External Insulation and Finish System (EIFS) and render cladding installation involves fixing rigid insulation boards, applying base coats with reinforcing mesh, and finishing with acrylic or polymer-modified render across multi-storey facades. Work is performed from scaffolds, mast climbers or elevating work platforms, frequently at heights exceeding 2 metres, and requires mixing and pumping wet render, cutting insulation boards, and mechanically fixing to substrate. The task profile combines fall exposure, manual handling of heavy render bags, respirable crystalline silica from cementitious powders, wet cement dermatitis, and electrical risk from mixing tools and render pumps operating on damp facades.

Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines high risk construction work to include work where there is a risk of a person falling more than 2 metres. Section 299 requires a Safe Work Method Statement to be prepared before that work commences, kept available for inspection, and complied with on site. Controls follow the hierarchy in section 36 β€” eliminate the fall risk where practicable, otherwise engineer collective protection (scaffold, EWP, edge protection) before relying on administrative measures or PPE.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate work at height where practicable by pre-fabricating EIFS panels at ground level and hoisting completed assemblies into position using mechanical lifting.
  2. 2Substitute dry cutting of fibre cement and cementitious boards with wet-cut or on-tool extraction (H-class) methods to control respirable crystalline silica in accordance with AS/NZS 60335.2.69 for dust extractors.
  3. 3Erect fully-decked perimeter scaffold with double guardrails, mid-rails and toeboards designed and inspected under AS/NZS 1576 (scaffolding) and AS/NZS 4576 (guide to scaffolding), with SWL signage displayed at each access bay.
  4. 4Where scaffold is impracticable, use boom or scissor EWPs operated by HRWL-licensed operators (WP licence where boom length β‰₯11 m) with harness and lanyard anchored to manufacturer's designated point per AS/NZS 1891 series.
  5. 5Install catch fans, containment sheeting and hoardings to arrest falling render, tools and debris; exclude the public from the fall zone with A-class hoarding compliant with SafeWork NSW requirements.
  6. 6Load-manage scaffold platforms β€” stage no more than one pallet per bay, keep render bags below rated platform load, and rotate materials via mast climber or hoist rather than manual carry.
  7. 7Test and tag all 240V mixers, pumps and leads to AS/NZS 3760, supply through RCD-protected portable outlet devices to AS/NZS 3012, and isolate before cleaning or unblocking pump lines.
  8. 8Wear P2 respiratory protection selected and fit-tested per AS/NZS 1715 and AS/NZS 1716 during any dry mixing, cutting or sanding; alkali-resistant nitrile gloves, safety glasses to AS/NZS 1337.1, and long sleeves to prevent wet cement burns.
  9. 9Implement a documented heat stress management procedure β€” rotate crews on west-facing elevations, provide shade at rest points, and mandate hydration breaks in accordance with the SafeWork NSW guidance on working in heat.
  10. 10Suspend cladding operations when wind speed at working height exceeds manufacturer's limits for EIFS board handling (typically 40 km/h) or EWP operational limits, verified by anemometer.
  11. 11Conduct daily pre-start toolbox meetings, ensure all workers hold CPCCWHS1001 (White Card), consult the SWMS with the crew under section 47 of the WHS Act 2011 (NSW), and review the SWMS under section 302 of the WHS Regulation 2025 (NSW) whenever controls change, an incident occurs or the work method is revised.

EIFS and render cladding is applied to external facades of multi-storey buildings from scaffolds, mast climbers and EWPs, with workers routinely positioned at heights well above 2 metres while handling boards, mesh and wet render at the platform edge.

Legal consequence

Under section 299 of the Work Health and Safety Regulation 2025 (NSW) a SWMS must be prepared before HRCW commences, and under section 302 it must be reviewed and revised when controls are inadequate or work methods change. Failure to control the fall risk exposes the PCBU and officers to Category 1 (reckless conduct β€” section 31) and Category 2 (failure to comply with a health and safety duty exposing a person to risk of death or serious injury β€” section 32) offences under the Work Health and Safety Act 2011 (NSW). Worked example

A cladding subcontractor is engaged to install a 40 mm EPS EIFS system with acrylic finish over the north and west elevations of a six-storey mixed-use development in Wollongong. Work is performed from a tied tube-and-coupler perimeter scaffold rising 22 metres, with pallets of insulation and 20 kg render bags landed at level 3 via a materials hoist. Before mobilisation the site supervisor issues the EIFS SWMS to the crew, walks through the fall, silica and electrical controls on the scaffold, and each worker signs the consultation register under section 47. During week two, coastal winds regularly exceed 45 km/h in the afternoons; the supervisor triggers a section 302 SWMS review, adds a wind-monitoring procedure with an anemometer at the top lift, and re-briefs the crew. The revised SWMS is retained on site and produced when a SafeWork NSW inspector attends following a neighbour complaint about dust from board cutting.

Frequently asked questions

Is EIFS installation always high risk construction work in NSW?

Where any part of the work exposes a worker to a risk of falling more than 2 metres β€” which is typical for facade installation above ground floor β€” it meets section 291(a) of the WHS Regulation 2025 (NSW) and a SWMS is required under section 299 before work starts.

Do we need silica controls even though we are applying render, not cutting concrete?

Yes. Dry cementitious render powders and fibre cement backing boards both contain crystalline silica. Mixing, cutting and sanding these materials can generate respirable dust, so on-tool extraction, wet methods and P2 respiratory protection fit-tested to AS/NZS 1715 are required.

Can we use an EWP instead of scaffold for EIFS work?

Yes, provided the EWP is suited to the reach and duration, the operator holds the relevant HRWL where required, and workers use a compliant harness system anchored to the manufacturer's designated point in accordance with AS/NZS 1891. Scaffold is generally preferred for extended facade areas because it provides collective fall protection.

How often must this SWMS be reviewed?

Under section 302 of the WHS Regulation 2025 (NSW), the SWMS must be reviewed whenever the work method changes, controls are found to be inadequate, a notifiable incident occurs, or a health and safety representative requests a review. Best practice is to also review at each new stage or elevation of the facade.
