Modular furniture installation in retail, hospitality and commercial fit-outs involves the assembly, positioning and fixing of prefabricated joinery units, workstations, shelving systems, display cabinets and partition-integrated furniture. The work combines manual handling of awkward, heavy panels; use of powered fastening tools; interaction with existing power, data and mechanical services; and frequent work on stepladders or low platforms. Injuries commonly arise from crush points between panels, lacerations from edge banding and hardware, musculoskeletal strain from repetitive lifting, and struck-by incidents when tall units become unstable before final fixing. Where installation occurs in occupied premises or during construction fit-out, the interface with other trades multiplies exposure.

Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines high risk construction work (HRCW), and section 299 requires a Safe Work Method Statement to be prepared before HRCW commences. Modular furniture installation frequently triggers HRCW where work occurs adjacent to energised services, in areas requiring temporary load support, or where powered mobile plant is used in the same area. Controls follow the hierarchy in section 36: eliminate at design stage, substitute lighter modular components, engineer with mechanical lifting aids, then apply administrative sequencing and PPE.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate on-site cutting of engineered stone by specifying pre-cut, pre-drilled components delivered ready to assemble; where cutting is unavoidable, apply the prohibition and licensing requirements for engineered stone work under the Work Health and Safety Regulation 2025 (NSW).
  2. 2Substitute heavy solid carcasses with lightweight modular flat-pack alternatives and specify component weights ≀25 kg per lift where design permits.
  3. 3Engineer stability by mechanically fixing tall units (>1500 mm or with height-to-base ratio >2:1) to wall studs or floor immediately upon positioning, using anti-tip brackets rated for the unit mass before any drawer or door is fitted.
  4. 4Use cable and stud detection scanners (compliant with AS/NZS 3012) on every wall and floor penetration; isolate and lock out the local distribution board where drilling near known services, in accordance with AS/NZS 4836.
  5. 5Provide mechanical lifting aids β€” panel lifters, suction handlers, trolleys and two-person carry straps β€” for any component exceeding 20 kg or with awkward grip geometry, consistent with the Code of Practice: Hazardous Manual Tasks.
  6. 6Control dust at source using tools fitted with on-tool extraction connected to an H- or M-class vacuum meeting AS/NZS 60335.2.69, and wet-cutting for any stone product; enforce the workplace exposure standard for respirable crystalline silica (0.05 mg/mΒ³, 8-hr TWA).
  7. 7Confirm asbestos register review and clearance before drilling into any structure constructed before 31 December 2003, in accordance with Chapter 8 of the Work Health and Safety Regulation 2025 (NSW).
  8. 8Select stepladders compliant with AS/NZS 1892.1 rated Industrial (120 kg), maintain three points of contact, and prohibit work from the top two rungs; where reach exceeds ladder capability, use a mobile scaffold or elevating work platform.
  9. 9Enforce PPE: safety eyewear to AS/NZS 1337.1, cut-resistant gloves to AS/NZS 2161.3, P2 respirators to AS/NZS 1716 for dust-generating tasks, Class 5 hearing protection to AS/NZS 1270, and safety footwear to AS/NZS 2210.3.
  10. 10Sequence installation so heaviest and tallest units are placed first, apply exclusion zones around units awaiting fixing, and prohibit loading of shelves or drawers until final anchorage is verified.
  11. 11Establish and maintain a housekeeping regime β€” remove packaging progressively, coil leads, contain hardware β€” and provide task lighting to AS/NZS 1680.2.4 where general lighting is inadequate.
  12. 12All workers must hold CPCCWHS1001 (White Card); the SWMS must be developed in consultation with workers under section 47 of the WHS Act 2011 (NSW), signed before work begins, and reviewed under section 302 of the WHS Regulation 2025 (NSW) whenever controls fail, an incident occurs, or the work method changes.

Legal consequence

Where section 291 HRCW applies, section 299 of the Work Health and Safety Regulation 2025 (NSW) requires a compliant SWMS to be prepared before work commences, complied with during the work, and reviewed under section 302 if a control measure is revised or an incident occurs. Failure to prepare, comply with, or produce a SWMS on request exposes the PCBU to enforcement action. Serious breaches causing risk of death or serious injury may be prosecuted as Category 1 or Category 2 offences under sections 31 and 32 of the Work Health and Safety Act 2011 (NSW), with penalties set out in the current SafeWork NSW penalty schedule and applied at conviction.

On day one, a stud scanner identifies a data conduit running vertically behind the intended fixing line of a 2100 mm storage tower; the fixing pattern is revised and recorded as a section 302 SWMS review before drilling proceeds. Two-person lifts and a panel trolley are used for all carcasses exceeding 25 kg. All six installers hold CPCCWHS1001 and have signed the consultation record.

Frequently asked questions

Is a SWMS legally required for modular furniture installation in NSW?

A SWMS is mandatory under section 299 of the Work Health and Safety Regulation 2025 (NSW) whenever the work meets any category of high risk construction work in section 291. Modular furniture installation frequently meets categories 8 (movement of powered mobile plant) or 10 (near energised electrical services). Even where no HRCW category applies, principal contractors typically require a SWMS as a contractual condition of site access.

Does this SWMS cover on-site cutting of engineered stone benchtops?

The SWMS addresses residual dust hazards where minor drilling or fixing to pre-fabricated stone components is unavoidable. It does not authorise on-site cutting, grinding or edge processing of engineered stone, which is subject to specific prohibitions and licensing under the Work Health and Safety Regulation 2025 (NSW). Where such work is required, a separate engineered stone SWMS and appropriate SafeWork NSW licensing are needed.

Who must sign the SWMS and when must it be reviewed?

Every worker performing the installation must sign on to the SWMS before commencing, confirming they have been consulted under section 47 of the WHS Act 2011 (NSW) and understand the controls. Under section 302 of the WHS Regulation 2025 (NSW), the SWMS must be reviewed and, if necessary, revised whenever a control is found ineffective, an incident occurs, the work method changes, or a new hazard is identified.

How does this SWMS handle pre-1990 buildings where asbestos may be present?

The document requires review of the workplace asbestos register before any drilling or penetration into structures built before 31 December 2003, consistent with Chapter 8 of the Work Health and Safety Regulation 2025 (NSW). Where asbestos-containing material is identified or suspected in the fixing path, work must stop and a licensed asbestos removalist engaged before the fixing method is redesigned or the material is removed.
