Is electrical work on energised installations classified as high risk construction work?
Yes. Under WHS Regulation 2025 Schedule 3, work carried out on or near energised electrical installations or services is a prescribed category of High Risk Construction Work. A SWMS must be prepared before the work starts, kept available at the workplace, and reviewed if controls change or an incident occurs. This applies even to short-duration tasks such as live testing, fault finding, or switchboard inspections where full de-energisation is not reasonably practicable.
Do I need a separate SWMS for each electrical task or one general electrical SWMS?
Best practice and regulator guidance favour task-specific SWMS. A switchboard modification, a solar PV install, and underground cable pulling each involve distinct hazards, isolation points, and approach distances under AS/NZS 4836:2023. A single generic 'electrical work' SWMS rarely satisfies the requirement in WHS Regulation 2025 to identify hazards specific to the activity. Task-specific SWMS also make site inductions, toolbox talks, and HSR consultation more meaningful and defensible.
What is the difference between a SWMS and an electrical Safe Work Procedure or JSA?
A SWMS is a legally required document for High Risk Construction Work under WHS Regulation 2025 and must list hazards, control measures, and how controls are implemented and monitored. A Job Safety Analysis or Safe Work Procedure is an internal task-breakdown tool with no specific statutory format. For energised electrical work, a SWMS is mandatory; a JSA alone does not discharge the PCBU's duty under the Managing Electrical Risks Code of Practice.
Do electrical SWMS need to be state-specific for NSW, Victoria, Queensland and WA?
The harmonised WHS Regulation 2025 applies in most jurisdictions, so the SWMS structure is consistent nationally. However, electrical licensing, network operator access rules, and high voltage authorisation differ by state — for example, Victoria operates under the OHS Regulations 2017 and ESV requirements, while WA references its own Electrical Regulations. Our templates are state-neutral at the WHS level and prompt users to insert jurisdiction-specific licence numbers, network authorisations, and notifiable incident contacts.
What controls must an electrical SWMS include for working near overhead power lines?
The SWMS must reference the no-go and exclusion zones in the relevant state code (commonly based on the Work Near Overhead and Underground Electric Lines Code of Practice) and AS/NZS 4853 for plant near lines. Controls typically include network operator consultation, spotters, tiger tails or insulated barriers, plant approach distances, and permit-to-work systems. Where distances cannot be maintained, the SWMS must document isolation arrangements agreed with the asset owner before work begins.
