Metal siding installation involves the fixing of profiled steel, aluminium or zinc-coated cladding sheets to the external envelope of commercial, industrial and residential structures. The work is performed from scaffolds, elevating work platforms (EWPs), ladders and occasionally roof edges, and involves handling long, unwieldy sheets with sharp swarf edges, using powered fastening tools, and working at height in variable wind conditions. The combination of fall exposure, sheet handling in wind, cut hazards from unprotected edges, and noise and manual handling loads makes this a materially high-risk activity where a single lapse commonly results in serious injury or fatality.

Under the Work Health and Safety Regulation 2025 (NSW), metal siding installation is high risk construction work under section 291(a) where any person could fall more than 2 metres. Section 299 requires a Safe Work Method Statement to be prepared before the work commences, kept available for inspection, and complied with. Controls follow the hierarchy in section 36 โ€” eliminate the fall risk where reasonably practicable, otherwise implement passive fall prevention (scaffold, edge protection), then work positioning and fall arrest as a last resort.

Control measures

Hierarchy-of-controls order: elimination โ†’ substitution โ†’ isolation โ†’ engineering โ†’ administrative โ†’ PPE.

  1. 1Eliminate work at height where practicable by pre-assembling wall panels at ground level and lifting complete modules into position with a crane and certified rigging
  2. 2Where elimination is not practicable, provide a compliant perimeter scaffold or EWP as the primary work platform in preference to ladders โ€” scaffolds erected and inspected in accordance with AS/NZS 1576 and AS/NZS 4576, EWPs operated by holders of the relevant HRW Licence (WP) where boom length exceeds 11 m and inspected to AS 2550.10
  3. 3Install passive edge protection (guardrails, mid-rails and toe boards) to AS/NZS 4994 on all open edges at or above 2 m before siding work commences; where edge protection is not feasible, deploy a fall-arrest system with anchorage, connector and full-body harness compliant with AS/NZS 1891.1-1891.4 and a documented rescue plan
  4. 4Establish and maintain minimum safe approach distances from overhead powerlines in accordance with SafeWork NSW guidance; where distances cannot be maintained, arrange isolation or tiger-tail insulation with the network operator before work begins
  5. 5Control wind exposure โ€” cease sheet handling above height when wind speed exceeds the manufacturer's stated limit or 36 km/h (whichever is lower); measure with an on-site anemometer and record readings in the daily prestart
  6. 6Establish drop zones and no-go exclusion areas below the work face using hard barricades and signage; use tool lanyards on all hand tools taken above 2 m and hoist sheets in bundled, secured loads rather than free-handing
  7. 7Control respirable crystalline silica by using shadow-line jointing, shears or nibblers in preference to abrasive cutting; where cutting of fibre-cement or masonry is unavoidable, apply on-tool water suppression or H-class LEV, and enforce the 0.05 mg/mยณ workplace exposure standard under section 49 of the WHS Regulation 2025 (NSW)
  8. 8Before disturbing any pre-2004 wall substrate, review the asbestos register (section 425) and, if ACM is present or presumed, engage a licensed asbestos removalist under sections 458-460 โ€” do not proceed with unassessed demolition of existing sheeting
  9. 9Provide mechanical handling aids (panel lifters, vacuum lifters, scissor hoists) for sheets exceeding 16 kg or 3 m in length; limit two-person carries to short distances on level surfaces and rotate crews to manage fatigue
  10. 10Issue and enforce task-specific PPE to AS/NZS 2210.3 (safety footwear), AS/NZS 1337.1 (eye protection with side shields for swarf), AS/NZS 2161.3 (Level 5 cut-resistant gloves), AS/NZS 1270 (Class 5 hearing protection when using powered fasteners), and AS/NZS 1716 P2 respirators where dust exposure cannot be otherwise controlled
  11. 11Test and tag all electrical leads and tools every 3 months to AS/NZS 3012 for construction environments, and supply all 240 V power through a portable RCD
  12. 12All workers to hold CPCCWHS1001 (White Card); the SWMS is to be developed in consultation with workers under section 47 of the WHS Act 2011 (NSW), signed on prior to commencement, and reviewed under section 302 of the WHS Regulation 2025 (NSW) whenever controls are found inadequate, the work method changes, or a notifiable incident occurs

Metal siding is installed to wall elevations typically 2.4 m and above, with fixings, flashings and eave trims routinely completed from scaffolds, EWPs or roof edges where any worker or member of the public could fall more than 2 m to a lower level

Legal consequence

Because the work is HRCW under section 291(a), section 299 of the WHS Regulation 2025 (NSW) requires a SWMS to be prepared before work starts, complied with, and kept available for inspection until the work is complete (or for 2 years if a notifiable incident occurs). Section 302 requires review of the SWMS when controls are inadequate, methods change or a notifiable incident occurs. Failure to prepare or comply with a SWMS is an offence under the WHS Regulation 2025 (NSW); where the failure exposes a person to a risk of death or serious injury, prosecution may proceed as a Category 2 offence under section 32, or Category 1 under section 31 of the WHS Act 2011 (NSW) where reckless conduct is proven. Worked example

A cladding contractor is engaged to install 0.55 mm Colorbondยฎ corrugated wall sheeting to a two-storey warehouse in Wetherill Park. Working heights range from 3.2 m at the dado to 8.4 m at the parapet. The contractor eliminates ladder work by hiring a 16 m knuckle-boom EWP and erecting a modular scaffold to the two long elevations. Sheets (6.1 m lengths) are hoisted in banded packs of five with a crane, landed onto the scaffold and fixed with self-drilling screws. The SWMS records a wind cut-off of 32 km/h based on manufacturer guidance, a 3 m exclusion zone below the work face, RCD-protected 240 V leads for the seaming tool, and Level 5 cut gloves for all sheet handling. Before commencement, the SWMS is signed on by the four installers and the site supervisor, and reviewed after week one when the crew requests a change from screw guns to a pneumatic sealer for capping.

Frequently asked questions

Does a SWMS still apply if the wall is exactly 2 metres high?

Section 291(a) captures work where a person could fall 'more than 2 metres'. In practice, most wall cladding scenarios involve installers working on platforms whose upper deck sits above 2 m, and losing balance would result in a fall exceeding 2 m. Where measured fall distance is genuinely 2 m or less, HRCW is not triggered โ€” but a documented risk assessment and fall controls under section 78 of the WHS Regulation 2025 (NSW) are still required.

Can we use ladders instead of scaffolding for short runs of siding?

The Managing the Risk of Falls Code of Practice treats ladders as an access solution, not a work platform. Cladding installation requires two hands on the sheet and often outward force to seat fasteners, which is incompatible with maintaining three points of contact on a ladder. Scaffolds, mobile scaffolds or EWPs must be used as the working platform; ladders are acceptable only for brief access tasks such as inspection.

How do we handle wind stopping the job?

The SWMS nominates a wind speed threshold โ€” typically 36 km/h or the sheet manufacturer's stated limit if lower. Measure wind at the working height with an anemometer at prestart and during gusty conditions. When the threshold is exceeded, cease sheet handling above height, secure loose material, and record the stop in the site diary. Restart only when sustained readings drop below the threshold.

What if we uncover asbestos backing during a re-clad?

Stop work immediately, isolate the area and notify the principal contractor. Do not continue disturbing the material. Under Chapter 8 of the WHS Regulation 2025 (NSW), the material must be assessed by a competent person, and any removal of more than 10 mยฒ of bonded ACM must be undertaken by a Class B (or Class A for friable) licensed asbestos removalist. Update the SWMS under section 302 before resuming.
