Built-in cabinet installation covers the on-site measure, scribing, fixing and finishing of joinery units β€” wardrobes, kitchen carcases, laundry cupboards, entertainment units and shelving β€” into residential and commercial fit-outs. The work combines carpentry, mechanical fixing and often power-tool trimming of factory-finished panels, with heavy carcases lifted into position by two-person teams and secured to studwork, masonry or steel-frame substrates. Hazards are concentrated: manual handling of long, awkward panels; laceration and amputation risk from track saws, jigsaws and biscuit joiners; airborne wood dust and, where engineered stone or laminated composites are cut, respirable crystalline silica; step-ladder work near unrestrained loads; and unexpected contact with concealed services when fixing into wall linings.

Under the Work Health and Safety Regulation 2025 (NSW), cabinet installation is construction work. Where fixing occurs at heights exceeding 2 m (top cupboards, bulkheads, robe over-heads), section 291 classifies it as high risk construction work and section 299 requires a SWMS prepared before work commences, consulted with workers under section 47, and reviewed under section 302 whenever controls change or an incident occurs. Controls follow the hierarchy in section 36 β€” eliminate at height where possible, engineer dust extraction at source, then administer safe work sequences and issue task-appropriate PPE.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate on-site cutting of engineered stone and silica-containing panels β€” specify factory pre-cut components delivered to size, in accordance with the SafeWork NSW prohibition on uncontrolled dry cutting of engineered stone.
  2. 2Where cutting on site is unavoidable, substitute with pre-scored or CNC-machined panels; use wet-cut methods or tools fitted with on-tool extraction to M or H class dust extraction meeting AS/NZS 60335.2.69, and follow AS/NZS 2243.1 for respiratory zoning.
  3. 3Engineer fall protection: use a portable work platform or podium with guardrails rather than step-ladders whenever overhead cabinet fixing exceeds 2 m; ladders used only for access or short-duration tasks per the SafeWork NSW Code of Practice: Managing the risk of falls at workplaces.
  4. 4Locate concealed services before fixing: obtain as-built drawings, scan wall cavities with a cable/stud detector, isolate circuits at the switchboard and verify de-energisation to AS/NZS 4836 before drilling into wall linings.
  5. 5Presume asbestos in pre-1990 buildings until a competent person confirms otherwise via the asbestos register required under section 425; refer to the SafeWork NSW Code of Practice: How to manage and control asbestos in the workplace before penetrating any suspect substrate.
  6. 6Use guarded power tools with riving knives, blade guards and anti-kickback devices maintained to manufacturer specification; connect all Class I tools through an RCD to AS/NZS 3012 and inspect leads before each shift.
  7. 7Two-person lift mandatory for carcases over 25 kg or awkward dimensions; use panel trolleys, carcase jacks and suction lifters for benchtops; sequence installations so units are mechanically restrained before releasing manual support.
  8. 8Fit hearing protection to AS/NZS 1270 (SLC80 class selected to measured tool noise), and safety eyewear to AS/NZS 1337.1 during all cutting, drilling and fixing tasks.
  9. 9Wear P2 respiratory protection to AS/NZS 1716, fit-tested per AS/NZS 1715, whenever cutting MDF, particleboard or laminated panels; upgrade to a P3 powered air-purifying respirator for any silica-containing material.
  10. 10Maintain housekeeping: bag off-cuts and packaging as generated, keep leads elevated or matted, and clean dust with H-class vacuum β€” never dry sweep silica or MDF residues.
  11. 11Store and handle adhesives and finishes per the Safety Data Sheet; ventilate the work area, wear nitrile gloves and eye protection, and comply with AS 1940 for storage of flammable finishes on site.
  12. 12All workers hold the White Card (CPCCWHS1001); the SWMS is walked-through and signed by every worker under section 47 consultation, kept available for inspection under section 300, and reviewed under section 302 whenever controls change, an incident occurs or a worker raises a concern.

Fixing overhead cupboards, bulkhead units, robe over-heads and pantry towers routinely requires the installer to work at height on a step-ladder or platform. Where the working surface or fixing point is more than 2 m above the floor, the task falls within section 291(1)(b) of the Work Health and Safety Regulation 2025 (NSW).

Legal consequence

Because the work is high risk construction work, section 299 requires a SWMS be prepared and complied with before the work starts, and section 302 requires review whenever controls change or after an incident. Failure to prepare, comply with or make the SWMS available under section 300 exposes the PCBU and officers to Category 2 offences under section 32 of the Work Health and Safety Act 2011 (NSW); reckless conduct causing risk of death or serious injury is a Category 1 offence under section 31. Current maximum penalties are set out in the SafeWork NSW penalty schedule as indexed under the Act.

Worked example

A two-person joinery crew is installing a floor-to-ceiling built-in wardrobe and overhead bulkhead cupboards in a first-floor bedroom of a renovated 1960s semi-detached house in Marrickville. The overhead units sit 2.4 m above the finished floor, triggering section 291 category. Before work starts, the installer confirms the asbestos register (the ceiling was replaced in 2015 but original wall linings remain), scans the fixing wall with a cable detector and isolates the bedroom lighting circuit. A 900 mm podium platform replaces the step-ladder originally planned. Carcases are lifted by two workers using a panel trolley, temporarily supported with a carcase jack, then mechanically fixed before release. A shadow-line reveal is trimmed on site using a track saw connected to an M-class extractor; both workers wear fit-tested P2 respirators, Class 5 hearing protection and safety glasses. The SWMS is signed by both workers on the tailgate before entry and re-reviewed at smoko after the homeowner requests an additional shelf, triggering a section 302 review.

Frequently asked questions

Is a SWMS legally required for every cabinet installation job in NSW?

A SWMS is mandatory whenever the work meets one of the 18 high risk construction work categories in section 291 of the Work Health and Safety Regulation 2025 (NSW). Most built-in cabinetry involves fixing overhead units above 2 m, which triggers category 1 (falls more than 2 m). For ground-level base cabinets only, a SWMS is not strictly required by section 299 but is still recommended as evidence of the PCBU's primary duty under section 19 of the WHS Act.

How does this SWMS handle engineered stone benchtops?
