Finish and trim carpentry covers the installation of architraves, skirtings, cornices, door and window linings, decorative mouldings, built-in joinery, staircases, handrails and balustrades in residential and commercial fit-outs. The work involves repetitive use of nail guns, mitre saws, routers, track saws, biscuit joiners and cordless drills, often while working from step platforms or trestles inside partially completed structures. Nail-gun discharge injuries, cut and amputation injuries from powered saws, hazardous manual tasks from handling long stock, and inhalation of MDF, timber and engineered-wood dust are the dominant risks. Work is frequently performed alongside other trades, compounding coordination and housekeeping hazards.

Where finish carpentry is performed on a construction project it is construction work under the Work Health and Safety Regulation 2025 (NSW). If any component of the task meets a section 291 high risk construction work trigger β€” for example fall risk more than 2 m when installing upper-level handrails or stair balustrades β€” a Safe Work Method Statement is required under section 299 before work commences. Controls follow the hierarchy in section 36 and must be developed in consultation with workers under section 47.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate on-site cutting of masonry, tile and engineered stone by ordering pre-cut penetrations and dry-fixing where possible; prohibit dry cutting of any silica-containing material.
  2. 2Substitute solvent-based contact adhesives with low-VOC water-based products; substitute powder-actuated fasteners with mechanical fixings where structurally acceptable.
  3. 3Use nail guns fitted with sequential (full sequential) trip triggers for overhead, ladder and awkward-posture work in accordance with AS/NZS 4024 machinery safety principles; isolate air supply before clearing jams.
  4. 4Fit mitre saws, track saws and routers with guards, riving knives and dust extraction connected to an H-class or M-class vacuum meeting AS/NZS 60335.2.69; use on-tool water suppression or LEV when cutting masonry substrates.
  5. 5For work more than 2 m β€” installing upper stair balustrades, void handrails or high-level cornices β€” use a mobile scaffold complying with AS/NZS 1576, an EWP or edge protection to AS/NZS 4994; step platforms only where fall height is under 2 m and the platform is on a level firm surface.
  6. 6Manage asbestos risk under Chapter 8 of the WHS Regulation 2025: review the asbestos register for pre-1990 buildings before penetrating linings or lifting skirtings, and engage a licensed asbestos removalist for any suspected ACM.
  7. 7Test and tag all 240 V leads and tools quarterly to AS/NZS 3760, supply through a portable RCD to AS/NZS 3012, and route leads off the floor on lead stands.
  8. 8Apply hazardous manual task controls: two-person carry for stock over 2.4 m, use trestles as intermediate supports, and rotate repetitive nailing tasks between workers to limit sustained wrist and shoulder loading.
  9. 9Maintain housekeeping β€” vacuum (not sweep) offcuts and dust at least twice per shift with an H-class or M-class vacuum; segregate MDF and hardwood dust waste.
  10. 10Provide task-specific PPE: P2 respirators to AS/NZS 1716 (fit-tested per AS/NZS 1715), Class 5 eye protection to AS/NZS 1337.1, Class 5 hearing protection to AS/NZS 1270, and cut-resistant gloves β€” PPE is the last line of defence, not the primary control.
  11. 11Read SDS for all adhesives and finishes before use; ensure mechanical ventilation when applying solvent-based products in enclosed rooms and observe re-entry times.
  12. 12All workers hold CPCCWHS1001 (White Card); the SWMS is developed in consultation with workers under section 47 of the WHS Act 2011 (NSW), signed on before starting, and reviewed under section 302 of the WHS Regulation 2025 whenever controls change, an incident occurs, or a new hazard is identified.

Finish carpentry routinely includes installing balustrades, handrails, cornices and architraves at stair voids, mezzanines and upper-level openings where a worker or dropped tool can fall more than 2 m.

Legal consequence

A SWMS complying with section 299 of the WHS Regulation 2025 (NSW) must be prepared before HRCW commences, and reviewed under section 302 if controls are revised, an incident occurs or a worker requests it. Failure to prepare, comply with or review a SWMS is a regulatory offence; where a breach exposes a worker to a risk of death or serious injury, Category 1 and Category 2 offences under sections 31 and 32 of the WHS Act 2011 (NSW) may apply. Worked example

A three-worker carpentry crew is engaged to complete internal finishing on a four-storey walk-up residential development in Marrickville. Scope includes MDF skirtings and architraves throughout, oak stair treads with a timber balustrade to the stair void, and cornice installation on all levels. Because the balustrade fixing on Levels 2, 3 and 4 exposes workers to falls over 2 m into the stair void, the work triggers a high risk construction work category under section 291. The site supervisor prepares the SWMS before mobilisation, walks the crew through hazards at pre-start including nail gun sequential-trigger use and H-class vacuum operation on MDF dust, and secures worker sign-on. Mid-project the crew switches from a mobile scaffold to a proprietary void-edge protection system, triggering a section 302 review and re-sign-on before continuing.

Frequently asked questions

Does all finish carpentry require a SWMS?

Only where the work meets a section 291 high risk construction work trigger. Installing balustrades or cornices at a stair void or upper-level opening where a fall exceeds 2 m triggers category 1 and requires a SWMS under section 299. Ground-floor architrave and skirting work generally does not, but many principal contractors require a SWMS for all trade activity on their sites regardless.

How do I manage MDF and hardwood dust in occupied or enclosed rooms?

Connect all cutting, sanding and routing tools to an H-class or M-class vacuum meeting AS/NZS 60335.2.69, provide task-specific mechanical ventilation, and fit workers with P2 respirators to AS/NZS 1716 that are fit-tested in accordance with AS/NZS 1715. Vacuum β€” never sweep β€” dust from floors and horizontal surfaces. Hardwood dust is classified as a Group 1 carcinogen and requires ongoing exposure control.

What trigger mode should the SWMS specify for framing and finishing nail guns?

Sequential (full sequential) trip triggers are required for overhead work, ladder or platform work, and any task involving awkward postures. Contact (bump) trip triggers are only appropriate for repetitive flat-surface nailing on stable footing. The SWMS should nominate the mode for each task and require the air supply to be isolated before any jam is cleared.

When must the SWMS be reviewed?

Section 302 of the WHS Regulation 2025 requires review whenever controls are revised, the work method changes, a notifiable incident occurs, a worker or HSR requests it, or a new hazard is identified. Review is documented on the SWMS review log and workers re-sign before resuming the affected work.
