Gutter and downpipe installation involves working at the roof edge β often the most exposed and unstable position on a building β to measure, cut, join and secure Colorbond or Zincalume guttering, fascia brackets, downpipes and rainheads. Installers operate from ladders, scaffolds, elevating work platforms or directly on pitched roof sheets, handling long lengths of sheet metal with sharp edges while using cordless drills, tin snips, pop-rivet guns and sealants. The work exposes workers to falls from height, cuts from swarf and cut edges, manual handling injuries from awkward lengths, electrical contact with overhead service lines near the eaves, and heat stress or UV exposure during extended outdoor work.
Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines high risk construction work to include work where there is a risk of a person falling more than 2 metres. Because eaves height on most single and double-storey residential and commercial buildings exceeds this threshold, section 299 requires a Safe Work Method Statement to be prepared before the work commences, kept available for inspection, and complied with on site. Controls must follow the hierarchy in section 36 β eliminating the fall risk where reasonably practicable, otherwise using passive fall protection before resorting to travel restraint or fall arrest.

Control measures

- 1Eliminate the fall risk where reasonably practicable by pre-assembling gutter sections at ground level and lifting completed runs into position using mechanical means.
- 2Where working from the roof edge is unavoidable, install passive fall protection β perimeter guardrails or edge protection compliant with AS/NZS 4994.1 β before any worker accesses the fascia line.
- 3Where guardrails are not reasonably practicable, use a scaffold or elevating work platform (EWP) positioned along the eave; scaffolds erected over 4 m must be by a licensed scaffolder under Regulation 2025 section 85.
- 4If working from a roof surface, use a travel-restraint or fall-arrest system anchored to certified anchor points to AS/NZS 5532, with harness and lanyard compliant with AS/NZS 1891.1 and a documented rescue plan.
- 5Conduct a pre-start overhead powerline survey; maintain minimum approach distances under the SafeWork NSW Code of Practice β Work Near Overhead Power Lines, and arrange for tiger tails or supply isolation with Ausgrid/Endeavour/Essential Energy where clearances cannot be maintained.
- 6Select and inspect ladders to AS/NZS 1892 series β industrial-rated, secured at top, angled 4:1, and used only for access or light short-duration work; never fix brackets from a ladder where a platform is reasonably practicable.
- 7Prior to any removal work on buildings constructed before 2004, review the asbestos register and, where absent or uncertain, engage a licensed asbestos assessor; assume-and-test or presume ACM in eaves lining and soffits.
- 8Establish a ground-level exclusion zone with hard barriers and signage beneath the work area; use tool lanyards and secure debris to prevent dropped objects, in accordance with AS/NZS 1891.1 tethering practice.
- 9Provide cut-resistant gloves (EN 388 minimum Level C), long sleeves, safety glasses to AS/NZS 1337.1, sun protection (SPF 50+, wide-brim hard hat), and respiratory protection to AS/NZS 1716 when cutting masonry or applying solvent-based sealants.
- 10Schedule high-exposure tasks outside peak UV and heat periods; provide shaded rest areas, cool water and rotation in line with the SafeWork NSW Managing the Risks of Working in Heat guidance.
- 11Implement daily pre-start inspection of harnesses, anchor points, ladders and EWPs; tag out defective equipment and record inspections.
- 12All workers must hold a General Construction Induction (White Card, CPCCWHS1001); the SWMS must be developed in consultation with workers under Work Health and Safety Act 2011 (NSW) section 47 and reviewed under Regulation 2025 section 302 whenever controls are revised, an incident occurs, or the work method changes.

High-Risk Construction Work triggered
Gutter and downpipe installation is performed at the fascia line of buildings where the eave height, and therefore the potential fall distance to the ground below, almost always exceeds 2 m. Workers access the position via ladders, roof surfaces, scaffolds or EWPs, all of which expose them to a fall greater than 2 m within the meaning of Regulation 2025 section 291(a).
Because the work is HRCW under section 291, section 299 of the Work Health and Safety Regulation 2025 (NSW) requires a SWMS to be prepared before work commences, complied with, and kept available for inspection until the work is completed (or, if a notifiable incident occurs, for at least two years). Section 302 requires the SWMS to be reviewed and revised where controls are inadequate, the work method changes, or an incident occurs. Failure to prepare or comply with a SWMS is an offence. Where a breach exposes an individual to a risk of death or serious injury, prosecution may proceed as a Category 2 offence under section 32 of the Work Health and Safety Act 2011 (NSW), or a Category 1 offence under section 31 where the breach is reckless. Current maximum penalties are published in the SafeWork NSW penalty schedule and are indexed periodically.

Worked example
A three-person roofing crew is engaged to replace 42 lineal metres of Colorbond quad gutter and four downpipes on a two-storey weatherboard home in Epping, NSW. Eave height is 5.8 m to natural ground. The principal contractor identifies HRCW under section 291(a) and issues this SWMS before mobilisation. Given the eave height, ladder-only access is eliminated; a mobile aluminium scaffold with guardrails is erected along the north and east elevations, and a 14 m knuckle-boom EWP is hired for the south elevation where a paved patio prevents scaffold footing. Overhead 240 V service mains run to the south-east corner β Ausgrid is engaged to install a tiger-tail before EWP work commences. The pre-1990 eaves lining is presumed to contain asbestos; a licensed assessor confirms chrysotile in the soffit, and removal is scoped to a licensed Class B removalist under a separate SWMS before the gutter work proceeds. Workers hold current White Cards, harnesses are inspected daily, and the SWMS is signed on by all crew members and reviewed after day one when the crew elects to switch from pop-rivets to self-drilling screws.

Frequently asked questions
Is a SWMS legally required for gutter installation on a single-storey house?
Yes, in almost all cases. Single-storey eave heights are typically 2.4β2.7 m, which exceeds the 2 m fall threshold in section 291(a) of the Work Health and Safety Regulation 2025 (NSW). This makes the work high risk construction work, and section 299 requires a SWMS to be prepared before work commences and kept available for inspection.
Can we use a ladder to install gutter brackets, or is a scaffold required?
The Regulation requires you to apply the hierarchy of control. A ladder is a last-resort platform and is only acceptable for short-duration light work where a safer platform is not reasonably practicable. Fixing a full gutter run from a ladder is not defensible when a mobile scaffold, EWP or roof-edge guardrail can be used. The SWMS must document why the chosen platform is the highest reasonably practicable control.
What if we discover asbestos in the eaves lining once we start?
Stop work immediately. Do not disturb the material further. Under the Regulation 2025, asbestos removal of more than 10 mΒ² of non-friable ACM must be undertaken by a licensed asbestos removalist under a separate asbestos removal control plan. Update this SWMS to record the discovery and the change in work method, and re-consult with workers before resuming.
Do all workers need to sign the SWMS before starting?
Yes. The SWMS must be developed in consultation with the workers who will carry out the work (WHS Act section 47), and each worker must be inducted to the SWMS and sign the consultation register before commencing. If a new worker joins the crew mid-job, they must be inducted and sign on before starting. The SWMS must also be reviewed under section 302 if the work method changes.
