Bulldozer operation involves the use of tracked heavy earthmoving plant β typically 15 to 50 tonnes β to strip topsoil, push spoil, form batters, rip rock and level pads on civil, mining and construction sites across NSW. The work exposes operators, spotters and nearby workers to catastrophic risks: crushing between the machine and fixed structures, rollover on unstable ground, contact with underground or overhead services, engulfment when working near unsupported excavations, and long-term harm from whole-body vibration, noise and respirable crystalline silica generated by dry earthmoving in weathered sandstone and shale.
Because the task involves the movement of powered mobile plant, it constitutes high risk construction work under section 291(o) of the Work Health and Safety Regulation 2025 (NSW), and a Safe Work Method Statement must be prepared before work commences under section 299. Controls are applied through the hierarchy β eliminating worker presence in the operating zone through exclusion, engineering separation via ROPS/FOPS and proximity detection, and administrative measures including traffic management plans, competency verification and spotter protocols.

- 1Eliminate ground-worker presence in the machine operating zone by establishing physical exclusion zones (minimum machine reach + 3 m) using bunting, hard barriers or water-filled barricades before startup
- 2Substitute manual spotting with GPS machine guidance and 360Β° camera/radar proximity detection systems where reasonably practicable on formed sites
- 3Verify all underground services via Before You Dig Australia (BYDA/Dial Before You Dig) referral, on-site electromagnetic locating and hand-potholing to expose services before ripping or deep dozing

High-Risk Construction Work triggered
A bulldozer is powered mobile plant under section 5 of the WHS Regulation 2025 (NSW); the entire task is defined by its movement across the site β tramming, dozing, ripping and reversing β which brings it squarely within section 291(o).
Under section 299 of the WHS Regulation 2025 (NSW), a SWMS must be prepared before HRCW commences, and work must stop immediately if the SWMS is not being complied with (section 302). Failure to comply exposes the PCBU to prosecution under the WHS Act 2011 (NSW): a Category 2 offence (s 32) applies where the duty exposes a person to risk of death or serious injury, and a Category 1 offence (s 31) applies where the duty is breached recklessly. Before mobilisation, the site supervisor completes a BYDA search, identifies a 132 kV overhead line clipping the north-west corner, and establishes a no-go zone with tiger tails installed by Endeavour Energy. The SWMS is walked through with the dozer operator (verified competency, current White Card), the spotter and the truck drivers on day one, and signed. A water cart is committed full-time to silica dust suppression given the shale content confirmed in the geotechnical report. During week three, a subcontractor identifies suspected bonded asbestos sheeting in imported fill; work is stopped, a licensed assessor attends, the material is confirmed and removed by a licensed Class B removalist, and the SWMS is reviewed and re-signed under section 302 before dozing resumes.

Frequently asked questions
Does a bulldozer operator need a High Risk Work Licence in NSW?
No. A bulldozer is not listed in Schedule 3 of the WHS Regulation 2025 (NSW), so a SafeWork NSW High Risk Work Licence is not required to operate one. However, the PCBU must ensure the operator has documented, verifiable competency for the specific machine class (typically a nationally recognised unit such as RIIMPO318F), holds a current White Card (CPCCWHS1001), and is authorised in writing to operate the plant.
Is bulldozer operation always high risk construction work?
Whenever the bulldozer is operating on a construction workplace, it triggers section 291(o) of the WHS Regulation 2025 (NSW) β work involving the movement of powered mobile plant β and a SWMS is required under section 299. On non-construction sites (for example, established quarry or farm operations), the SWMS obligation may not apply, but the PCBU's primary duty under section 19 of the WHS Act 2011 (NSW) and the plant provisions of Chapter 5 of the Regulation still require a documented risk assessment.
How often must this SWMS be reviewed?
Section 302 of the WHS Regulation 2025 (NSW) requires the SWMS to be reviewed and, if necessary, revised whenever the control measures are revised, a notifiable incident occurs, or a hazard or risk associated with the work changes. Does this SWMS cover working near overhead powerlines?
Yes.
