Rigid board insulation installation involves the mechanical fixing and adhesive bonding of pre-formed polyisocyanurate (PIR), extruded polystyrene (XPS), expanded polystyrene (EPS) or phenolic boards to roof decks, external wall substrates, soffits and below-slab applications. Work is routinely performed from elevated work platforms, ladders, scaffolds or directly on partially completed roof structures, and involves powered cutting tools, hot-knife trimming, solvent-based and polyurethane adhesives, and repetitive overhead fixing. The combination of working at height, combustible board materials, respirable dust from cutting, and hazardous adhesive vapours creates a compounded risk profile that has been implicated in falls, fires during and after installation, and acute chemical exposures on NSW construction sites.
Under the Work Health and Safety Regulation 2025 (NSW), section 291 classifies work involving a risk of a fall of more than 2 metres as high risk construction work, and section 299 requires a Safe Work Method Statement to be prepared before the work commences and kept available for inspection. This SWMS applies the hierarchy of controls in section 36, prioritising elimination of the fall risk through prefabrication and platform-based work, engineered edge protection, substitution to lower-hazard adhesive systems, and only then relying on administrative controls and PPE.

Control measures

- 1Eliminate work at height where feasible by prefabricating insulated panels at ground level and craning complete assemblies into position, removing exposure to falls greater than 2 m.
- 2Where height work is unavoidable, install engineered edge protection (guardrails, midrails, toeboards) to AS/NZS 4994.1 around the full perimeter of the work zone before boards are landed on the deck.
- 3Substitute solvent-based and isocyanate-containing adhesives with water-based or mechanical fixing systems wherever the specification permits; where isocyanate adhesives are unavoidable, use pre-metered cartridges rather than bulk decant.
- 4Provide compliant scaffold, mobile scaffold or elevating work platform selected to AS/NZS 1576 and AS/NZS 1418.10 respectively; ladders are used only for access, not as a work platform for board installation.
- 5Cover, mark or barricade all penetrations, skylights and fragile roof zones with load-rated covers before board laying commences; no worker walks on unsupported insulation boards.
- 6Control dust at source using tools fitted with on-tool extraction (H- or M-class) or wet cutting where board facings may contain respirable crystalline silica; cutting is performed at a dedicated ground-level station away from ignition sources.
- 7Confirm asbestos status of all substrates via a review of the site asbestos register (Regulation 2025 s422) before any drilling or fixing into pre-1990 materials; if suspect material is disturbed, stop work and engage a licensed asbestos removalist.
- 8Implement a hot works and ignition control regime: no smoking, no halogen task lights, no grinding within 6 m of exposed foam boards; maintain serviced fire extinguishers (AS 2444) and a fire watch for 60 minutes after any hot works cease.
- 9Ventilate enclosed spaces where adhesives are applied to keep airborne contaminants below the workplace exposure standards published by Safe Work Australia; monitor with photoionisation detector where warranted.
- 10Suspend external board handling when sustained wind speed exceeds the EWP or scaffold manufacturer's limit (commonly 36 km/h) or where boards cannot be safely controlled; use board carriers and two-person lifts for sheets over 1.5 m.
- 11Issue task-appropriate PPE to AS/NZS 1800 (helmets), AS/NZS 1337.1 (eye protection), AS/NZS 1715/1716 (P2 respirators or half-face with A1P2 cartridges for adhesive work), AS/NZS 2161.3 (chemical-resistant gloves) and AS/NZS 1891.4 compliant fall arrest where collective protection is not reasonably practicable.
- 12All workers hold CPCCWHS1001 (White Card); the SWMS is developed in consultation with workers under section 47 of the WHS Act 2011 (NSW), signed on before work starts, and reviewed under section 302 of the Regulation 2025 whenever controls are revised, an incident occurs, or the work method changes.

High-Risk Construction Work triggered
Rigid board insulation is routinely fixed to roof decks, upper-level external walls, soffits and elevated substrates where workers are exposed to fall distances exceeding 2 metres from platform edges, roof perimeters, unprotected penetrations and access ladders during board handling and mechanical fixing.
Because this work is high risk construction work under section 291 of the Work Health and Safety Regulation 2025 (NSW), section 299 requires a SWMS to be prepared before work starts, and section 302 requires the SWMS to be reviewed and revised where controls are not effective, an incident occurs, or the method changes. A failure that exposes a worker to a risk of death or serious injury may be prosecuted as a Category 2 offence under section 32 of the WHS Act 2011 (NSW); reckless conduct exposing a worker to that risk is a Category 1 offence under section 31. Worked example
A commercial fit-out contractor is installing 100 mm PIR rigid board to the underside of a concrete roof slab at a warehouse conversion in Wetherill Park, western Sydney. Boards are lifted to a 4.5 m working height using a scissor lift. Before work commenced, the site supervisor identified section 291 HRCW triggers (fall >2 m from the EWP platform) and prepared this SWMS in consultation with the two installers and the leading hand. Cutting is performed at a ground-level station with on-tool extraction; polyurethane adhesive is applied from pre-metered cartridges with A1P2 respirators; a 60-minute fire watch is maintained after any adjacent hot works by other trades. Mid-project, the specification changed to include a phenolic board on the eastern facade requiring EWP work at 6.2 m β the SWMS was reviewed and revised under section 302, workers re-signed, and additional exclusion zones were established below the facade before facade work commenced.

Frequently asked questions
Is rigid board insulation installation always high risk construction work in NSW?
It is HRCW under section 291 of the Regulation 2025 whenever there is a risk of a fall of more than 2 metres, which is the case for almost all roof, soffit and upper-level facade applications. Below-slab and ground-level wall applications where no fall risk exceeds 2 m may not trigger section 291, but other HRCW categories (confined spaces, powered mobile plant, hazardous chemicals) should still be assessed.
How does this SWMS address the fire risk from combustible foam boards?
The SWMS includes ignition-source controls, exclusion zones around exposed boards, hot works coordination with other trades, extinguisher provision to AS 2444, and a mandatory post-hot-works fire watch. It also addresses storage of unfixed boards away from ignition sources and site lighting.
Do workers need specific licensing to install rigid board insulation?
All construction workers must hold a CPCCWHS1001 (White Card). Additional high risk work licences apply to any scaffold erected over 4 m (basic scaffolding) and to EWP operation where the boom exceeds 11 m. Licensed asbestos removal is required if any ACM is disturbed during fixing into pre-1990 substrates.
When must the SWMS be reviewed?
Under section 302 of the Regulation 2025, the SWMS must be reviewed and, if necessary, revised whenever the control measures are not working effectively, a change is proposed to the work, a new hazard or risk is identified, a notifiable incident occurs, or a health and safety representative requests a review. All revisions must be re-signed by affected workers before work resumes.
