Fascia and soffit installation involves fixing timber, aluminium or fibre-cement boards to the outer edge of the roof structure and lining the underside of the eaves. Work is performed at heights typically between 2.4 and 6 metres from ladders, trestles, mobile scaffolds or elevating work platforms, often at the perimeter of an open roof edge with no leading-edge protection. Workers handle long, awkward lengths overhead, use cordless nailers, mitre saws and grinders, and are exposed to falls, struck-by injuries from dropped materials, cuts, dust inhalation (including crystalline silica from fibre-cement soffit sheeting) and electrical contact with overhead consumer mains at the eaves line.
Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines high risk construction work to include work involving a risk of a person falling more than 2 metres. Section 299 requires a Safe Work Method Statement to be prepared before that work commences, kept available for inspection, and complied with on site. Controls must follow the hierarchy in section 36, prioritising elimination and engineered fall prevention over administrative measures and PPE.

Control measures

- 1Eliminate work at height where practicable by pre-assembling fascia runs at ground level and lifting complete sections into position with mechanical assistance.
- 2Substitute ladders with an elevating work platform or mobile scaffold conforming to AS/NZS 1576 and AS 2550.10 for all eaves work above 2 metres; ladders permitted only for access or short-duration light work per the SafeWork NSW Managing the risk of falls at workplaces Code of Practice.
- 3Install perimeter edge protection (guardrail, mid-rail, toeboard) to AS/NZS 4994.1 where roof access is required concurrently, ensuring the fall from the working level is engineered out.
- 4Confirm minimum clearance to overhead electrical mains before setting up plant; where clearance under the Service and Installation Rules of NSW cannot be maintained, arrange isolation or tiger-tail insulation via Ausgrid/Essential Energy prior to works.
- 5Cut fibre-cement soffit sheeting with a shadow-line score-and-snap method or use tools fitted with on-tool water suppression or M-class HEPA extraction to AS/NZS 60335.2.69, with P2 respiratory protection to AS/NZS 1716 and fit-tested per AS/NZS 1715.
- 6Prior to disturbing any pre-2004 eaves lining, review the asbestos register and, if unknown, sample and test in accordance with the How to manage and control asbestos in the workplace Code of Practice; licensed removal where friable or exceeding 10 mΒ².
- 7Establish a demarcated exclusion zone directly below the work area with hard barricades and signage; tether tools with lanyards rated to AS/NZS 5532 and prevent material fall via toeboards and debris netting.
- 8Use sequential-trip pneumatic or cordless nailers only, with muzzle-in-contact interlocks; operators trained in manufacturer procedures and never bypassing safety mechanisms.
- 9Two-person handling for fascia lengths over 4 metres or 20 kg; stage materials on the platform, not the ladder, and rotate tasks to manage heat and fatigue in accordance with the Managing the work environment and facilities Code of Practice.
- 10Mandatory PPE: safety helmet with chinstrap to AS/NZS 1801, safety eyewear to AS/NZS 1337.1, cut-resistant gloves, hearing protection to AS/NZS 1270, high-visibility clothing to AS/NZS 4602.1, and sun protection.

High-Risk Construction Work triggered
Fascia and soffit installation is performed at the outer roof perimeter, typically 2.4β6 metres above ground, with workers positioned on ladders, EWPs or scaffolds adjacent to an unprotected eaves edge. Any fall from the working position exceeds 2 metres, engaging section 291(a) of the WHS Regulation 2025.
Because the work is HRCW, section 299 of the WHS Regulation 2025 (NSW) requires a compliant SWMS before work starts, and section 302 requires it to be reviewed and revised on any control failure, incident or change of conditions. Failure to prepare, comply with or produce a SWMS is an offence attracting penalties under the current SafeWork NSW penalty schedule. Where a breach exposes a worker to a risk of death or serious injury, prosecution may proceed as a Category 2 offence under section 32 of the WHS Act 2011 (NSW), or a Category 1 offence under section 31 where reckless conduct is established.

Worked example
A two-person roofing crew is engaged to replace timber fascia and fibre-cement soffit lining on a 1978 weatherboard cottage in Ryde. Working height at the gable end is 3.6 metres. Before work begins, the builder reviews the property's asbestos survey, which confirms the existing eaves lining is asbestos-cement; a licensed removalist is engaged for the strip-out, and the SWMS is amended under section 302 to reflect the changed scope. Reinstallation uses a boom-type EWP hired from a Parramatta supplier, with the crew holding WP licences. Overhead consumer mains at the street elevation are within 3 metres of the working position, so Ausgrid is engaged to fit a tiger-tail before EWP operation. All cuts to the replacement fibre-cement soffit are made at ground level using a saw with on-tool dust extraction and P2 respirators. The SWMS is signed on by both workers, the builder retains a copy on site, and it is reviewed at the end of day one when wind gusts require a pause in EWP operation.

Frequently asked questions
Is a SWMS mandatory for fascia and soffit work if the eaves are only 2.5 metres up?
Yes. Section 291(a) of the WHS Regulation 2025 (NSW) defines high risk construction work as work involving a risk of a person falling more than 2 metres β the trigger is the potential fall distance, not the eaves height itself. A SWMS under section 299 is required before work commences.
Do I need to test the existing eaves lining for asbestos before removing it?
If the dwelling was constructed or refurbished before 2004 and no asbestos register is available, the lining must be presumed to contain asbestos or sampled and tested by a competent person under the How to manage and control asbestos in the workplace Code of Practice. Removal of more than 10 mΒ² of non-friable asbestos requires a Class B licensed removalist.
Can we use ladders instead of an EWP for fascia work?
Ladders are permitted only for short-duration light work where a higher-order control is not reasonably practicable, per the Managing the risk of falls Code of Practice. Fascia installation typically involves two-handed tool use, force application and long-length materials, which generally rules ladders out as the primary work platform above 2 metres.
How often must the SWMS be reviewed?
Section 302 of the WHS Regulation 2025 (NSW) requires the SWMS to be reviewed and, if necessary, revised whenever there is a change to the work, a control fails, a hazardous incident occurs, or a worker requests a review through their health and safety representative.
