Vinyl and resilient flooring installation covers the preparation, laying and finishing of sheet vinyl, LVT, linoleum, rubber and safety flooring in commercial, healthcare, education and residential settings. The work involves solvent-based and water-based adhesives, seam sealers, primers and welding rods, together with substrate grinding, patching compounds and hot-air or chemical seam welding. The atmosphere within an enclosed room during adhesive application can rapidly exceed workplace exposure standards for volatile organic compounds, and grinding of concrete substrates liberates respirable crystalline silica. Workers face fire and flash-fire risk from flammable adhesive vapours, chronic solvent exposure, sustained kneeling and manual handling injuries, and cuts from hook-blade knives.

Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines high risk construction work and section 299 requires a SWMS to be prepared before that work commences. Vinyl installation using flammable adhesives in enclosed rooms falls within section 291(l) β€” work in an area with a contaminated or flammable atmosphere. Controls are applied through the hierarchy: eliminate solvent adhesives where possible, substitute low-VOC products, engineer mechanical ventilation, and back these with administrative controls and RPE.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate flammable atmospheres by specifying water-based or low-VOC adhesives (compliant with the Green Building Council of Australia VOC limits) in preference to solvent-based contact adhesives wherever the substrate and product warrant permits.
  2. 2Substitute powered mechanical preparation for aggressive dry grinding β€” use captive shot-blasting, wet diamond grinding or planetary grinders paired with H-class dust extraction to control respirable crystalline silica in accordance with the Workplace exposure standard of 0.05 mg/mΒ³ (8-hour TWA).
  3. 3Before disturbing any pre-1990 resilient flooring, obtain an asbestos register and conduct sampling in accordance with the SafeWork NSW Code of Practice: How to Manage and Control Asbestos in the Workplace; licensed removal where friable or where >10 mΒ² of non-friable ACM.
  4. 4Engineer mechanical ventilation during adhesive spread and seam welding β€” minimum 6 air changes per hour, cross-ventilation via doors and windows or portable extraction fans; isolate ignition sources (pilot lights, HVAC, electrical) and post no-smoking signage until vapours dissipate.
  5. 5Test atmosphere with a photo-ionisation detector or LEL meter before energising welders in rooms where solvent adhesives have been used; do not proceed until below 10% LEL.
  6. 6Portable electrical equipment inspected and tested in accordance with AS/NZS 3012:2019 with current tag; RCD protection ≀30 mA on all 240 V leads.
  7. 7Provide sit-down cutting benches, knee pads (AS/NZS 4501.2 compatible), floor rollers with long handles, and job rotation to limit sustained kneeling; two-person lift or mechanical trolley for vinyl rolls over 20 kg per the SafeWork NSW Hazardous Manual Tasks Code of Practice.
  8. 8Hook blades retracted between cuts; cut-resistant gloves (AS/NZS 2161.3, cut level C or higher) worn during trimming; blades changed on a schedule, not when dull.
  9. 9SDS available on site for every adhesive, primer and sealer; consult SDS Section 8 and select respiratory protection accordingly β€” minimum A2-P2 organic vapour cartridge respirator (AS/NZS 1716) fit-tested per AS/NZS 1715 during solvent adhesive application.
  10. 10Barricade freshly laid areas, post wet-floor signage and ensure 24-hour minimum cure before foot traffic; segregate adjacent work.
  11. 11Chemical protective gloves (AS/NZS 2161.10.1, nitrile or butyl matched to the SDS), safety eyewear (AS/NZS 1337.1) and long sleeves worn during adhesive handling; hearing protection (AS/NZS 1270) during grinding.
  12. 12All workers hold CPCCWHS1001 (White Card); SWMS consulted with workers under section 47 of the WHS Act 2011 (NSW), signed before work, and reviewed under section 302 of the WHS Regulation 2025 whenever the product, substrate or ventilation conditions change.

Solvent-based contact adhesives, primers and 2-part welding compounds release volatile organic compounds during spreading and curing. In an enclosed or partially enclosed room the vapour concentration can exceed both the workplace exposure standard and the lower explosive limit, meeting the definition of a contaminated and flammable atmosphere under section 291(l).

Legal consequence

Section 299 of the WHS Regulation 2025 (NSW) requires a SWMS to be prepared before this HRCW commences and section 302 requires it to be reviewed and revised where controls are inadequate or work practices change. Failure to comply exposes the PCBU and officers to Category 1 and Category 2 offences under sections 31 and 32 of the Work Health and Safety Act 2011 (NSW). Worked example

A flooring subcontractor is engaged to install 480 mΒ² of solvent-welded sheet vinyl and coved skirting in the refurbished dialysis unit of a hospital in Randwick. The work is staged over three nights in an occupied building. Because the space is enclosed, air-conditioned and adjacent to oxygen outlets, the PCBU classifies the work as HRCW under section 291(l) of the WHS Regulation 2025. The SWMS specifies: isolation of HVAC and pilot lights before adhesive spread; portable extraction fans providing cross-ventilation to the corridor; a photo-ionisation detector monitoring VOC levels; A2-P2 respirators fit-tested to AS/NZS 1715 for all operators; and a minimum four-hour flash-off period before hot-air seam welding at 450Β°C. The SWMS is consulted with the three-person crew, signed on site, and issued to the hospital's project manager before commencement.

Frequently asked questions

Is a SWMS required for water-based adhesive installations?

A SWMS is only mandated by section 299 where the work meets a section 291 HRCW category. Pure water-based adhesive work in a well-ventilated space may not trigger section 291(l), however substrate grinding, working near powered mobile plant, or work adjacent to energised services can trigger other categories. A risk assessment should be documented in all cases, and most principal contractors require a SWMS regardless.

How do we manage silica when grinding concrete substrates before laying vinyl?

Use on-tool extraction rated H-class with a HEPA filter, wet methods where the substrate permits, and P2 respiratory protection fit-tested to AS/NZS 1715. Air monitoring should confirm exposures remain below the workplace exposure standard of 0.05 mg/mΒ³ (8-hour TWA). Health monitoring is required under Chapter 14 of the WHS Regulation 2025 for workers with ongoing significant exposure.

What do we do if we suspect the existing vinyl contains asbestos?

Stop work. Any resilient flooring, backing paper or black bitumen adhesive installed before 1990 must be presumed to contain asbestos until sampled by a competent person. Refer to the SafeWork NSW Code of Practice: How to Manage and Control Asbestos in the Workplace. Non-friable ACM under 10 mΒ² may be removed by a competent worker; anything greater or friable material requires a licensed asbestos removalist.

When must the SWMS be reviewed?

Section 302 of the WHS Regulation 2025 requires review whenever the control measures are revised, a notifiable incident occurs, the work method changes, or a health and safety representative requests review. In practice, review is triggered when switching between solvent and water-based products, when working in a smaller or less ventilated room than planned, or when new workers join the crew.
