Mirror installation covers the measurement, transport, lifting, adhesive bonding and mechanical fixing of silvered glass mirrors to walls, ceilings, joinery and framed substrates in residential, commercial and fit-out settings. The work is hazardous because mirrors are heavy, brittle and often oversized, requiring two-person manual handling at height while managing sharp edges, backing chemicals, MS polymer or neutral-cure silicone adhesives, and the risk of catastrophic failure if a panel slips from suction cups or a bonded panel debonds after installation.

Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines high risk construction work, and section 299 requires a Safe Work Method Statement to be prepared before that work commences. Mirror installation frequently triggers section 291 where work occurs at height with a risk of a fall of more than two metres β€” for example, wall-to-ceiling feature mirrors, gym walls or lift lobbies accessed from mobile scaffold or EWP. Controls follow the hierarchy in section 36: eliminate the fall and manual handling risk where possible, then engineer (mechanical lifting aids, edge protection), administer (exclusion zones, cure times) and finally PPE.

Control measures

Hierarchy-of-controls order: elimination β†’ substitution β†’ isolation β†’ engineering β†’ administrative β†’ PPE.

  1. 1Eliminate work at height where possible by pre-assembling mirror frames at ground level and lifting completed units into position using mechanical aids.
  2. 2Substitute large single panels with smaller modular mirrors where design permits, reducing manual handling weight below the two-person 25 kg per person guidance.
  3. 3Engineer fall protection by installing mirrors from a compliant mobile scaffold or EWP with edge protection complying with AS/NZS 1576 and AS/NZS 1418.10; ladders only for incidental access.
  4. 4Use tested and tagged mechanical suction lifters and vacuum cups rated for the panel weight with a minimum 2:1 safety factor; inspect seals and gauges before every lift and never work under a suspended panel.
  5. 5Verify adhesive compatibility with mirror silver backing using manufacturer technical data sheets; use only mirror-grade neutral-cure silicone or MS polymer adhesive, and mechanically restrain overhead mirrors with J-clips, Z-bars or bottom channels regardless of adhesive rating.
  6. 6Before drilling any substrate, review as-installed drawings and use a cable/pipe locator; where the building predates 1990, confirm asbestos register status under Chapter 8 of the WHS Regulation 2025 (NSW) and do not proceed until clearance is documented.
  7. 7Control silica dust from masonry drilling using on-tool water suppression or H-class HEPA extraction in accordance with the SafeWork NSW Code of Practice for managing the risks of respirable crystalline silica from engineered stone.
  8. 8Provide mechanical ventilation or open work areas when applying solvent-based mirror mastics; refer to the SDS and SafeWork NSW Code of Practice β€” Managing Risks of Hazardous Chemicals in the Workplace, and rotate workers to limit exposure.
  9. 9Establish exclusion zones below overhead installation with hard barricades and signage; do not permit other trades to work beneath mirror hanging or curing zones until manufacturer cure times have elapsed.
  10. 10Wear cut-resistant gloves rated to AS/NZS 2161.3 (minimum Level D), safety eyewear to AS/NZS 1337.1, steel-capped footwear to AS/NZS 2210.3, and P2 respirators to AS/NZS 1716 when cutting substrates or applying solvent adhesives.
  11. 11Immediately contain broken glass in dedicated rigid bins; sweep and vacuum with HEPA-filtered units and inspect PPE for embedded shards before removal.
  12. 12All workers hold a current CPCCWHS1001 White Card; the SWMS is developed in consultation with workers under section 47 of the WHS Act 2011 (NSW), signed before work starts, and reviewed under section 302 of the WHS Regulation 2025 (NSW) whenever controls change, an incident occurs, or the work method is revised.

Mirror installation on feature walls, ceilings, gym walls, lift lobbies and stairwells routinely requires workers to fix panels from platforms, EWPs or scaffolds where the working surface is above 2 m, creating a fall risk to a lower level.

Legal consequence

Because the work is HRCW under section 291, section 299 of the WHS Regulation 2025 (NSW) requires a SWMS to be prepared before the work commences, provided to the PCBU engaging the worker, and kept available for inspection. Section 302 requires the SWMS to be reviewed and revised if controls are inadequate, an incident occurs, or a relevant change is proposed. Failure to comply exposes officers and PCBUs to Category 1 and Category 2 offences under sections 31 and 32 of the WHS Act 2011 (NSW). Current maximum penalties are set out in the SafeWork NSW penalty schedule and are indexed periodically.

Worked example

A two-person glazing crew is engaged to install a 3.2 m Γ— 1.8 m gym mirror wall in a new fitness centre in Parramatta. The mirrors weigh 68 kg each and must be fixed above a rubberised floor to a stud-and-plasterboard wall with the top edge 3.4 m above finished floor level. Before mobilising, the installer completes the SWMS with the principal contractor, identifying a high risk construction work category (fall more than 2 m) and category 6 where power is nearby. Controls include a 2.5 m platform mobile scaffold to AS/NZS 1576, twin-cup mechanical lifters rated to 100 kg, MS polymer mirror adhesive verified against the manufacturer's silver-backing compatibility list, and bottom J-channels mechanically fixed into studs located with a stud finder and cable detector. An exclusion zone is barricaded below the work face for the 24-hour cure period. Both workers hold current CPCCWHS1001 White Cards, sign on to the SWMS, and a pre-start check of suction gauges is recorded before each lift.

Frequently asked questions

Is a SWMS always required for mirror installation, even for a small bathroom mirror?

A SWMS is legally required under section 299 of the WHS Regulation 2025 (NSW) only where the work meets the definition of high risk construction work in section 291 β€” most commonly where there is a risk of a fall of more than 2 m. For a small vanity mirror fixed from the floor, a SWMS is not mandatory, but a documented risk assessment and safe work procedure remain best practice and are often required by the principal contractor.

Do I need a mechanical lifter for every mirror installation?

No. Suction lifters or vacuum cups are required whenever the panel exceeds safe two-person manual handling limits, is oversized, or is being installed overhead. For smaller mirrors under approximately 25 kg installed at low level, correct team-lifting technique with cut-resistant gloves may be adequate, but the SWMS must record the decision and the weight threshold applied.

What adhesive is compliant for overhead mirror installation?

There is no single 'approved' adhesive. You must use a mirror-grade neutral-cure silicone or MS polymer product that the manufacturer's technical data sheet explicitly confirms as compatible with silvered glass backing. For any overhead or ceiling installation, mechanical restraint (J-clips, Z-bars, safety cables or captive channels) must be provided in addition to the adhesive β€” adhesive alone is never sufficient for overhead panels.

How often must this SWMS be reviewed?

Section 302 of the WHS Regulation 2025 (NSW) requires the SWMS to be reviewed and, if necessary, revised whenever the control measures are found to be inadequate, an incident or near-miss occurs, a significant change to the work is proposed, or a health and safety representative requests a review. In practice, we recommend a documented review at the start of every new project and after any change of adhesive product, platform type or crew.
