Floor joist and bearer installation is the structural framing task of positioning, levelling and fixing timber or engineered joists onto bearers, and bearers onto piers, stumps or bearer plates, to form the subfloor platform of a building. The work exposes carpenters to falls from the elevated subfloor edge, falls between joists into the subfloor void, crush and impact injuries from handling heavy LVL and hardwood members, and structural collapse where bearers are being replaced or where temporary support is inadequate. Manual handling of long joists, use of nail guns, circular saws and rotary hammers, and exposure to engineered timber dust and existing lead paint or asbestos-containing subfloor debris on refurbishment work compound the risk.
Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines high risk construction work (HRCW) to include work with a risk of a person falling more than 2 metres and structural alterations requiring temporary support. Section 299 requires a Safe Work Method Statement to be prepared before this work commences, and section 302 requires the SWMS to be reviewed and revised if controls are inadequate or the work changes. Controls apply the hierarchy in section 36, prioritising elimination of fall exposure and engineered temporary support.

Control measures
Hierarchy-of-controls order: elimination β substitution β isolation β engineering β administrative β PPE.
- 1Eliminate the fall hazard where reasonably practicable by installing joists and bearers from the ground before the subfloor is elevated, or by erecting a full working platform beneath the joist line to reduce fall distance below 2 m.
- 2Where elimination is not practicable, install perimeter edge protection (guardrails, mid-rails and toeboards) to AS/NZS 4994.1 before any worker approaches within 2 m of an unprotected edge; cover or infill joist gaps greater than 225 mm with structural-grade sheeting fixed to prevent displacement.
- 3For bearer replacement or structural alteration, engage a structural engineer to design temporary propping, needle beams and load paths; install Acrow props or engineered shoring to AS 3610 and AS/NZS 3610.1 and verify by a competent person before load transfer.
- 4Where fall prevention is not feasible, use a fall-arrest system compliant with AS/NZS 1891.1 and AS/NZS 1891.4, anchored to a certified anchor rated β₯15 kN, with a documented rescue plan and second person present.
- 5Conduct a pre-work asbestos assessment on any structure built before 1990 in accordance with the Work Health and Safety Regulation 2025 (NSW) Chapter 8 and the SafeWork NSW Code of Practice β How to Manage and Control Asbestos in the Workplace; remove ACM by a licensed removalist before joist works commence.
- 6Control wood dust and RCS at source using on-tool extraction with H-class HEPA vacuums to AS/NZS 60335.2.69, wet-cut where feasible, and enclose cutting stations; comply with the workplace exposure standard for RCS of 0.05 mg/mΒ³ 8-hour TWA.
- 7Mechanically handle bearers and long joists using rough-terrain forklifts, telehandler jibs or timber trolleys; where manual handling is unavoidable, use two-person lifts for members over 20 kg and follow the Code of Practice β Hazardous Manual Tasks.
- 8Use nail guns with sequential-actuation triggers only for elevated work, isolate air/battery supply before clearing jams, and comply with the SafeWork NSW nail gun safety guidance; maintain a 3 m exclusion zone from other workers during firing.
- 9Implement subfloor entry procedures β mechanical ventilation, atmospheric testing where confined, rodent and dust screening, and PPE including P2 respirators, coveralls and cut-resistant gloves to AS/NZS 2161.3.
- 10Provide task-specific PPE: safety helmet to AS/NZS 1801, safety eyewear to AS/NZS 1337.1, hearing protection to AS/NZS 1270 (circular saw > 85 dB(A)), steel-capped footwear to AS/NZS 2210.3, and P2 respirators to AS/NZS 1716 fit-tested to AS/NZS 1715.
- 11Sequence works to isolate the joist installation zone with hard barriers and signage under AS 1319; prohibit trades below during joist landing and lift-in operations.
- 12All workers to hold General Construction Induction (CPCCWHS1001 β White Card); conduct SWMS consultation with all affected workers under section 47 of the WHS Act 2011 (NSW), sign on before commencement, and review the SWMS under section 302 of the WHS Regulation 2025 (NSW) whenever controls change, an incident occurs, or the work method is varied.

High-Risk Construction Work triggered
Installing floor joists and bearers on elevated subfloors, pier-and-beam construction and second-storey additions routinely places workers more than 2 m above the ground or lower level, both from the perimeter edge and through open joist spacing before flooring is laid.
Replacement of existing bearers or joists in renovation and re-stumping works transfers load through the structure and requires engineered temporary propping or needle beams to prevent partial collapse of the floor system above.
Section 299 of the WHS Regulation 2025 (NSW) requires a compliant SWMS to be prepared before HRCW commences and section 302 requires it to be reviewed and revised when controls are inadequate. Failure to comply exposes the PCBU and officers to prosecution under the WHS Act 2011 (NSW) β a Category 2 offence under section 32 where exposure to risk of death or serious injury occurs, and a Category 1 offence under section 31 where the conduct is reckless. Worked example
A framing subcontractor in Kellyville is installing 240 x 45 LVL floor joists onto engineered bearers for a two-storey addition, with the subfloor 2.7 m above the concrete driveway. The site supervisor identifies section 291(a) HRCW and, before work begins, erects a fully decked working platform 1.8 m below the joist line, installs perimeter guardrails to AS/NZS 4994.1 on the exposed slab edge, and covers open joist bays with structural sheeting as installation progresses. Bearers are lifted into position with a telehandler; two carpenters guide from the platform using tag lines. A pre-1990 outbuilding on the same lot is scheduled for bearer replacement β the SWMS is revised under section 302 to add engineered Acrow propping designed by a structural engineer, and a licensed asbestos removalist is engaged to strip vinyl floor coverings before framing crews enter the subfloor. All workers sign onto the SWMS after a toolbox consultation under section 47, and daily pre-starts verify prop loading and edge protection integrity.

Frequently asked questions
Is a SWMS required if the subfloor is only 1.8 m above ground?
The section 291(a) HRCW trigger is a fall risk of more than 2 metres. Where the fall distance is less than 2 m for the entire task, a SWMS is not mandated by section 299, however the PCBU still owes a primary duty under section 19 of the WHS Act to manage the risk of falls, and a documented safe work procedure is strongly recommended. If any part of the work β including access, edge work near stairwells, or work on adjoining structures β exceeds 2 m, a SWMS is required.
Does bearer replacement always trigger section 291(e)?
Yes, where the replacement removes or unloads a structural member supporting a floor above, temporary support is required to prevent collapse and section 291(e) applies. Cosmetic works such as replacing a rotted joist end that carries no significant load may not trigger the category, but this determination should be made by a competent person and documented. When in doubt, treat it as HRCW.
Can I use a fall-arrest harness instead of edge protection?
Fall arrest sits below passive fall prevention in the hierarchy of controls under section 36 of the WHS Regulation 2025 (NSW). Edge protection (guardrails, working platforms) must be used where reasonably practicable. Harnesses are acceptable only where higher-order controls are not reasonably practicable, the anchor is engineered to AS/NZS 5532, the system complies with AS/NZS 1891, and a documented rescue plan is in place with rescue equipment on site.
How often must this SWMS be reviewed?
Section 302 of the WHS Regulation 2025 (NSW) requires review whenever controls are not effectively controlling the risk, a notifiable incident occurs, a significant change to the work is proposed, or a health and safety representative requests review. As a minimum, we recommend a documented review at the start of each new project, after any incident or near-miss, and when new plant, workers or subcontractors are introduced to the joist installation task.
