Vinyl and weatherboard siding installation involves fixing lightweight cladding panels or boards to the external framing of residential and light commercial structures, typically at heights between 2 and 8 metres from ladders, mobile scaffolds or perimeter edge-protected platforms. Workers handle long, wind-catching lengths of material, operate nail guns and circular saws, cut fibre cement or timber weatherboards releasing respirable crystalline silica or wood dust, and work in close proximity to unprotected edges, incomplete openings and overhead power lines. The combination of elevated work, powered fastening tools, dust exposure and manual handling of awkward loads produces a hazard profile that has resulted in fatalities and serious injuries across the NSW residential construction sector.

Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines high risk construction work to include work involving a risk of a person falling more than 2 metres, and section 299 requires a Safe Work Method Statement to be prepared before that work commences. This SWMS applies the hierarchy of control under section 36, prioritising elimination of falls through ground-level pre-assembly, then engineered edge protection and scaffolding, supported by administrative controls and PPE.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate work at height where practicable by pre-cutting and pre-assembling wall panels at ground level and lifting completed sections into position with mechanical aids.
  2. 2Substitute solid timber weatherboards with pre-finished vinyl or engineered products supplied in shorter, lighter lengths to reduce manual handling and wind-loading during installation.
  3. 3Erect perimeter scaffolding compliant with AS/NZS 1576.1 and AS/NZS 4576 with fully planked working platforms, mid-rails, top-rails and toe-boards; scaffolding over 4 metres must be erected by a ticketed scaffolder.
  4. 4Where scaffolding is not reasonably practicable, use fall-arrest harness systems compliant with AS/NZS 1891.1–1891.4 with certified anchor points, and prohibit single-person harness use without a rescue plan.
  5. 5Isolate or install tiger tails on overhead power lines within the exclusion distances of the SafeWork NSW Work Near Overhead Power Lines Code of Practice before delivering long cladding materials to the elevation.
  6. 6Cut fibre cement products outdoors using a saw fitted with an on-tool dust extractor (H-class vacuum) or water suppression, in accordance with the SafeWork NSW Code of Practice for Managing the Risks of Respirable Crystalline Silica from Engineered Stone and other applicable dust codes; air-monitor when uncertain.
  7. 7Presume any fibre cement cladding on structures built before 2004 contains asbestos until sampled; engage a licensed asbestos removalist under section 485 of the WHS Regulation 2025 (NSW) for removal exceeding 10 mΒ² of non-friable material.
  8. 8Use sequential-trip (not contact/bump) nail guns for cladding fixing; inspect daily, isolate air supply before clearing jams, and prohibit finger-on-trigger while carrying.
  9. 9Implement drop-zone exclusion below active facades with barricades and signage; tether tools on elevated platforms and prohibit throwing offcuts from height.
  10. 10Provide PPE meeting AS/NZS 1801 (hard hats), AS/NZS 1337.1 (eye protection), AS/NZS 1270 (hearing protection), AS/NZS 1716 P2 respirators for dust, and AS/NZS 2210.3 safety footwear.
  11. 11Schedule high-exertion work outside peak heat, provide shaded rest, water and electrolyte replacement, and monitor workers per the SafeWork NSW Managing the Risks of Working in Heat guidance.
  12. 12All workers must hold CPCCWHS1001 (White Card); this SWMS must be consulted with workers under section 47 of the WHS Act 2011 (NSW), signed prior to work commencing, and reviewed under section 302 of the WHS Regulation 2025 (NSW) when controls fail, an incident occurs, or the work method changes.

Legal consequence

Section 299 of the WHS Regulation 2025 (NSW) requires a SWMS to be prepared before HRCW commences, and section 302 requires review whenever controls are revised or an incident occurs. Failure to prepare, comply with or review a SWMS exposes the PCBU and officers to prosecution under sections 31 (Category 1 β€” reckless conduct) and 32 (Category 2) of the Work Health and Safety Act 2011 (NSW). Worked example

A cladding subcontractor is engaged by a Hunter Valley builder to install pre-finished vinyl weatherboards to a two-storey residence at Kotara, Newcastle LGA. The eaves height is 6.2 metres and the site sits within 4 metres of a Ausgrid low-voltage service line running to the neighbouring property. The subcontractor prepares this SWMS, identifies the section 291(a) fall risk and the proximity to live overhead lines, and arranges a ticketed scaffolder to erect a perimeter modular scaffold to AS/NZS 1576.1 with a tiger-tail installed on the service line by Ausgrid. Fibre cement corner trims are cut on a ground-level cutting station outside the dwelling with an H-class extractor. The SWMS is consulted with the two-person fixing crew on Monday morning under section 47, signed, and reviewed on Wednesday when a wind gust dislodges an unsecured offcut β€” the review adds a mandatory tool-and-material tether protocol above 4 metres before work resumes.

Frequently asked questions

Does a single-storey weatherboard job under 3 metres still require this SWMS?

If any part of the work exposes a worker to a fall risk greater than 2 metres β€” for example fixing barge boards, gable ends or working from a mid-height scaffold platform β€” section 291(a) of the WHS Regulation 2025 (NSW) is triggered and a SWMS is mandatory before work starts. Most residential weatherboard installations meet this threshold at the eaves.

Can we cut fibre cement weatherboards with a standard circular saw on site?

Uncontrolled dry cutting of fibre cement releases respirable crystalline silica at concentrations that routinely exceed the workplace exposure standard. You must use on-tool water suppression or an H-class dust extractor, cut outdoors away from other workers, and provide P2 respiratory protection under AS/NZS 1716. Air monitoring is recommended where cutting is sustained.

What happens if we are removing old fibre cement cladding to install new vinyl siding?

Any fibre cement material installed before 2004 must be presumed to contain asbestos until sampled by a competent person. Removal of more than 10 square metres of non-friable asbestos cladding requires a Class B licensed removalist under section 485 of the WHS Regulation 2025 (NSW), an asbestos removal control plan, and air monitoring where required.

How often does this SWMS need to be reviewed?

Section 302 of the WHS Regulation 2025 (NSW) requires review whenever controls are found not to control the risk, before a change in the work that may create a new hazard, if a notifiable incident occurs, or if a health and safety representative requests it. In practice, review at each new site, at crew changes, and after any near-miss.
