Fibre optic cable installation involves hauling, blowing and terminating glass fibre cables through ceiling voids, communications risers, underground conduits, pit-and-pipe networks and external aerial catenaries. The work exposes technicians to falls from ladders and elevated work platforms when accessing ceiling spaces and pole-mounted terminations, confined space atmospheres in telecommunications pits, laser radiation from live fibres and OTDR test equipment, cuts from glass fibre offcuts that can embed in skin or eyes, and exposure to isopropyl alcohol, index-matching gels and fusion splicer arc hazards. Live copper services, unidentified asbestos-containing pit lids and silica dust from core drilling penetrations compound the risk profile.
Under the Work Health and Safety Regulation 2025 (NSW), section 291 defines high risk construction work (HRCW), and section 299 requires a Safe Work Method Statement be prepared before HRCW commences. Fibre installation frequently involves a risk of fall greater than 2 metres β a section 291(a) trigger. Controls must follow the hierarchy in section 36, be developed in consultation with workers under section 47, and be reviewed under section 302 whenever conditions change.

Control measures
Hierarchy-of-controls order: elimination β substitution β isolation β engineering β administrative β PPE.
- 1Eliminate work at height where feasible by pre-terminating patch leads at ground level and using pre-connectorised assemblies rather than field splicing in ceilings.
- 2Substitute ladder work with elevating work platforms (EWPs) or scissor lifts operated and inspected in accordance with AS 2550.10 for access above 2 m; where ladders are unavoidable, use industrial-rated platform ladders complying with AS/NZS 1892.
- 3Engineer confined space entry controls per AS 2865: atmospheric testing before and during entry, forced ventilation, tripod and winch rescue equipment, and a stand-by attendant with communications.
- 4Isolate and prove-dead all electrical circuits in shared pathways using a test-and-lockout procedure aligned with AS/NZS 4836; treat all cables as live until proven otherwise.
- 5Control laser exposure per AS/NZS IEC 60825.1: cap unused ports, never view fibre ends directly, use fibre inspection microscopes, and confirm sources are switched off before disconnecting.
- 6Manage asbestos risk through a pre-start review of the site asbestos register (section 425) and cease work immediately on suspicion; core drilling to use on-tool water suppression or H-class extraction to control silica (WES 0.05 mg/mΒ³ respirable).
- 7Establish traffic control per AS 1742.3 with a compliant Traffic Guidance Scheme, high-visibility clothing to AS/NZS 4602.1, and pit-lid barriers whenever a pit is open.
- 8Implement dispose-in-sight practice for fibre offcuts using dedicated sharps containers, black work mats, and prohibit food, drink and contact lens handling in the splicing area.
- 9Store, decant and use isopropyl alcohol and gels per the SDS and AS 1940 for flammable liquids; maintain fusion splicer clearances and keep ignition sources segregated from solvent-soaked wipes.
- 10Apply manual handling controls under section 60: mechanical cable-drum jacks, powered cable blowers, two-person lifts for drums over 20 kg, and rotation of splicing tasks to limit static posture.
- 11Provide PPE as the final layer: safety glasses to AS/NZS 1337.1, laser-rated eyewear matched to source wavelength, cut-resistant gloves, P2 respirators to AS/NZS 1716 during drilling, and fall arrest harnesses to AS/NZS 1891 with rescue plan.
- 12All workers to hold a current White Card (CPCCWHS1001); the SWMS is to be developed in consultation with workers per section 47, signed on at induction, and reviewed under section 302 when methods, plant or site conditions change.

High-Risk Construction Work triggered
Fibre installation routinely requires access to ceiling voids, communications risers, rooftop cable trays and aerial catenary attachments, all of which present a fall risk exceeding 2 metres. Section 291(a) is therefore engaged whenever such access forms part of the works.
Section 299 of the Work Health and Safety Regulation 2025 (NSW) requires a SWMS to be prepared before HRCW commences, and section 302 requires it be reviewed when circumstances change. Failure to comply is an offence, and where non-compliance results in exposure to death or serious injury, prosecution may be brought under section 31 (Category 1) or section 32 (Category 2) of the Work Health and Safety Act 2011 (NSW). Penalties are set by the current SafeWork NSW penalty schedule and are applied per offence against individuals, officers and body corporates.

Worked example
A cabling contractor is engaged to install a single-mode fibre backbone between two tenancies in a commercial building in Parramatta. The scope includes core drilling a fire-rated slab penetration, running cable through a shared services riser accessed via a 3.2 m fixed ladder, splicing in a ceiling void above a live 400 V distribution board, and terminating patch panels in the ground floor comms room. Before mobilisation the supervisor completes the SWMS with the two-person crew, confirms both hold current White Cards and ACMA registration, reviews the building's asbestos register (the 1980s riser walls are flagged as presumed ACM), and books an EWP in lieu of the ladder. On day one, an unexpected energised cable is found in the ceiling; work stops, the electrical contractor isolates the circuit, and the SWMS is reviewed under section 302 before restart.

Frequently asked questions
Is a SWMS mandatory for every fibre optic installation job?
A SWMS is mandatory whenever the work meets a section 291 HRCW category. Most commercial fibre installations involve ceiling, riser or rooftop access above 2 metres and therefore trigger section 291(a). Even where no HRCW category applies, a documented risk assessment is still required under section 34 of the WHS Regulation 2025.
Does this SWMS cover fibre pit and underground work?
Yes. The document addresses pit access, traffic control and the interface with confined space entry. However, if a pit is classified as a confined space under AS 2865, a separate confined space entry permit and confined-space-specific SWMS controls must be applied in addition to this document.
Who is qualified to carry out the works described in this SWMS?
Workers must hold a current White Card (CPCCWHS1001) and an ACMA cabling registration with the appropriate fibre endorsement. Additional competencies are required for EWP operation (verification of competency), confined space entry, working at heights and traffic control depending on the tasks performed.
When must this SWMS be reviewed?
Under section 302, the SWMS must be reviewed and if necessary revised whenever the method of work changes, new hazards are identified, controls are found ineffective, plant or personnel change materially, or an incident occurs. All revisions must be re-consulted with workers and re-signed before work resumes.
