Kitchen and bathroom cabinet installation involves lifting and positioning heavy carcasses, scribing and cutting stone or laminate benchtops, fixing overhead wall cabinets, and integrating plumbing and electrical services. Installers routinely work from step platforms in confined kitchen and bathroom footprints, drive fixings into concealed studs and masonry, and manipulate awkward loads at head height. The work exposes carpenters to musculoskeletal injury from repetitive overhead fixing, crush and impact injury from falling carcasses, respirable crystalline silica from engineered stone cutting or drilling, and electrocution risk when penetrating wall cavities near concealed cabling.

Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines high risk construction work, and section 299 requires a Safe Work Method Statement to be prepared before that work commences. Cabinet installation frequently involves work on or near energised services and, where engineered stone is cut on site, is subject to the prohibition and licensing controls for crystalline silica substances. Controls follow the hierarchy in section 36: elimination of on-site stone processing where possible, engineered dust extraction, mechanical lifting aids, and PPE as the last line of defence.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate on-site processing of engineered stone: require benchtops to be fabricated, cut and dry-fitted off-site by a licensed processor under the engineered stone prohibition; only wet-edge polishing or minor drilling of penetrations permitted on site with an on-tool water suppression system
  2. 2Substitute solvent-based adhesives and 2-pack finishes with low-VOC water-based products where the specification allows; substitute timber blocking for cabinet hangers to eliminate overhead drilling into masonry where possible
  3. 3Isolate and lock out electrical circuits serving the kitchen and bathroom at the switchboard before drilling into walls; verify de-energised state with a tested voltage indicator and use a cable/stud detector on every fixing line, in line with AS/NZS 3012 for construction and demolition sites
  4. 4Use on-tool H-class dust extraction (AS/NZS 60335.2.69) with shrouded diamond bits for any permitted on-site stone drilling; establish a wet-cut zone with bunding for slurry containment
  5. 5Obtain a current asbestos register for pre-2004 buildings before penetrating existing wall or floor substrates; where suspect material is identified, stop work and engage a licensed asbestos assessor consistent with AS 2601 and the Regulation Chapter 8
  6. 6Use two-person lifts and mechanical benchtop lifters or cabinet jacks for wall units, tall pantry cabinets and stone tops exceeding 25 kg; pre-install a French cleat or temporary support rail before releasing the load
  7. 7Access overhead work from a rated mobile platform or Class 1 industrial ladder (AS/NZS 1892.1) β€” never from benchtops, sink cut-outs or upturned buckets; maintain three points of contact
  8. 8Use RCD-protected portable power on a construction site distribution board tested and tagged to AS/NZS 3012; inspect leads before each use and remove damaged equipment from service
  9. 9Establish exclusion and coordination with concurrent trades through a daily pre-start; sequence plumbing rough-in, electrical rough-in, cabinet install and stone template to avoid simultaneous work in the same 2 m footprint
  10. 10Provide task-specific PPE: P2 respirator (AS/NZS 1716) for any dust-generating activity, cut-resistant gloves (AS/NZS 2161.3) for stone handling, safety eyewear (AS/NZS 1337.1), Class 5 hearing protection (AS/NZS 1270) during power tool use, and safety footwear (AS/NZS 2210.3)
  11. 11Health monitoring for silica-exposed workers in accordance with WHS Regulation 2025 section 435, including baseline and periodic low-dose HRCT and respiratory function testing coordinated through a registered medical practitioner
  12. 12All workers to hold CPCCWHS1001 (White Card); the SWMS is to be developed in consultation with workers under section 47 of the WHS Act, signed by each worker before commencement, and reviewed under section 302 whenever the work method, layout or product specification changes or an incident occurs

Legal consequence

Under section 299 of the WHS Regulation 2025 (NSW), a SWMS must be prepared before high risk construction work commences, and under section 302 it must be reviewed and revised where control measures are altered or an incident occurs. Failure to prepare, comply with or maintain a SWMS exposes the PCBU and officers to Category 1 (reckless conduct, WHS Act section 31) or Category 2 (failure to comply with a health and safety duty, section 32) offences. Current maximum penalties are set out in the SafeWork NSW penalty schedule and are indexed periodically.

Worked example

A carpentry subcontractor is engaged by a Tier 3 builder to install a new kitchen in a two-bedroom apartment refurbishment at Rhodes in Sydney's inner-west. The scope includes 14 flat-pack carcasses, a 3.2 m engineered stone benchtop template-cut and delivered by a licensed stone processor, an overhead pantry with microwave cavity, and a bathroom vanity with stone top. The installer's SWMS documents that all stone processing is off-site under the engineered stone prohibition, that only wet on-site drilling of two tap penetrations is permitted using a shrouded diamond bit with on-tool water suppression, and that the electrician has issued a certificate of isolation for the kitchen sub-circuit before wall drilling. The pantry cabinet is lifted by two workers using a cabinet jack onto a pre-installed French cleat, and the stone top is placed using suction lifters. Workers sign on to the SWMS at the pre-start, and the document is reviewed when the builder later varies the scope to include a splashback tile cut-out.

Frequently asked questions

Does cabinet installation actually count as high risk construction work?

Yes, in most cases. Where installers drill or fix into wall cavities containing concealed live cabling the work engages section 291(8), and where any on-site cutting, drilling or grinding of stone occurs β€” or where solvent-based adhesives are used in enclosed bathrooms β€” section 291(10) applies. A SWMS is required under section 299 of the WHS Regulation 2025 (NSW) before that work commences.

Can we still cut engineered stone on site for a small tap hole or scribe?

The NSW prohibition on engineered stone (in force from 1 July 2024) restricts the manufacture, supply, processing and installation of engineered stone benchtops, panels and slabs. Limited exceptions apply for repair, minor modification or removal, but any permitted on-site work must use water suppression or on-tool extraction, respiratory protection, and be covered by a SWMS. Off-site fabrication by a licensed processor is the compliant default.

Who has to sign the SWMS?

Every worker who will carry out the high risk construction work must be consulted in its development (WHS Act section 47) and sign on before commencement. Where a labour hire worker or apprentice joins mid-project they must be inducted to and sign the current version. The principal contractor is entitled to a copy under section 300 of the WHS Regulation 2025 (NSW).

When does the SWMS need to be reviewed?

Section 302 of the WHS Regulation 2025 (NSW) requires review whenever control measures are revised, the work method changes, a new hazard is identified, an incident or near-miss occurs, or a health and safety representative requests it. In practice a cabinet installation SWMS should be reviewed at each new site and whenever the specification changes β€” for example a switch from laminate to stone.
