratory protection (AS/NZS 1716) and chemical-resistant gloves; hold current SDS on site and store per AS 1940.
- 10Mandatory PPE: safety footwear (AS/NZS 2210.3), impact eye protection (AS/NZS 1337.1), Class 5 hearing protection (AS/NZS 1270) around powered tools, P2 respirators (AS/NZS 1716) for dust-generating tasks, and cut-resistant gloves for handling glass and sheet materials.
- 11Sequence installation to segregate the work zone from public and other trades using hoardings and physical barriers; conduct daily prestart briefings and enforce housekeeping at breaks and end of shift.
- 12All workers hold CPCCWHS1001 (White Card); the SWMS is developed in consultation with workers and HSRs under section 47 of the WHS Act, signed by all workers before commencement, reviewed under section 302 whenever controls change, an incident occurs, or the work method is altered, and kept available for the duration of the high risk construction work.

High-Risk Construction Work triggered
Installation of overhead cabinetry, bulkheads, high shelving, shopfront fascias and ceiling-mounted joinery routinely requires workers to operate from step platforms, mobile scaffolds or elevating work platforms at heights exceeding 2 metres above the finished floor.
Section 299 of the Work Health and Safety Regulation 2025 (NSW) requires a SWMS to be prepared before the high risk construction work commences and section 302 requires review whenever the work method changes, an incident occurs or a health and safety representative requests it. Failure to comply exposes the PCBU and officers to Category 1 and Category 2 offences under sections 31 and 32 of the Work Health and Safety Act 2011 (NSW); current maximum penalties are published in the SafeWork NSW penalty schedule and are indexed periodically.

Worked example
A shopfitting subcontractor is engaged to install a new cafe fit-out in a ground-floor tenancy at Parramatta Square. The scope includes a 3.6 m high bar-back joinery unit, overhead bulkhead soffits at 2.7 m, a natural granite counter (engineered stone excluded at specification stage), and full-height wall panelling. The installer prepares this SWMS identifying the s291(a) fall trigger for the bulkhead and bar-back work, mobilises a proprietary aluminium mobile scaffold to AS/NZS 1576.3 rather than relying on step platforms, and arranges the granite top to be template-cut and polished off-site. Prior to fixing, the electrical contractor isolates and tags the wall circuits and issues written confirmation. Workers sign on to the SWMS at the site shed, and the document is reviewed and re-signed when the programme is compressed and a second crew is added.

Frequently asked questions
Do I need this SWMS if my joinery installation is all below 2 metres?
If no other s291 high risk construction work category is triggered, a SWMS is not legally mandated under section 299. However, section 19 of the WHS Act still requires you to identify hazards and implement controls, and most principal contractors contractually require a documented safe work procedure. This SWMS remains a defensible record either way.
Does the engineered stone prohibition affect our benchtop installations?
Yes. The manufacture, supply, processing and installation of engineered stone benchtops, panels and slabs is prohibited under the Work Health and Safety Regulation 2025 (NSW). This SWMS assumes natural stone, compact laminate, solid surface or timber alternatives. If a client insists on engineered stone, the work cannot proceed and you should escalate in writing.
How often must the SWMS be reviewed on a long fit-out?
Section 302 of the Regulation requires review whenever the control measures are revised, the work method changes, an incident or near miss occurs, or a health and safety representative requests it. On multi-tenancy fit-outs we recommend a documented review at each new tenancy handover as a minimum.
Can apprentices sign the SWMS and undertake the installation work?
Apprentice carpenters and joiners may perform the work under supervision provided they hold CPCCWHS1001 (White Card), have been inducted to the SWMS, and are supervised at a ratio appropriate to their year of training. They sign the worker consultation register the same as any other worker on the task.
